The NHES is a data collection system of the National Center for Education Statistics that provides descriptive data on the educational activities of the U.S. population and offers policymakers, researchers, and educators a variety of statistics on the condition of education in the United States. The primary purpose of the NHES is to collect repeated measurements of the same phenomena at different points in time, but one-time surveys of topics of interest may be fielded. The NHES is a telephone survey of the noninstitutionalized civilian population of the United States, and households are selected using random digit dialing methods. The NHES has been conducted in 1991, 1993, 1995, and 1996. Book excerpt: The 1996 National Household Education Survey (NHES:96) was a random digit dial telephone survey of households that was developed by the National Center for Education Statistics and conducted by Westat, Inc. The NHES:96 included two topical survey components, "Parent and Family Involvement in Education," (PFI) which collected data about family involvement in children's schooling, and "Civic Involvement," (CI) which collected data about participation in civic activities and attitudes toward government. This manual provides documentation and guidance for users of the four public release data files of the NHES:96: the Household and Library File, the PFI and CI files, the Youth Civic Involvement file, and the Adult Civic Involvement File. Volume I contains information about the purpose of the study, the data collection instruments, the sample design, and data collection and data processing procedures. Volumes II through V each contain a guide to the data file and its codebook, a discussion of data considerations and anomalies, and, in appendixes, the file layout and additional information. This volume contains the following sections: (1) "Introduction"; (2) "Description of Data Collection Instruments"; (3) "Sample Design and Implementation"; (4) "Data Collection Methods and Response Rates"; and (5) "Data Preparation." Book excerpt: The National Household Education Survey (NHES) is a data collection system of the National Center for Education Statistics which has as its mission the collection and publication of data on the condition of education in the United States. The NHES provides descriptive data through a random digit dialed telephone survey of the noninstitutionalized civilian population of the United States. Approximately 60,000 households are screened for each administration, and individuals who meet the study criteria are sampled for more detailed or extended interviews. Data quality is a central issue for the NHES. Cognitive laboratory research, one of the many efforts to reduce nonsampling error in surveys, draws on the theories and methods of cognitive psychology. Concurrent and delayed methods are used in cognitive laboratory research procedures that can include individual interviews and focus groups. Cognitive laboratory activities are typically audiotaped or videotaped to provide a record of the research. Several examples of the use of cognitive laboratory research in the conduct of the NHES are given. These examples illustrate how taping and analysis of live interviews measured interviewer and respondent behavior during data collection and contributed to understanding words and items that could cause difficulty. Three appendixes present a moderator's topic guide for parent groups, a similar guide for adolescent groups, and a form for coding interviewer-respondent interactions. The NHES provides information on educational issues that are best addressed by contacting households rather than educational institutions. It is a telephone survey of the noninstitutionalized civilian population of the United States. As part of a methodological study, the NHES for 1991 contained an experiment to test the feasibility of using the NHES as a mechanism to conduct longitudinal studies of young children. This report describes the design, procedures, and results of the followup survey. In NHES:91, parents of children aged 3 to 8 years were surveyed about the care and education of their children for the NHES Early Childhood Education component. The feasibility of a longitudinal followup survey was tested by drawing a random subsample of children from that survey and attempting to locate the same respondents about 1 year later. A sample of 513 children was selected, and of the 452 parents or guardians located in the followup, 90% were successfully interviewed at the later date. Implications for longitudinal studies are discussed. It appears that the longitudinal response rate for such a survey would probably be about 62 to 65%. The files include the 1991 and 1995 Adult Education files, the primary and preprimary education files from 1991, the school readiness and school safety files from 1993, the 1995 early childhood program participation file, and the 1996 household and library, parent and family involvement in education and civic involvement, youth civic involvement, and adult civic involvement files. The ECB is a DOS-based program for IBM-compatible personal computers. Sections describe its contents and use, focusing on what can be done with the ECB and how to do it. The recommendations are from the viewpoint of a researcher interested in applying sophisticated statistical models to address important issues in adult literacy. The paper focuses on five issues, each of which is the subject of a section of the paper: sampling; selection bias; measurement; policy modeling; and gauging cohort effects. Each section considers the scope of the issue and then makes recommendations to NCES. These recommendations include providing all appropriate sampling weights in NAAL data; examining contextual effects on the distribution of literacy ability in the population; considering relevant auxiliary variables that would constitute the selection equation; considering the hypothesized number of factors and including at least four variables measuring each factor in the questionnaire; obtaining retrospective data on general and job-specific literacy-related activities; and exploring the possibility of linking NAAL with existing longitudinal surveys. Book excerpt: A study focused on researchers' use of the English-Language Background Questionnaire (EBQ) portion of the National Adult Literacy Survey (NALS), the results of which were released in 1993. Data were gathered by surveying NALS data users about how they have used the EBQ data, their perspectives on the strengths and weaknesses of the EBQ, and their recommendations for changes to the EBQ. A content analysis was also conducted of published research papers that have involved analyses of the EBQ data to determine how the data were used in these research analyses. The study also drew upon recommendations garnered by a series of focus groups conducted by the American Institutes for Research in 1998. These sources were integrated with the study's own analysis of the NALS data. The following changes to the EBQ for future adult literacy assessments were recommended: expand the questions pertaining to educational experiences; expand the section on social and political participation or move the current items to other areas and delete this section; add an item on voter registration; acquire more detailed information regarding work history, wages, and parents' occupations; expand the section pertaining to literacy practices; and gather information on technological literacy practices.
