Book excerpt: The Defense Information Systems Agency (DISA) has been directed to upgrade the Worldwide Military Command and Control System (WWMCCS) by providing a Command and Control Information System (CCIS) which offers a combination of services and products that aid interoperability and that have sufficient flexibility to accommodate the varied missions of WWMCCS users. The architectural premise is of an open, interoperable, and heterogeneous set of systems and components linked together to accomplish command and control functions. DISA asked IDA to develop a generic, standards-based architecture consistent with CCIS needs, an architecture based on accepted standards that foster interoperability, evolvability, and allow for technology growth with commercial off-the-shelf products. This paper describes the military requirements, the generic architecture, and the standards profile appropriate for a CCIS to be built in the 1995-97 time period.

Each node is responsible for the management of some portion ofthe available resources, where the higher level nodes are responsible for a 3 correspondingly greater portion of the resources. Within a C I system both command and control decision making occur at every level of the hierarchy. Command decisions at one level determine how to satisfy the management decisions at a higher level.

Effectively managing such a large and complex endeavor requires, among other things, a well-defined and enforced blueprint for operational and technological change, commonly referred to as an enterprise architecture. Such an architecture provides a clear and comprehensive picture of an entity, whether it is an organization (e.g., federal department, agency, or bureau) or a functional or mission area that cuts across more than one organization (e.g., financial management or combat identification 1). This picture consists of three integrated components: a snapshot of the enterprise s current operational and technological environment, a snapshot of its target environment, and a capital investment road map for transitioning from the current to the target environment. The use of enterprise architectures is a best practice in information technology (IT) management followed by leading public and private organizations and is required by the Clinger-Cohen Act of 1996, the Office of Management and Budget (OMB), and DOD. 2 Our experience with federal agencies has shown that attempting a major modernization effort without a complete and enforceable enterprise architecture results in systems that are duplicative, are not well integrated, are unnecessarily.
