As required in the Energy Conservation and Production Act of 1992, Title 3, DOE has a legislative requirement to "determine whether such revision would improve energy efficiency in residential buildings" within 12 months of the latest revision. This requirement is part of a three-year cycle of regular code updates. To meet this requirement, an independent review was completed using personnel experienced in building science but not involved in the code development process.

This book was released on 2011 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The 2009 International Energy Conservation Code (IECC) contains several major improvements in energy efficiency over the 2006 IECC and the 2003 IECC. The notable changes are: (1) Improved duct sealing verified by testing the duct system; (2) Increased duct insulation; (3) Improvement of window U-factors from 0.40 to 0.35; and (4) Efficient lighting requirements. An analysis of these changes resulted in estimated annual energy cost savings of $145 a year for an average new house compared to the 2003 IECC. This energy cost saving decreases to $125 a year for the 2009 IECC compared to the 2006 IECC. Construction cost increases (per home) for complying with the 2009 IECC are estimated at $1256 relative to the 2003 IECC and $800 for 2006 IECC. Home owners will experience an annual cost savings of about $80 a year by complying with the 2009 IECC because reduction to energy bills will more than compensate for increased mortgage payments and other costs.

Book excerpt: The effects of climate change caused by the release of greenhouse gases (GHG) are a growing concern for state governments in the United States. The majority of state governments have attempted to mitigate GHG emissions through energy efficiency programs to combat the rising demand for electricity. In order to manage the increasing demand for electricity, states have adopted International Energy Conservation Codes (IECC) for new residential buildings to offset the demand for energy. This paper studies the relationship between state level residential building codes and electricity consumption rates. Using state-level panel data, I construct a database of state residential building code adoptions and energy use from 2000-2010 to measure the relationship between state regulation and residential electricity consumption using an OLS Fixed Effects model. My most conclusive findings suggest that there is a negative association between specific code adoption and electricity consumption, but only in states with low rates of new residential construction. I find that the adoption of the 2006 IECC building code in states with low rates of new residential construction is associated with a 1.7 percent decrease in electrical consumption per 10,000 residents. I also find that the adoption of an up-to-date building code is associated with a .7 percent decrease in electrical consumption per 10,000 residents in states with low rates of new residential construction.

Book excerpt: America's economy and lifestyles have been shaped by the low prices and availability of energy. In the last decade, however, the prices of oil, natural gas, and coal have increased dramatically, leaving consumers and the industrial and service sectors looking for ways to reduce energy use. To achieve greater energy efficiency, we need technology, more informed consumers and producers, and investments in more energy-efficient industrial processes, businesses, residences, and transportation. As part of the America's Energy Future project, Real Prospects for Energy Efficiency in the United States examines the potential for reducing energy demand through improving efficiency by using existing technologies, technologies developed but not yet utilized widely, and prospective technologies. The book evaluates technologies based on their estimated times to initial commercial deployment, and provides an analysis of costs, barriers, and research needs. This quantitative characterization of technologies will guide policy makers toward planning the future of energy use in America. This book will also have much to offer to industry leaders, investors, environmentalists, and others looking for a practical diagnosis of energy efficiency possibilities.

Book excerpt: The New York State Department of State requested the U.S. Department of Energy (DOE) to prepare a report consisting of two components. The first component is an analysis comparing the effects on energy usage as a result of implementation of the 2004 Supplement to the IECC with the current New York code. The second component is an engineering analysis to determine whether additional costs of compliance with the proposal would be equal to or less than the present value of anticipated energy savings over a 10-year period. Under DOE's direction, Pacific Northwest National Laboratory (PNNL) completed the requested assessment of the potential code upgrade.

Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Department of Energy's (DOE's) Building Energy Codes Program (BECP) has been asked by some states and energy code stakeholders to address the comparability of the 2009 International Energy Conservation CodeĀ® (IECC) as applied to commercial buildings and ANSI/ASHRAE/IESNA Standard 90.1-2007 (hereinafter referred to as Standard 90.1-07). An assessment of comparability will help states respond to and implement conditions specified in the State Energy Program (SEP) Formula Grants American Recovery and Reinvestment Act Funding Opportunity, Number DE-FOA-0000052, and eliminate the need for the states individually or collectively to perform comparative studies of the 2009 IECC and Standard 90.1-07. The funding opportunity announcement contains the following conditions: (2) The State, or the applicable units of local government that have authority to adopt building codes, will implement the following: (A) A residential building energy code (or codes) that meets or exceeds the most recent International Energy Conservation Code, or achieves equivalent or greater energy savings. (B) A commercial building energy code (or codes) throughout the State that meets or exceeds the ANSI/ASHRAE/IESNA Standard 90.1-2007, or achieves equivalent or greater energy savings . (C) A plan to achieve 90 percent compliance with the above energy codes within eight years. This plan will include active training and enforcement programs and annual measurement of the rate of compliance. With respect to item (B) above, many more states, regardless of the edition date, directly adopt the IECC than Standard 90.1-07. This is predominately because the IECC is a model code and part of a coordinated set of model building codes that state and local government have historically adopted to regulate building design and construction. This report compares the 2009 IECC to Standard 90.1-07 with the intent of helping states address whether the adoption and application of the 2009 IECC for commercial buildings can be considered equivalent to the adoption and application of Standard 90.1-07. Based on this document, states adopting the 2009 IECC, which is the document cited in (A), above, for residential construction, can also determine if they are in compliance with the above provisions for commercial buildings in (B) above and if their code meets or exceeds the ANSI/ASHRAE/IESNA Standard 90.1-07.

Book excerpt: The IECC addresses energy efficiency on several fronts including cost savings, reduced energy usage, conservation of natural resources and the impact of energy usage on the environment. Key changes include: Log homes designed in accordance with the standard ICC 400, Standards on the Design and Construction of Log Structures, are exempt from the building thermal envelope requirements of the IECC. The maximum allowable fenestration U-factors in Table R402.1.2 (for the prescriptive compliance path) for climates zones 3 through 8 have been reduced from the values in the 2015 edition. The ICC/RESNET 380 standard has been included as one of standards that can be used for determining the air leakage rate of a building or dwelling unit. The Energy Rating Index compliance alternative index values have been increased slightly however, the method for determining an index is now required to be in accordance with standard ICC/RESNET 301. Revisions to interior and exterior lighting power budgets and better clarity for lighting controls. Clarity that regardless of design methodology, system commissioning is required. New limits on heated or cooled vestibules. Mechanical provisions reorganized based on equipment type rather than design methodology.

Book excerpt: This report examines the requirements of the 2009 International Energy Conservation CodeĀ® (IECC) on residential buildings on a state-by-state basis with a separate, stand-alone chapter for each state. A summary of the requirements of the code is given for each state. The 2009 IECC is then compared to the current state code for most states or typical current construction practice for the states that do not have a residential energy efficiency code. This is the final version of a draft report by the same name that was previously cleared for release (ERICA # PNNL-18545).
