Book excerpt: The United States has become more ethnically and linguistically diverse over the years due to the large influx of immigrants from different countries, as well as the cultural diversity among resident families who speak more than one language. States such as California, Texas, New York, and Miami have a high number of residents who speak a language other than English. Students whose primary language is anything other than English are considered English Language Learners (ELLs) and have to take an annual test to determine their English language proficiency. No Child Left Behind stipulates that all students need to be making yearly adequate academic progress and they use normed tests, such as the California Standards Test (CST), to determine whether sufficient growth has been made. Over the years there has been consistent evidence to support the fact that ELL students underperform in comparison to their monolingual peers. The persistent gap of underachievement supports the concept that students who lack sufficient English proficiency will have difficulty performing within age expected norms. This study seeks to analyze whether there is a correlation between California Standards Test (CST) and California English Language Development Test (CELDT). A correlational study between these two standardized tests used in the schools is useful because it allows educators to make predictions as to how language proficiency affects academic performance. By understanding the correlations one can target students who need extra support to advance academically and get reclassified out of English Language Development (ELD) programs. Moreover, understanding the correlation between these two standardized tests will assist educators in the validity of using CST for evaluation purposes.

Book excerpt: My dissertation examines the language trajectories and academic achievement of English learner students in California. California schools serve about one third of English learners in the U.S., with approximately 1.4 million English learners. In the first paper, I investigate the patterns of language acquisition among English learners during early elementary school years. Using student-level data from three school districts in California, I follow a cohort of kindergarten students for three consecutive academic years and examine the relationship between English language development and various individual student characteristics. The primary goals of the study are to describe the differences in English development trajectories taking into account students' initial English proficiency and evaluate their individual trajectories making comparisons across different groups of English learners. The study finds that gender, grade retention, and late entry to the U.S. are associated with higher growth of English language development. In the second paper, I present an in depth analyses of the Academic Performance Index for English learners across all schools in California. The Academic Performance Index is a school level measure of academic achievement that has been the cornerstone of California's accountability policies for the past decade. I examine the Academic Performance Index for English learners from a variety of perspectives. First, I compare the academic achievement of English learners and non-English learners to describe the gaps in achievement between these two groups. Then, I look at the academic achievement of English learners and non-English learners to compare how schools are doing in terms of meeting the achievement goals stipulated by the state. In the third part, I investigate regional differences in academic achievement taking into consideration demographic factors that likely impact the achievement of English learners including concentrations of poverty, concentrations of English learners, and parental education. In the last part, I report the results of analyses over time and describe how the Academic Performance Index for English learners has changed over five annual reporting cycles (2005-2010). For all analyses in the paper, I present results by grade spans (elementary, middle, and high school). In the third paper, I examine English learner academic achievement in relationship to one important aspect of their school context: the concentration of English learners in schools. The analyses show that concentration of English learner students in schools has an overall negative impact on the test scores of all students. However, the association between English learner concentration in schools and test scores of English learners is weaker, compared to the association between these two aspects for non-English learners. Because concentration of English learners is strongly related to concentration of poverty in schools it is not feasible to evaluate the association between these two aspects of school composition and their separate impact on test scores.

Book excerpt: In the state of California, far too many English Language Learners are not successful in reclassifying as proficient in English in the four to six-year time frame considered average for most students. Students who are "at-risk" for becoming Long-term English Language Learners (LTEL) or who are already considered Long-term English Language Learners represented 29% of all English Language Learners in the state of California last year. This figure is even more troubling in high school where 65% of English Language Learners (ELL) are considered "at-risk" or LTEL. Students who do reclassify as fluent in English (RFEP) outperform not only other ELL students but often outperform native English speakers as well. The literature reviewed shows that LTEL students are often born in this country, but have inconsistencies in their educational programs due to migration or districts switching instructional programming. Most of them lack academic language in both their native language and in English although they often speak both languages conversationally. Some early interventions and specific teaching strategies have been proven to increase results for ELL students. A strong assessment program can help districts determine the progress of ELL students while they are in the lower elementary grades. This quantitative study in methodology seeks to determine the effectiveness of the Renaissance STAR reading program as an early predictor for ELL students' performance on the California Assessment of Student Performance and Progress (CAASPP) by asking if a correlation can be found between STAR scores in grades one and two and CAASPP scores in grades three through five as well as asking if there are average scores for both students at-risk for becoming LTEL and students to reclassify in a timely matter. This study will help to contribute to the research by comparing a very commonly used assessment, the STAR, to our California's current standardized test the CAASPP.
