Book excerpt: The FAA Wind Shear Program has the objectives of examining the hazards associated with low-level wind shear, developing solutions to the wind-shear problem, implementing the solutions, and integrating them into the National Airspace System. In support of this program, potential solutions in the category of airborne equipment are being investigated by the All-Weather Landing Systems (AWLS) team under Task 2 of a contract from the FAA Approach and Landing Division. The Task 2 team consists of SRI, Bunker Ramo Corporation (BR), and Collins Avionics Group of Rockwell International. The investigation has been concerned with airline transport jet aircraft. The approach has been to give primary consideration to the lowest-cost candidate aiding concepts to ensure that any potential solution will be cost effective. The project task has included the design and test of airplane control laws, the analysis of airplane responses to wind shears, the development of wind models, the determination of the hazards presented by various wind fields, and the development and test of various instruments intended to aid the pilot in coping with wind shear. The majority of the effort has been spent on a series of piloted flight simulation tests.

Book excerpt: A piloted flight simulation study was conducted to evaluate the need for improved cockpit displays and procedures for aiding airline pilots in anticipating and coping with the effects of low-level wind shear. The principal objectives of the study were to determine pilot and aircraft response to the shear encounter under baseline conditions, using existing cockpit displays and approach management procedures, and then to evaluate the improvement that might be realized from various ways of augmenting the information available to the pilot for wind-shear detection and flight control. The basic evaluation plan called for eight highly experienced airline pilots to fly the simulated approach and landing sequences under baseline conditions, and then to them using each aiding concept. The results of the study indicated that pilots would not be able to successfully cope with the more severe frontal and thunderstorm shears using existing flight instruments and procedures. All of the aiding concepts evaluated provided some useful information for alerting the pilot to a potential shear and for indicating the effects of the shear during the encounter. However, pilot preferences were strongly in favor of a display of ground speed integrated with the airspeed indicator.

The study involved the application of mathematical models of four diverse passenger aircraft types ranging from a small STOL commuter aircraft to a jumbo jet and of pilot models appropriate to each flight situation. The hazard to each aircraft was evaluated for both approach and takeoff in three severe wind shear profiles. The effects of varying operational techniques and propulsion system features were investigated and explained with the aid of a simplified linear analysis. No direct correspondence was found between wind shear hazard and aircraft size or type, per se. Instead, the main factors affecting sensitivity to wind shear were shown to be airspeed, flight path regulation, and airspeed regulation. Also, the shear dependency as modeled in the simulation was found to be important. (Author).
