Hays uses this occasion to present a cogent history of the role of American society in shaping the policies and actions of this agency. From its establishment in 1905 under the auspices of the Department of Agriculture, timber and grazing management dominated the agency's agenda. Due to high consumer demand for wood products and meat from livestock, the USFS built a formidable system of forest managers, training procedures, and tree science programs to specifically address these needs. This strong internal organization bolstered the agency during the tumultuous years in the final one-third of the century—when citizens and scientists were openly critical of USFS policies—yet it restricted the agency's vision and adaptability on environmental issues. A dearth of ecological capabilities tormented the USFS in 1960 when the Multiple-Use and Sustained-Yield Act set new statutes for the preservation of wildlife, recreation, watershed, and aesthetic resources. This was followed by the National Forest Management Act of 1976, which established standards for the oversight of forest ecosystems. The USFS was ill equipped to handle the myriad administrative and technological complexities that these mandates required. In The American People and the National Forests, Hays chronicles three distinct periods in USFS history, provides a summarizing “legacy” for each, and outlines the public and private interests, administrators, and laws that guided the agency's course and set its priorities. The military are trying to counter an evolving threat, subject to a budget constraint, high R&D costs and new technologies. The interaction between a government made up of warring tribes and arms firms with considerable market and political power is further complicated by a set of what economists call 'principal-agent' problems, which are examined. While the poor performance has prompted many countries to propose reforms, the difficulty of the task and the institutional incentives faced by the actors mean that the reforms rarely solve the problem.

It further considers it vital that consultations are satisfactorily concluded with allies, to ensure that there is no adverse impact on co-operation, before any proposals are implemented.

Book excerpt: This is the third report in 3 years on the subject of administration in England of the £1.6 billion Single Payment Scheme by the Rural Payments Agency and the Department for Environment, Food and Rural Affairs (HCP 98, session 2009-10, ISBN 9780215542588), and follows an NAO report (HCP 880, session 2008-09, ISBN 9780102963182). The Committee states that oversight of the Single Payment Scheme is a singular example of comprehensively poor administration on a grand scale. With a paucity of good management information in the Agency and the complacent oversight by the Department having acted to obscure the true situation. A focus over the last two and a half years in bringing forward payments to farmers has enabled the Agency to bring its deadline forward by nearly seven weeks, but this is still six weeks off the deadline it had planned and a long way short of the standards set in Wales, Scotland and Northern Ireland. Also there has been a negligible attention to the protection of tax payers' interests. The Rural Payments Agency has spent £350 million on a cumbersome IT system that can only be supported at huge cost and which is increasingly at risk of becoming obsolete, with the data held in the system remaining riddled with errors and efforts to recover overpayments having been slow, disorganised and haphazard. The Committee identifies poor leadership within the Agency and a lack of attention by the Department. Each claim costs over six times more to process in England than in Scotland. Further the Department was not able to demonstrate an adequate grasp of the costs of administering the scheme. The Committee states that responsibility rests with the Accounting Officers to resolve this misadministration.

In short the Ombudman's principles of getting it right, being open and accountable and being customer focussed were not adhered to
