Book excerpt: The most difficult challenge in modeling and simulating modem warfare is the attempt to address every possible scenario, operating plan and tactic. One such model is the Joint Warfare Analysis Experimental Prototype (JWAEP) being developed at the Naval Postgraduate School. A scenario in which JWAEP needs furthers development is littoral warfare, which for the Marine Corps represents amphibious assault operations. An aspect of this type of warfare is referred to as "forced entry" when friendly ports are not available in the region of interest. Forced entry occurs by air, sea, or a combination of air and sea. Although these missions are very complex, mission planning is similar for each mode of transport. This thesis introduces the Forced Entry Planning Module (FEPM), a tactical decision planning aid, and offers a test of the conceptual amphibious air assault portion of FEPM using the most current United States Marine Corps amphibious air assault doctrine. The concept was tested by constructing a standalone model, using deterministic combat attrition, to evaluate three potential methods for choosing a route to an amphibious air assault objective under uncertainty. The results indicated that each of the proposed methods predicted mission outcome under uncertainty with varying degrees of success. This limited testing has validated the concept of FEPM and the proposed methods. However, further refinement and testing is required before a final determination of which method is "best" for evaluating routes for forced entry missions is made.

Book excerpt: This thesis describes a new data management design for the Joint Warfare Analysis Experimental Prototype (JWAEP), a joint theater level, low resolution stochastic simulation developed at the Naval Postgraduate School. The design calls for (1) a 32 bit Windows program to access the JWAEP data which is stored in a SQL database server, (2) direct output of the database information into the plain text input files on the Unix host machine, and (3) remote execution of the JWAEP model via the network. The viability of this design is demonstrated in the JWAEP Management Information System (JMIS) prototype program. JMIS is shown to be capable of achieving the stated design features; however, due to the size of the JWAEP database, it has not provide a full implementation of each of the design features. In addition, this thesis discusses the issues that have to be considered to maintain JMIS in synchronization with future developments in JWAEP.

Book excerpt: This thesis describes an attack helicopter module for the Joint Warfare Analysis Experimental Prototype (JWAEP), a joint theater level, low resolution stochastic simulation developed at the Naval Postgraduate School. The modeling formulations, required data, and assumptions which are required to portray attack helicopter operations in theater level simulations are presented. The focus for the attack module is the representation of attack helicopter units in the conduct of deliberate attacks; however, many of the models described can be applied to general helicopter operations. The formulations are limited to the major events that occur during an attack helicopter deliberate attack and represent initial research to portray attack helicopter operations in JWAEP.

Book excerpt: This report examines options for improving the effectiveness and efficiency of intratheater airlift operations within the military joint end-to-end multimodal movement system. The intratheater system, which serves the needs of deploying, redeploying, and sustaining forces during contingency operations, is part of the airlift component of the joint movement system. This report discusses the application of an expanded strategies-to-tasks (STT) decision support framework to Central Command's (CENTCOM's) theater distribution planning and execution. RAND uses the expanded STT framework to identify shortfalls and suggest, describe, and evaluate options for implementing improvements in current processes, organizations, doctrine, training, and systems. Specifically, they apply the framework to aid in improving planning and execution activities associated with developing airlift movement options in building and managing joint multimodal contingency movement networks. While the analysis centers on CENTCOM, the methodology and recommendations are relevant to other commands as well. The research for this report was completed in October 2004. The report should be of interest to combatant commanders and their staffs, mobility planners, logisticians, and planners throughout the Department of Defense (DoD), especially those in the Air Force and U.S. Transportation Command. The report is one of a series of RAND reports that address agile combat support issues in implementing the Aerospace Expeditionary Force (AEF).

Its purpose is threefold: (1) to provide observations on the current processes and capabilities for planning and executing air operations in theater conflicts; (2) to identify key issues associated with those processes; and (3) to recommend analytic concentrations for future research. Our primary focus is at the broadest level of campaign planning and execution- activities flowing from the definition of campaign and operational objectives down to the allocation, apportionment, and tasking of forces. Our work involved interviews with a variety of USAF organizations. We did not explicitly interview personnel in other service or joint organizations; hence, we are plainly offering a USAF perspective on campaign planning. However, most of the USAF entities we talked with are intimately involved in joint and combined operations and planning, and Air Force doctrine and perceptions will likely play an important role in shaping future air campaigns. Therefore, we believe that this report has relevance beyond the confines of the USAF planning community. (KAR) P. 9.

