Book excerpt: This book focuses on the globalisation of the Cold War in the years 1975-85, highlighting the transformation from bipolar US-Soviet competition to global confrontation. Offering a detailed analysis of this fundamental shift that occurred during this period, as well as the interconnections of this process with the new industrial-technological revolution, this book demonstrates how the United States returned to a position of global economic leadership. In so doing, the book aims to challenge the traditional and misleading paradigm that interprets the gradual development of the Cold War in basic bipolar terms; in fact, most of the factors triggering superpower attitudes and interplay were linked to a complex web of relations with their allies, as well as to the political, economic, social, ideological and military factors structurally intrinsic to the ‘peripheral’ regions where the confrontation actually took place. Many of the essays in this volume focus on the foreign and security policies of the United States, with the aim of reassessing the Carter administration as the foundation for Reagan’s final show-down with the Soviet Union. The contributors, however, go beyond the traditional patterns of foreign policy analysis, giving due attention to transnational phenomena and institutional histories that better explain the gradual transformation in the years that prepared the world for the post-Cold War globalisation era. This book will be of much interest to students of Cold War studies, international history, US foreign policy, European politics and IR in general. Yet American policymakers ultimately chose to resist communism in neighboring South Vietnam instead. Two generations of historians have explained this decision by citing logistical considerations. Laos's landlocked, mountainous terrain, they hold, made the kingdom an unpropitious place to fight, while South Vietnam—possessing a long coastline, navigable rivers, and all-weather roads—better accommodated America's military forces. The Universe Unraveling is a provocative reinterpretation of U.S.-Laos relations in the years leading up to the Vietnam War. Seth Jacobs argues that Laos boasted several advantages over South Vietnam as a battlefield, notably its thousand-mile border with Thailand, whose leader was willing to allow Washington to use his nation as a base from which to attack the communist Pathet Lao.More significant in determining U.S. policy in Southeast Asia than strategic appraisals of the Laotian landscape were cultural perceptions of the Lao people. Jacobs contends that U.S. policy toward Laos under Eisenhower and Kennedy cannot be understood apart from the traits Americans ascribed to their Lao allies. Drawing on diplomatic correspondence and the work of iconic figures like "celebrity saint" Tom Dooley, Jacobs finds that the characteristics American statesmen and the American media attributed to the Lao—laziness, immaturity, and cowardice—differed from the traits assigned the South Vietnamese, making Lao chances of withstanding communist aggression appear dubious. The Universe Unraveling combines diplomatic, cultural, and military history to provide a new perspective on how prejudice can shape policy decisions and even the course of history.

Luce urged the nation’s leaders to create an American Century. But in the post-World-War-II era proponents of the American Century faced a daunting task. Even so, Luce had articulated an animating idea that, as William O. Walker III skillfully shows in The Rise and Decline of the American Century, would guide United States foreign policy through the years of hot and cold war. The American Century was, Walker argues, the counter-balance to defensive war during World War II and the containment of communism during the Cold War. American policymakers pursued an aggressive agenda to extend U.S. influence around the globe through control of economic markets, reliance on nation-building, and, where necessary, provision of arms to allied forces. This positive program for the expansion of American power, Walker deftly demonstrates, came in for widespread criticism by the late 1950s. A changing world, epitomized by the nonaligned movement, challenged U.S. leadership and denigrated the market democracy at the heart of the ideal of the American Century. Walker analyzes the international crises and monetary troubles that further curtailed the reach of the American Century in the early 1960s and brought it to a halt by the end of that decade. By 1968, it seemed that all the United States had to offer to allies and non-hostile nations was convenient military might, nuclear deterrence, and the uncertainty of détente. Once the dust had fallen on Lyndon B. Johnson’s presidency and Richard M. Nixon had taken office, what remained was, The Rise and Decline of the American Century shows, an adulterated, strategically-based version of Luce’s American Century.
