Book excerpt: This definitive study of the U.S. Consular Service examines its history from the Revolutionary War until its integration with the Foreign Service in 1924. As a British colony, Americans relied on the British consular system to take care of their sailors and merchants. But after the Revolution they scrambled to create an American service. While the American diplomatic establishment was confined to the world’s major capitals, U.S. consular posts proliferated to most of the major ports where the expanding American merchant marine called. Mostly untrained political appointees, each consul was a lonely individual relying on his native wits to provide help to distressed Americans. Appointments were often given to accomplished authors, with notable members including Nathaniel Hawthorne, James Fennimore Cooper, William Dean Howells, Bret Harte, and the cartoonist Thomas Nast. Briefly traces the history of consuls from their creation in Ancient Egypt, this volume sheds light on the significant roles American consuls played throughout history, including in the War of 1812, the Mexican War, the Civil War, and the Spanish-American War. This second edition continues the narrative to cover World War I, the Greek disaster in Turkey, and the early years of the Weimar Republic.

Book excerpt: Since at least 1876, Britain’s policy toward Bulgaria had been derivative of her policy toward the Turkish Straits, and it continued to be so during the period from the conclusion of the Armistice of Salonika until the signature of the Treaty of Neuilly. British policy was the main factor in shaping the Treaty of Neuilly and therefore exercised an important influence on the simultaneously unfolding Bulgarian power struggle and on setting that country’s political agenda for years to come.

Book excerpt: Few states have fought as hard or as long to be established as that of the Republic of Bulgaria. The Bulgarians have over the centuries created their own principalities, kingdoms, and republics only to have them crushed by stronger entities, including the Byzantine and Ottoman Empires. While recently, the communist regime was largely dominated by and overly submissive to the Soviet Union. Fortunately, about 15 years ago, a new republic arose, which began revamping the economy, reviving the political life, and forging a new place in Europe. The A to Z of Bulgaria contains more than 600 cross-referenced entries on Bulgarian historical periods, places, terms, organizations, events, and personalities. The number of entries, dealing with historical figures and events, has been considerably enlarged, and all of the entries of the first edition that have remained were carefully updated. The newest insights of Bulgarian historiography as practiced in Bulgaria and abroad are also reflected. In addition, the book includes a brief introduction into Bulgarian history from the earliest times until mid-2005 (including the formation of the current cabinet), an easy-reference chronology of Bulgarian history, several maps, and lists of Bulgarian political parties, administrations, and leaders. A comprehensive bibliography is included to facilitate further reading on Bulgaria and Bulgarian history.

Book excerpt: Little known in the United States but increasingly important in the affairs of southeastern Europe, Bulgaria is a land with a stormy history. No less stormy is the story of Stefan Stambolov, who ruled the country during some of its most turbulent years. Duncan M. Perry's biography of Stambolov, the first in English in the twentieth century, illuminates the life, motives, and personality of this major figure. Perry begins with Bulgaria in the tumultuous years immediately following its founding in 1878. After the ousting of the country's first prince, Stambolov enters the stage as the fiery young lawyer who restored him to the throne. Although the prince promptly abdicated, Stambolov stepped into the breach and led the nation during the interregnum. Perry traces this patriotic politician's transformation into an authoritarian prime minister. He shows how Stambolov stabilized the Bulgarian economy and brought relative security to the land--but not without cost to himself and his regime. Perry depicts a man whose promotion of Bulgaria's independence exacted its price in individual rights, a ruler whose assassination in 1895 was the cause of both rejoicing and sorrow. Stambolov thus emerges from these pages as a complex historical figure, an authoritarian ruler who protected his country's liberty at the cost of the people's freedom and whose dictatorial policies set Bulgaria upon a course of stability and modernization. An afterword compares the Bulgarian liberation era of Stambolov with the communist-era dictator, Todor Zhikov, analyzing similarities and differences.