Book excerpt: Force Structure, Tactics, and Modernization of the Russian Ground Forces The mighty Soviet Army is no more. The feckless Russian Army that stumbled into Chechnya is no more. Today's Russian Army is modern, better manned, better equipped and designed for maneuver combat under nuclear-threatened conditions. This is your source for the tactics, equipment, force structure and theoretical underpinnings of a major Eurasian power. Here's what the experts are saying: "A superb baseline study for understanding how and why the modern Russian Army functions as it does. Essential for specialist and generalist alike." -Colonel (Ret) David M. Glantz, foremost Western author on the Soviet Union in World War II and Editor of The Journal of Slavic Military Studies. "Congratulations to Les Grau and Chuck Bartles on filling a gap which has yawned steadily wider since the end of the USSR. Their book addresses evolving Russian views on war, including the blurring of its nature and levels, and the consequent Russian approaches to the Ground Forces' force structuring, manning, equipping, and tactics. Confidence is conferred on the validity of their arguments and conclusions by copious footnoting, mostly from an impressive array of primary sources. It is this firm grounding in Russian military writings, coupled with the authors' understanding of war and the Russian way of thinking about it, that imparts such an authoritative tone to this impressive work." -Charles Dick, former Director of the Combat Studies Research Centre, Senior Fellow at the Defence Academy of the United Kingdom, author of the 1991 British Army Field Manual, Volume 2, A Treatise on Soviet Operational Art and author of From Victory to Stalemate The Western Front, Summer 1944 and From Defeat to Victory, The Eastern Front, Summer 1944. "Dr. Lester Grau's and Chuck Bartles' professional research on the Russian Armed Forces is widely read throughout the world and especially in Russia. Russia's Armed Forces have changed much since the large-scale reforms of 2008, which brought the Russian Army to the level of the world's other leading armies. The speed of reform combined with limited information about their core mechanisms represented a difficult challenge to the authors. They have done a great job and created a book which could be called an encyclopedia of the modern armed forces of Russia. They used their wisdom and talents to explore vital elements of the Russian military machine: the system of recruitment and training, structure of units of different levels, methods and tactics in defense and offence and even such little-known fields as the Arctic forces and the latest Russian combat robotics." -Dr. Vadim Kozyulin, Professor of Military Science and Project Director, Project on Asian Security, Emerging Technologies and Global Security Project PIR Center, Moscow. "Probably the best book on the Russian Armed Forces published in North America during the past ten years. A must read for all analysts and professionals following Russian affairs. A reliable account of the strong and weak aspects of the Russian Army. Provides the first look on what the Russian Ministry of Defense learned from best Western practices and then applied them on Russian soil." -Ruslan Pukhov, Director of the Moscow-based Centre for the Analysis of Strategies and Technologies (CAST) and member of the Public Council of the Russian Federation Ministry of Defense. Author of Brothers Armed: Military Aspects of the Crisis in Ukraine, Russia's New Army, and The Tanks of August.

As an integral part of that endeavor, "AU-18, Space Primer", provides to the joint war fighter an unclassified resource for understanding the capabilities, organizations, and operations of space forces. This primer is a useful tool both for individuals who are not "space aware"-unacquainted with space capabilities, organizations, and operations-and for those who are "space aware," especially individuals associated with the space community, but not familiar with space capabilities, organizations, and operations outside their particular areas of expertise. It is your guide and your invitation to all the excitement and opportunity of space. Last published in 1993, this updated version of the Space Primer has been made possible by combined efforts of the Air Command and Staff College's academic year 2008 "Jointspacemindedness" and "Operational Space" research seminars, as well as select members of the academic year 2009 "Advanced Space" research seminar. It explores the diverse challenges associated with defending air assets and joint personnel in a counterinsurgency environment. The authors are primarily Air Force officers from security forces, intelligence, and the office of special investigations, but works are included from a US Air Force pilot and a Canadian air force officer. The authors examine lessons from Vietnam, Iraq, Afghanistan, and other conflicts as they relate to securing air bases and sustaining air operations in a high-threat counterinsurgency environment. The essays review the capabilities, doctrine, tactics, and training needed in base defense operations and recommend ways in which to build a strong, synchronized ground defense partnership with joint and combined forces. The authors offer recommendations on the development of combat leaders with the depth of knowledge, tactical and operational skill sets, and counterinsurgency mind set necessary to be effective in the modern asymmetric battlefield.

