Book excerpt: California and other wildfire-prone western states have experienced a substantial increase in the number and intensity of wildfires in recent years. Wildlands and climate experts expect these trends to continue and quite likely to worsen in coming years. Wildfires and other disasters can be particularly devastating for vulnerable communities. Members of these communities tend to experience worse health outcomes from disasters, have fewer resources for responding and rebuilding, and receive less assistance from state, local, and federal agencies. Because burning wood releases particulate matter and other toxicants, the health effects of wildfires extend well beyond burns. In addition, deposition of toxicants in soil and water can result in chronic as well as acute exposures. On June 4-5, 2019, four different entities within the National Academies of Sciences, Engineering, and Medicine held a workshop titled Implications of the California Wildfires for Health, Communities, and Preparedness at the Betty Irene Moore School of Nursing at the University of California, Davis. The workshop explored the population health, environmental health, emergency preparedness, and health equity consequences of increasingly strong and numerous wildfires, particularly in California. This publication is a summary of the presentations and discussion of the workshop.

People who controlled the food supply in the South used baking to reinforce their power and make social distinctions. By the twentieth century, however, the popularity of convenience foods and mixes exploded in the region, as it did nationwide. But by the 1970s, it had become a postindustrial backwater, a magnet for businesses in search of cheap labor and almost no oversight. Imperial Food Products was one of those businesses. The company set up shop in Hamlet in the 1980s. Workers who complained about low pay and hazardous working conditions at the plant were silenced or fired. But jobs were scarce in town, so workers kept coming back, and the company continued to operate with impunity. Then, on the morning of September 3, 1991, the never-inspected chicken-processing plant a stone's throw from Hamlet's city hall burst into flames. Twenty-five people perished that day behind the plant's locked and bolted doors. It remains one of the deadliest accidents ever in the history of the modern American food industry. Eighty years after the Triangle Shirtwaist Fire, industrial disasters were supposed to have been a thing of the past in the United States. However, as award-winning historian Bryant Simon shows, the pursuit of cheap food merged with economic decline in small towns across the South and the nation to devalue laborers and create perilous working conditions. The Hamlet fire and its aftermath reveal the social costs of antiunionism, lax regulations, and ongoing racial discrimination.
