The value added of this new disaggregated version of the SAM is its focus on the agricultural sector and different types of households. By disaggregating the single agricultural sector into 22 agricultural sub-sectors and the single household of the previous SAM into 20 household groups, defined by expenditure decile and rural or urban residence, the disaggregated SAM now allows for analyzing agricultural issues at the detailed crop level and to better understand the potential im-pacts of policy changes for both better off and more vulnerable households.

The three modeling methodologies discussed in the chapters are a decomposition analysis of trends in emissions intensity of GDP, linear programming techniques to determine optimum energy supply pathways given various resource and emissions constraints, and an input-output analysis to evaluate the impact of energy policies on income and equity. After a brief introduction to the history of the development of energy studies and the linkages between energy, economic, and environmental systems, the book delves into the component methodologies of the IMF and their intended outcomes. The decomposition analysis is intended to gauge the energy intensity of GDP and the structural composition of the economy to provide a basis on which scenarios are constructed in the following two methodologies. The linear programs are meant to develop a methodology to determine energy options under a variety of scenarios that capture the technical and economic characteristics of the power sector of developing countries. The unified structure of nexus SAMs allows for more robust cross-country comparisons of economies, especially the sectoral composition, allocation of government spending and trade orientation. The 2019 SAM for Sudan is a snapshot capturing the structure of the Sudanese Economy and depicting the different transactions between the production activities, factors of production and other income generating and consuming entities in the economy besides the good and services (produced and consumed). The circular flow of income is completed by including the accounts for enterprises, government, and rest of the world. The International Food Policy Research Institute (IFPRI) relied on both international and local data sources to develop the first Nexus SAM for Sudan for the year 2019. The leading domestic data sources are the Central Bureau of Statistics (CBS), the Central Bank of Sudan (CBoS), the Ministry of Finance and Economic Planning (MFEP) and the Ministry of Human Resources Development and Labor (MHRDL). Like other Nexus SAMs, the Sudan SAM puts a strong emphasis on the household accounts by providing details on both income and expenditure sides as well as savings. We used a household income and expenditure survey to disaggregate the household account into income deciles both in rural and urban areas. The SAM also provides disaggregated representation of production activities including 77 activities producing 79 commodities. Production factors included in the Nexus SAM for Sudan are labor, capital, and land. Labor is further classified by location to rural and urban, by gender to male and female, and by the level education to unskilled, semi-skilled and skilled labor. Land and capital factors are left without further disaggregation.

More precisely, it describes the estimation methods and the nature of data used in the development of the SAM, which has a specific focus on the agriculture and food sectors. The SAM also features a regional disaggregation by three agro-ecological zones. The data used in the construction process are based on two main publications of the “Institut National de la Statistique” (INS): the input-output table (I/O) (2012) and the supply-use table (2012). The I/O (2012) disaggregates the Tunisian economy into 24 sectors, including two agri-food sectors: (1) Agriculture and Fishery, and (2) Food Industries. The supply-use table accounts for about 400 commodities, of which 59 are agriculture, forestry, and fishery products and 64 are processed-food products. Other major information sources used include the household survey publication (2010), the annual report of the Central Bank (2013), the “Annuaire des Statistiques Agricoles” (Ministry of Agriculture 2013c), and the “Budget Economique” (2013).

The Balochistan SAM includes 13 production activities, 4 factors of production, 4 household groups and rest of the world account, assessing linkages between production, factor income distribution, and households’ incomes and expenditures, and capturing distributional effects. The Balochistan SAM reveals that the shares of services and manufacturing sector remains lower than national average and there is an overwhelming contribution of the livestock and horticulture sector in the subnational economy which has the potential in boosting national livestock and horticulture exports. Further, the consumption pattern in Balochistan supports Engle’s law of consumption showing that with an increase in households’ income, the share of expenditure on food decreases and consumption of non-food items increases. This paper is organized as follows. The first section presents an overview of Balochistan province of Pakistan. The second Section highlights the background of Social Accounting Matrix and its key features. The third section review the literature and various efforts made to develop Pakistan SAM with varying features. The fourth section describes the process and the methodology used to develop SAM. The fifth section presents the structure of Balochistan SAM, accounts, and data sources and elaborates the process and techniques used to balance Balochistan SAM. The sixth section highlights the structure of Balochistan’s economy and an evaluation of value addition. The seventh section underscores the key findings of Balochistan SAM.
