Available in PDF, EPUB and Kindle. Book excerpt: Now in its third edition, Cost-Benefit Analysis has been updated, offering readers the perfect introduction to project, programme and policy appraisal using basic tools of financial and economic analysis. The key economic questions of any social cost-benefit analysis are: do the benefits of the project or policy exceed the costs, no matter how widely costs and benefits are spread, and irrespective of whether or not project impacts, such as environmental effects, are reflected in market prices? And which group or groups of individuals receive the benefits and which bear the costs? This book addresses these questions with an emphasis on putting the theory presented in the book into practice. This third edition has several attractive features: Readers are encouraged to develop their own skills by applying the tools and techniques of cost-benefit analysis to case studies and examples, including an analysis of a project which is developed throughout the book. The book emphasizes the use of spreadsheets which are invaluable in providing a framework for the cost-benefit analysis. A dedicated chapter provides guidance for writing up a report which summarises the analysis which has been undertaken. New pedagogical features, including Technical Notes and Examples, have been added as an aid to readers throughout the text. An appendix provides 14 additional case studies which can be developed in class or as assignment projects. Additional material for instructors and students is provided through Support Material maintained by Routledge. This updated edition is an ideal text for a course on cost-benefit analysis where the emphasis is on practical application of principles and equipping students to conduct appraisals. It is also a useful handbook for professionals looking for a logical framework in which to undertake their cost-benefit analysis work.

Available in PDF, EPUB and Kindle. Book excerpt: Distributional cost-effectiveness analysis aims to help health care and public health organisations make fairer decisions with better outcomes. Whereas standard cost-effectiveness analysis provides information about total costs and effects, distributional cost-effectiveness analysis provides additional information about fairness in the distribution of costs and effects - who gains, who loses, and by how much. It can also provide information about the trade-offs that sometimes occur between efficiency objectives, such as improving total health, and equity objectives, such as reducing unfair inequality in health. This is a practical guide to a flexible suite of economic methods for quantifying the equity consequences of health programmes in high-, middle- and low-income countries. The methods can be tailored and combined in various ways to provide useful information to different decision-makers in different countries with different distributional equity concerns. The handbook is primarily aimed at postgraduate students and analysts specialising in cost-effectiveness analysis but is also accessible to a broader audience of health sector academics, practitioners, managers, policymakers and stakeholders. As well as offering an overview for research commissioners, users, and producers, the book includes systematic technical guidance on how to simulate and evaluate distributions, with accompanying hands-on spreadsheet training exercises, and discussions about how to handle uncertainty about facts and disagreement about values, and the future challenges facing this young and rapidly evolving field of study.

Subcommittee on Postsecondary Education, Training, and Life-long Learning and published by . This book was released on 1995 with total page 136 pages. Available in PDF, EPUB and Kindle. Book excerpt: This document records the oral and written testimony of persons who testified at a hearing on how vocational rehabilitation for persons with disabilities, particularly severe disabilities, can be improved. Witnesses included directors of federal and state rehabilitation services departments, and officials of rehabilitation provider organizations and support groups for persons with disabilities. Some of the points made by the various witnesses were the following: (1) vocational rehabilitation should remain a separate entity and not be merged with general job training because the severely disabled may not be provided with the services they need; (2) the state of Kentucky is providing one-stop job training centers that serve the needs of all people, including those with severe disabilities; (3) some persons have been able to lead productive, professional lives and repay the investment in their vocational rehabilitation through that training; (4) some private groups can provide innovative programs of vocational rehabilitation and increase the choices of those who need the services; and (5) using block grants to states may not necessarily reduce expenses.