Available in PDF, EPUB and Kindle. Book excerpt: The Commandant's Planning Guidance (CPG) provides the 38th Commandant's strategic direction for the Marine Corps and mirrors the function of the Secretary of Defense's Defense Planning Guidance (DPG). It serves as the authoritative document for Service-level planning and provides a common direction to the Marine Corps Total Force. It also serves as a road map describing where the Marine Corps is going and why; what the Marine Corps force development priorities are and are not; and, in some instances, how and when prescribed actions will be implemented. This CPG serves as my Commandant's Intent for the next four years. As Commandant Neller observed, "The Marine Corps is not organized, trained, equipped, or postured to meet the demands of the rapidly evolving future operating environment." I concur with his diagnosis. Significant change is required to ensure we are aligned with the 2018 National Defense Strategy (NDS) and DPG, and further, prepared to meet the demands of the Naval Fleet in executing current and emerging operational naval concepts. Effecting that change will be my top priority as your 38th Commandant. This CPG outlines my five priority focus areas: force design, warfighting, education and training, core values, and command and leadership. I will use these focal areas as logical lines of effort to frame my thinking, planning, and decision-making at Headquarters Marine Corps (HQMC), as well as to communicate to our civilian leadership. This document explains how we will translate those focus areas into action with measurable outcomes. The institutional changes that follow this CPG will be based on a long-term view and singular focus on where we want the Marine Corps to be in the next 5-15 years, well beyond the tenure of any one Commandant, Presidential administration, or Congress. We cannot afford to retain outdated policies, doctrine, organizations, or force development strategies. The coming decade will be characterized by conflict, crisis, and rapid change - just as every decade preceding it. And despite our best efforts, history demonstrates that we will fail to accurately predict every conflict; will be surprised by an unforeseen crisis; and may be late to fully grasp the implications of rapid change around us. The Arab Spring, West African Ebola Outbreak, Scarborough Shoal standoff, Russian invasion of eastern Ukraine, and weaponization of social media are but a few recent examples illustrating the point. While we must accept an environment characterized by uncertainty, we cannot ignore strong signals of change nor be complacent when it comes to designing and preparing the force for the future. What is abundantly clear is that the future operating environment will place heavy demands on our Nation's Naval Services. Context and direction is clearly articulated in the NDS and DPG as well as testimony from our uniformed and civilian leadership. No further guidance is required; we are moving forward. The Marine Corps will be trained and equipped as a naval expeditionary force-in-readiness and prepared to operate inside actively contested maritime spaces in support of fleet operations. In crisis prevention and crisis response, the Fleet Marine Force - acting as an extension of the Fleet - will be first on the scene, first to help, first to contain a brewing crisis, and first to fight if required to do so. The Marine Corps will be the "force of choice" for the President, Secretary, and Combatant Commander - "a certain force for an uncertain world" as noted by Commandant Krulak. No matter what the crisis, our civilian leaders should always have one shared thought - Send in the Marines.

Book excerpt: This collection of essays reflects the proceedings of a 1991 conference on "The United States Air Force: Aerospace Challenges and Missions in the 1990s," sponsored by the USAF and Tufts University. The 20 contributors comment on the pivotal role of airpower in the war with Iraq and address issues and choices facing the USAF, such as the factors that are reshaping strategies and missions, the future role and structure of airpower as an element of US power projection, and the aerospace industry's views on what the Air Force of the future will set as its acquisition priorities and strategies. The authors agree that aerospace forces will be an essential and formidable tool in US security policies into the next century. The contributors include academics, high-level military leaders, government officials, journalists, and top executives from aerospace and defense contractors.

Book excerpt: Joint Publication (JP) 5-0, Joint Planning 16 June 2017 This edition of Joint Publication (JP) 5-0, Joint Planning, reflects current doctrine for conducting joint, interagency, and multinational planning activities across the range of military operations. This keystone publication is part of the core of joint doctrine and establishes the planning framework for our forces' ability to fight and win as a joint team. As our military continues to serve and protect our Nation in the complex environment of global competition and conflict, we must continually refine our doctrine and update our planning practices based upon those experiences and lessons learned. Our understanding of operations across the spectrum of conflict and the information needed by senior leaders to make strategic and operational-level decisions, developed during the planning process has evolved. This update to JP 5-0 ensures all our operations benefit from the application of our doctrinal planning processes. Likewise, the practice of Adaptive Planning and Execution has continued to evolve since the last publication of JP 5-0. This publication provides necessary updates to that process, as our combatant commands have continued to develop the ability to provide military options for contingencies. Therefore, we seek to develop tools that allow for more rapid development, review, and refinement of plans at the accelerated pace the world requires today. Given that the operational environment is not simple or static, adaptation and flexibility are necessary in planning and execution. This edition of JP 5-0 seeks to provide joint force commanders and their component commanders with processes that allow for that flexibility and the ability to plan and develop plans for an uncertain and challenging environment. Our Armed Forces serve to support our national leadership in attaining national objectives. I encourage leaders to ensure their organizations understand and use joint doctrine and this Joint Publication in particular as you continue to assist our Nation in advancing its enduring interests.
