To structure the Department of Defense effort to enhance operational capabilities, the authors propose a framework with five components: (1) assess abilities to achieve projected operational objectives, identify critical deficiencies, determine the importance of enhancing capabilities, assess opportunities to do so, and direct concept formulation; (2) formulate, define, evaluate, and demonstrate new concepts; (3) decide, allocate, and budget; (4) acquire systems; and (5) organize and equip force elements. The framework provides a clear audit trail from national objectives to military tasks; it also defines a coherent flow of functions among forums and identifies which official and which forum is responsible for taking action. -- Publisher's description.

Book excerpt: Researchers and practitioners acknowledge the vital role of Small and Medium sized manufacturing Enterprises (SMEs) in economic revival and job creation. These enterprises have limited resources, knowledge bases and expertise in building and integrating diverse operational capabilities. A continuous assessment of these capabilities is essential to visualise and estimate future changes. However, existing literature does not provide adequate knowledge about how operational capabilities develop, emerge and evolve in these organisations. It is evident that current approaches of assessing operational capabilities are either aimed at large organisations or the assessment is done on Likert type scale, which does not provide any evidence for future improvement. This research attempts to develop an assessment tool to evaluate the operational capabilities of manufacturing SMEs. A systematic process using maturity grid principles is adopted to develop the assessment tool. The research builds on existing knowledge of capability measurement models and identifies specific operational capabilities and their underlying routines/activities, which affect the performance of manufacturing SMEs. In this study the concept of operational capabilities is first defined and differentiated from other related terms. Then, the operational environment and specific characteristics of manufacturing SMEs are investigated from the literature. A set of operational capabilities and routines/activities for each capability are identified in the context of manufacturing SMEs. The assessment tool is developed after obtaining the draft characterisation of operational capabilities. The development of assessment tool is completed iteratively with the consultation of academic and industrial experts. It is also supported by evidence from literature and exploratory case studies in the industry. A focus group of industrial and academic experts has participated in the identification and development process of capability assessment tool. The validation of tool is performed in two ways. First, a number of industrial owners/managers validate the tool by highlighting the strengths and future improvement needs. Secondly, the tool is used to empirically evaluate the operational capabilities of two case manufacturing SMEs. These case studies demonstrate how this novel approach can be used to systematically assess the operational capabilities and to identify the areas of improvement. The assessment tool can guide the owners/managers to improve manufacturing strategy to gain competitive advantage.

In this report, Kent and Thaler propose a framework for streamlining up-front planning. The framework consists of three elements: first, a Mission Need Statement by the Chairman of the Joint Chiefs of Staff to identify deficiencies in the ability to achieve objectives and call for an exploration of operational concepts to remedy them; second, a distinction between those responsible for concept development and those responsible for realization of the concept (the military departments--not those responsible for science and technology or for system development and acquisition--should be responsible for concept development); third, the convening of Concept Action Groups, consisting of operators, development planners, technologists, intelligence personnel, cost analysts, acquirers, and other analysts, to match mission needs with technological opportunities in the form of alternative operational concepts. The authors emphasize that concept demonstrations differ from technology and engineering/manufacturing demonstrations. The first show proof-of-principle of operational concepts; the second verify the viability of a scientific principle or technique; the third show that engineers can design and manufacture a system within criteria. Concept demonstrations must be devoid of competition; engineering demonstrations are the forum for competition between prospective contractors.

To accomplish this objective, the CBDP must maintain robust science and technology capabilities to support the research, development, testing, and evaluation required for the creation and validation of the products the program supplies. The threat from chemical and biological attack evolves due to the changing nature of conflict and rapid advances in science and technology (S&T), so the core S&T capabilities that must be maintained by the CBDP must also continue to evolve. In order to address the challenges facing the DoD, the Deputy Assistant Secretary of Defense (DASD) for Chemical and Biological Defense (CBD) asked the National Research Council (NRC) to conduct a study to identify the core capabilities in S&T that must be supported by the program. The NRC Committee on Determining Core Capabilities in Chemical and Biological Defense Research and Development examined the capabilities necessary for the chemical and biological defense S&T program in the context of the threat and of the program's stated mission and priorities. Determining Core Capabilities in Chemical and Biological Defense Science and Technology contains the committee's findings and recommendations. It is intended to assist the DASD CBD in determining the best strategy for acquiring, developing, and/or maintaining the needed capabilities.
