Fire departments have encouraged and even mandated the installation of these devices based on observations, nearly all of which lack statistical significance to "conclusively" demonstrate the effectiveness of smoke detectors to provide protection in residential fire situations. This study attempted to establish with statistical validity a reduction in dollar loss contributed by the presence and operation of smoke detectors in residential fires in the City of Reading, Ohio for the six year study period 1986-1991. All residential fires during the study period were retrospectively analyzed for detector performance and dollar loss. Incidents in which detectors operated were grouped and those incidents where detectors failed or were not present were grouped.

Book excerpt: The Fairfield Fire Department (FFD) is one of two public safety departments within the City of Fairfield and is the City's sole provider for fire and life safety services to a population of over 108,000 residents within a 37 square mile radius. The problem was that during the planning for fire prevention week, it was discovered that there were no guidelines for distributing smoke detectors to the community. The purpose of this study was to develop a smoke detector policy for the Engine Companies to distribute to the citizens of Fairfield. Action methodology was used to gather the data to answer the research questions. The research questions were: (a) What types of smoke detector programs are established in other Fire Departments? (b) What will be the benefits of distributing the smoke detectors? (c) What funds will pay for the cost of the smoke detectors? (d) What process will be used to implement the smoke detector policy? The procedures utilized were interviews, surveys, and a joint labor management process for the writing of the smoke detector policy. The results indicated that a smoke detector policy was a positive first step to a more involved Fairfield Fire Department smoke detector program. The policy was written and implementation was started. The policy helped identify homes with free smoke detector distributed by the Fairfield Fire Department. The information received from the citizens would be written into the FFD record keeping system for future positive or negative data. The summary of the recommendations will be for the FFD to continue to build on the smoke detector distribution policy for the Engine Companies. The FFD needs to continue pursuing free smoke detector grants. A smoke detection policy and positive public relations can be obtained from free smoke detectors and this will save lives.
