Abstract: Abstract of Dissertation entitled A Comparative Study of the Business Environment in Hong Kong and Shanghai submitted by Ho Sau Man Catherine for the Degree of Master of Arts in China Area Studies at The University of Hong Kong in June 2003 As China's economic reform continues, Shanghai is emerging as the country's commercial and financial centre. China's accession to the WTO means that from 2001 onwards, more sectors will be opened to foreign operators, investors and producers. Consequently, Shanghai will become a gateway to the Chinese market. This creates a challenge for Hong Kong, which has always been the most important stepping stone from international investors' perspective. Through the examination of the economic condition, physical and social infrastructures in Shanghai and Hong Kong, this paper reviews the business environment of the two cities and discusses their attractiveness to foreign investors. The paper also attempts to identify the relative positions of Shanghai and Hong Kong and the possibilities that the two cities could benefit from each other as China continues to integrate with the world economy. Abstract: Abstract of dissertation entitled A Comparative Study of the Business Environment of Guangzhou and Shanghai Submitted by Lee Yin Yi, Joey For the degree of Master of Arts (China Area Studies) at The University of Hong Kong in June 2004 Since the late 1970s, under Deng's rule, the central government has decided to develop Guangdong as the 'one step ahead' in China. Having fully benefited from the support of the central government, Guangdong, in particular the Pearl River Delta (PRD) region has successfully built up its favourable business environment and has enjoyed the great economic growth since the 1980s. Among various cities in the PRD, the provincial capital Guangzhou, has incessantly gained the dominant position in economic growth. After consolidating the economic position of southern China, the Yangtze River Delta has become another centre attention to the central government in the national development programme since the 1990s. By opening Pudong and positioning Shanghai as the leader of the Yangtze River Region for attracting domestic commerce and foreign investment, the central government intended to create the Yangtze River Delta as another ideal business environment in China. The Yangtze Delta has successfully developed its favourable environment for business activities since the 1990s. Reviewing the twenty-year reform, the emergence of the successful business environment in the Pearl River Delta and the Yangtze River Delta for boosting economic and commercial activities seems to be the economic engine of the whole China's economic development. As the premier cities of the Pearl River Delta and the Yangtze River Delta respectively, the business environment of Guangzhou and Shanghai are the best representations of the new economic direction and situation in China, thus they serve as the worthwhile study topic in understanding China's contemporary development. The objective of this study is to examine the similarities and differences of Guangzhou and Shanghai in terms of business environment and to explore the economic importance of Guangzhou and Shanghai for China's development during the past two decades. Finally, this study can conclude that, in spite of many similarities, there is no direct competition occurred between Shanghai and Guangzhou in terms of business environment as their levels of development are somehow different. As long as Shanghai provides better conditions for upbringing the business environment, Shanghai enjoys the overall better development than Guangzhou. There is still a considerable gap for Guangzhou to catch up Shanghai in a short term. Nevertheless, there is little evidence that Shanghai is preferable to Guangzhou for operating business. Both cities carry their own economic uniqueness in their regions. Shanghai undeniably serves as the Asian metropolitan of China, whereas Guangzhou acts as the regional economic centre in southern China. Shanghai is the dragonhead of eastern China and involves more international business activities; Guangzhou mainly serves southern China and engages close interactions with Hong Kong and Macau. Selected coastal cities were able to engage in foreign trade and receive foreign investment. Under the force of globalization and the new international division of labor, China had achieved rapid economic growth since 1978. Today, China is nicknamed the world's factory. Its export-oriented manufacturing industries located in the Pearl River Delta (PRD) and the Yangtze River Delta (YRD) have contributed a major share of the global output in consumer electronics and apparels industries etc. The two delta regions are regarded as the growth engines of China although different development paths were traced. The development of the PRD is the result of spontaneous investment from foreign sources while the YRD is a designated project under state directives. However, each region has a core city to facilitate economic integration. Hong Kong, Asia's World city, is the core city of the PRD whereas Shanghai, host city of the World Expo 2010, is the dragonhead of the YRD. Apart from the long history of foreign interaction, Hong Kong and Shanghai have unique location advantages, entrepreneurial spirits, and other competitive advantages that out beat other cities in the regions as core cities. In fact, it is the competitive advantages of the core cities that play the key roles in fostering economic integration and cooperation in the delta regions such as being the source of capital, service hub, and transportation and communication center. The prospects of the two regions are rested on the local and international environments. The complexity of the 'One Country, Two Systems' arrangement and the multi-level administrations are believed to be the hindrance to effective implementation of cross-border projects of Hong Kong and the rest of the PRD cities in the Mainland. For the YRD, although Shanghai is the chosen dragonhead of the region and the development within the region is comparatively coordinated, conflicts between cities exist. The joining of the World Trade Organization means more liberal trade measures would be taken in China, however, regions and cities are exposed to fierce competition and unprecedented opportunities for cooperation under globalization.
