Book excerpt: This paper contains a new analysis of gender differences in early grade reading and mathematics outcomes in 19 USAID-funded studies over the past decade from 14 locations in Africa, Asia, Latin America, and the Middle East. The paper addresses gaps in the literature related to learning patterns for girls and boys in lower- and middle-income countries and in early primary school. We analyzed the results from reading and mathematics assessments in grades 2 and 3, including differences in oral reading fluency (ORF) and quantitative comparison scores between boys and girls, as well as differences in score distributions by gender. In line with results from assessments in upper grades and in wealthier countries, we found that girls consistently outperformed boys in reading. In mathematics, boys slightly outperformed girls, although the differences were typically not large. Global experience has shown that patterns in poor performance become more entrenched the further learners progress through the grades, suggesting that early interventions for boys in reading and girls in mathematics could have long-term benefits. At the same time, both girls and boys typically score below expectations in the two subjects across countries, necessitating targeted strategies to improve outcomes for both genders early in their educational trajectories.

Adolescents bear long periods of exposure to, and consequences of health risks yet are often least able to influence their environment and make decisions for their own well-being. Historically, the world has lacked comprehensive indicators for adolescent health, which has hindered the effective development of age-specific policies and interventions and tracking of progress towards health targets. This document presents a list of 47 indicators recommended by the Global Action for Measurement of Adolescent health (GAMA), established in 2018 by WHO in collaboration with UNAIDS, UNESCO, UNFPA, UNICEF, UN Women, the World Bank Group, and the World Food Programme. The 47 adolescent health indicators are the result of a structured, participatory 5-year selection process. They are applicable to all adolescent population subgroups and span six domains: (1) programmes, policies and laws, (2) systems performance and interventions, (3) social, cultural, economic, educational, and environmental health determinants, (4) health behaviours and risks, (5) subjective well-being and (6) health outcomes and conditions. Most countries already have data for many of these indicators available. Bringing this information together will help benchmark progress, identify priorities for action, and allocate resources efficiently. By prioritizing adolescent health, young individuals are empowered to reach their full potential, and contribute to building healthier and sustainable communities and societies.

Book excerpt: Typical life circumstances for military families may impact their participation in prevention programs, yet little is known about what factors influence their participation. The current study examined predictors of attendance in the Strengthening Families Program: For Parents and Youth 10–14, for Military Families, a universal in-person program designed to improve family functioning and reduce youth substance misuse and other problem behaviors. Participants included 159 parent–child dyads randomly selected to be offered the 7-week family program. Analyses examined demographic characteristics, deployment experiences, time spent waiting for the program to begin, and psychosocial functioning as predictors of attendance in a series of regression models. Of the 39 percent of families that attended any program sessions, the majority (71 percent) attended at least four of the seven sessions. Attendance varied significantly across the geographic areas in which groups were held. Prior service utilization, youth conduct problem behavior, parental history of deployment, and family conflict were each positively associated with attendance, whereas parent tobacco use was negatively associated with attendance. These results highlight the challenges in recruiting military families into in-person prevention programs and suggest that extra efforts may be needed to engage families that do not perceive that they have a need for support.

There is great variation among countries in the recognition of LGBT individuals’ human rights. A global focus on LGBT populations’ health is still limited, with the notable exception of HIV research. This book on LGBT populations and cancer in the global context is, therefore, an important step in that it will broaden the focus on LGBT populations’ health. Globally, cancer is the second leading cause of death. Cancer morbidity and mortality are increasing disproportionately among populations in lower-income countries. A review conducted by the World Health Organization (WHO) found that of the 82% of member states (158) countries, only 35% of the national cancer control plans addresses vulnerable population, including LGBT populations. These findings reflect an increasing awareness about equity when addressing cancer prevention and control, including LGBT populations. This book addresses LGBT populations’ cancer burden across countries that range from high- to low-income countries to support efforts in diverse countries that are working towards reducing LGBT populations’ cancer burden. It documents place-specific challenges that impede progress towards reducing the LGBT cancer burden as well as critically assesses the variation in cancer control efforts that target LGBT populations and cancer to support progress at a global scale. At the same time, the impact and transformational effects of this event enabled civil society activists and politically institutionalised actors in European countries to pick up the threads of democratic social movements and parliamentary aspirations, and make use of “political opportunity structures” to obtain citizen rights for larger parts of the population. One result of this process – albeit with a difference between European states – was that more groups in society gained suffrage. Amongst those were large sections of the working class and women. While the vote was won for some new social groups in European societies, others were still excluded. After one centennium of struggle for political participation, we would like to discuss specific problems of politics of belonging. The question concerning the full recognition of citizen rights was and continually is connected to ideas of a specific membership of a nation state, a fact that denotes the particular problem of membership and non-membership and of inside and outside. This Research Topic will take account of this special field of tension of democratisation – e.g. inclusion through exclusion – from a perspective of social history, political science, gender studies and intersectionality approaches. This analytical foil shall be used to examine the relationship between state or government action and civil society, as well as the reproduction of social and political inequality despite increasing democratisation movements.
