Book excerpt: "This report contains an analysis of factors which have shaped growth and development in the City of Mascoutah in the past, along with factors which will affect growth in the future. Based on this analysis, a plan for future land use, community facilities, transportation and the central business district has been developed. Major physical constraints to future community expansion include flooding problems to the west in the area of Silver Creek, undetermined areas to the east and north of the urbanized area, and some severe soil limitations to urban development at several locations. It is expected that community growth and development will continue, stimulated by Scott Air Force Base, the construction of Interstate 64 and the expanding need for housing in the metropolitan area. The plan recommends a system of collector streets which would permit greater separation of through and local traffic. An aggressive program of annexation is recommended, using zoning and subdivision regulations, as well as utility extension and annexation agreements. The plan also recommends that commercial development be confined primarily to the central business district, and that the area be rehabilitated extensively. Redevelopment of older portions of the city is suggested, using such tools as zoning and code enforcement. Higher density residential development is recommended as a number of locations to accommodate the expanding, local and regional housing market."--Preliminary page.
