Book excerpt: Education plays an enormous and vital role in society as well as the United States' economy, thus warranting laws mandating schools to implement accountability measures in response to increasing concerns about American education. Districts and schools nationwide are pressured to produce academically proficient students who are well-prepared to work, live, and contribute effectively upon graduation. Consequently, many districts and schools across the nation are currently administering periodic benchmark assessments to complement the end-of-year state testing and increase student learning. Up to the present, limited study has been conducted to investigate the relationship between student scores on the final benchmark assessments and student scores on the California Standards Tests (CST) in Title I Program Improvement elementary schools. Furthermore, no study exists on the influence of benchmark assessments on teaching practices of teachers and instructional leadership practices of principals in these low achieving elementary schools. This study examined the relationship between benchmark assessments and the end-of-year state testing in two PI Title I schools in one school district in northern California (NCSD). More specifically, this study investigated whether there is a significant difference between student scores on the final benchmark assessments and student scores on the annual state tests. Many conclusions can be drawn about benchmark assessments based on both the quantitative and qualitative research methods used in this study. First, according to the comparison of CAB and CST scores, evidence shows on the ELA portion that, although there were no significant difference between students' CAB scores and CST scores, students tended to get the same result; therefore, the CAB has predictive validity with respect to the CST. Next, unlike the ELA portion, student scores on the math CAB and CST showed significant difference in six of ten subgroups (All Students, African American, Asian, Non-EL, Second Grade, and Third Grade Students). In other words, students were more likely to score higher on the CST than the CAB; possibly indicating questions on the math CAB might be more difficult than questions on the math CST or that teachers were stronger in teaching mathematics. Teacher and principal surveys also revealed benchmark assessments play an important role in the teaching practices of teachers and instructional leadership practices of principals. Both groups surveyed agreed with the many benefits of benchmark assessments, including its impact on small group instruction, time working with specific groups of students, and differentiated instruction. Moreover, open-ended survey questions and teacher interviews yielded definite conclusions about benchmark assessments; they provide essential data that transforms instruction by (1) identifying students' strengths and weaknesses and help in (2) identifying teacher challenges with teaching particular standards.

Book excerpt: The accountability measures implemented by the states as a result of federal government mandates required by the No Child Left Behind Act (2001 [NCLB]) have created the need for states to develop standardized benchmark assessments as part of the compliance requirements set by the federally mandated act. State and local standardized tests have become an everyday part of public school life. A quantitative study was conducted to assess the correlation of students' scores on the reading portion of the Florida Comprehensive Assessment Test (FCAT) and students' reading percent scale-scores on one Florida county's benchmark reading assessment (CBAT) with students' teacher-assigned grades (TAG) for 10th-grade, English Language Arts courses. The study also assessed the predictive values of the 3 criterion variables and the moderating effects of 6 categorical variables: Race (White, Black, and Hispanic), Socioeconomic status (SES), English Language Learner status (ELL), and Students with Disabilities status (SWD), which contribute to Florida's Adequate Yearly Progress (AYP) ranking of school grading policy. The study found that there was a moderate and positive correlation among the 3 criterion variables and that the combination of students' scores on the reading portions of both the CBAT and the FCAT showed a significant predictive value in predicting students' TAG. The study showed an even higher predictive value of the combination of students' scores on the CBAT and students' TAG in predicting students' scores on the FCAT. The study showed there was a moderating effect of the categorical variable Race on the correlation between students' CBAT reading scores and students' TAG; however, Race did not moderate the correlation between students' scores on FCAT and students' TAG. The study found a moderating effect of the categorical variable SES on the correlation between students' scores on CBAT and students' TAG, while the study showed no moderating effect of SES between students' scores on FCAT and students' TAG. The study showed a moderating effect of the categorical variable ELL between students' scores on FCAT and students' TAG and between students' scores on CBAT and students' TAG. The categorical variable SWD did not show any moderating effect between students' scores on CBAT and students' TAG, or between students' scores on FCAT and students' TAG.

Book excerpt: This educator's guide to the California Assessment Program's English-Language Arts test describes what California's new reading and editing tests do and do not measure. The guide states that each test form consists of one reading passage from literature, science, or history-social science followed by a variety of questions on word meaning and comprehension (with emphasis on inference items). The guide points out that the new test deals with more difficult content and more complex thinking than the original did, and also that special efforts were made to include passages that would appeal to the diversity of ethnic groups in California. The editing test in the guide is based on student essays and consists of multiple-choice questions that assess the most commonly occurring errors in student writing. The guide includes three illustrative reading and editing test forms. (KEH)

Book excerpt: Pre-service and practicing teachers get practical help for preparing for the challenging California Reading Initiative Competency Assessment (RICA(R)) in a unique case study approach that covers all domains, concepts, strategies, and assessment required by RICA(R). This is the ideal resource for pre-service teachers who want practice in synthesizing and analyzing assessment and strategies for reading in the K--8 classroom, for credential candidates who need to prepare to succeed in taking the Reading Instruction Competence Assessment (RICA(R)), and for in-service teachers who want to enhance their assessment and instruction, while increasing students' learning. The book's unique organization includes a set of case studies at each grade level, followed by a section to assist teachers with brainstorming their knowledge as a first step in writing responses in narrative form. Following this, teachers get a section of strategic ideas that should be covered in writing their plan, as well as a sample narrative. The cases cover the diversity of student profiles in California's school population; represent all elementary grade levels; include a wide variety of scenarios for whole classes, groups, and individual students; cover the five domains required by the RICA(R); and present a full range of ready-to-use instructional strategies.
