Book Synopsis Patterns of change in Malawi’s economy under sector-focused investment strategies: Results of scenarios run through 2030 using an economy-wide model for Malawi by : Benson, Todd
Download or read book Patterns of change in Malawi’s economy under sector-focused investment strategies: Results of scenarios run through 2030 using an economy-wide model for Malawi written by Benson, Todd and published by Intl Food Policy Res Inst. This book was released on 2020-01-23 with total page 16 pages. Available in PDF, EPUB and Kindle. Book excerpt: Malawi’s economic future is dependent upon a transformation of the economy that will involve increased economic productivity overall and considerable movement of labor and capital out of agriculture and into manufacturing and services. A dynamic Computable General Equilibrium model of the economy of Malawi was used to better understand the development gains that would be realized by 2030 through significantly increasing separately the productivity of each of the three sectors of the Malawian economy – agriculture, industry, and services. The scenarios run in the model involved increasing by 20 percent from current levels the annual growth rate in total factor productivity for each of the three sectors. The results show important trade-offs in the choice of which sector should receive emphasis in any economic development strategy. A services-led strategy would result in higher economic growth overall and broadly rising incomes, contributing the most to a structural transformation of the Malawi economy. However, the principal beneficiaries of increased investment to improve productivity in the services sector will be better-off households. In contrast, an agriculture-focused strategy would better meet the needs of the poor and their access to food, but would result in continued lagging growth for Malawi’s economy and many poorer households continuing to be unable to obtain sufficient income to exit their poverty and realize much better lives for themselves and their children. The industrial sector currently is much smaller than either the agriculture or services sectors, particularly in terms of employment, so significant increases in productivity growth in industry results in smaller benefits overall than comparable increases in agriculture or services.

Book excerpt: The Government should re-instate its programme of General Budget Support for Malawi, according to MPs on the International Development Committee. The Department for International Development (DFID) suspended General Budget Support to Malawi - the provision of funds directly to the Malawian exchequer - in July 2011, preferring to provide its aid by other means. This decision was taken in response to the policies of the then President of Malawi, Bingu wa Mutharika. His policies had created an economic and political crisis, whilst his authoritarian tendencies were becoming ever more apparent: the UK's High Commissioner had been expelled from Malawi for criticising Mutharika. However, following the death of President Mutharika in April this year, his successor - President Joyce Banda - has begun to reverse many of his policies. The currency has been devalued, whilst the new Government has indicated its intention to repeal many of its predecessor's authoritarian measures. Subject to the continued progress of reforms, general budget support is likely to be the most efficient way of providing aid to Malawi.

Book Synopsis Debt Relief Initiatives, Development Assistance and Service Delivery in Africa by : African Development Bank
Download or read book Debt Relief Initiatives, Development Assistance and Service Delivery in Africa written by African Development Bank and published by Oxford University Press. This book was released on 2009-04-23 with total page 204 pages. Available in PDF, EPUB and Kindle. Book excerpt: The African Development Bank commissioned four case studies on Debt Relief Initiatives, Development Assistance and Service Delivery in Ghana, Malawi, Senegal, and Uganda from the last quarter of 2006 to mid 2007. The objective of the study was to appraise the extent to which debt relief resources are being used to improve social service delivery. There is strong agreement from all four case studies that debt relief created flexibility in governments spending by playing the role of flexible and predictable budget support. In this context, governments acquired more degrees of freedom to allocate debt relief resources in line with their own objectives. In all four countries debt relief resources were more easily transformed into MDG-related spending than tied aid. The case studies had a consensus in identifying the accountability of public institutions to civil society, through community monitoring or execution of expenditures, as the most effective means of enhancing spending effectiveness. This formed the basis for the success observed in program implementation. From the findings of the case studies it is clear that debt relief can lead to enhanced service delivery provided certain conditions prevail. These conditions can be influenced by donors as well as the willingness of beneficiary governments to undertake reforms. The general observation across the case studies is that debt relief has a major positive impact on service delivery, and progress towards the MDGs, when beneficiaries: (i) have high capacity in MDG spending, (ii) are highly accountable, and (iii) receive stable and high-quality aid.
