Available in PDF, EPUB and Kindle. Book excerpt: How modern data-driven government originated in the creation and use of administrative archives in the British Empire Over the span of two hundred years, Great Britain established, governed, lost, and reconstructed an empire that embraced three continents and two oceanic worlds. The British ruled this empire by correlating incoming information about the conduct of subjects and aliens in imperial spaces with norms of good governance developed in London. Officials derived these norms by studying the histories of government contained in the official records of both the state and corporations and located in repositories known as archives. As the empire expanded in both the Americas and India, however, this system of political knowledge came to be regarded as inadequate in governing the non-English people who inhabited the lands over which the British asserted sovereignty. This posed a key problem for imperial officials: What kind of knowledge was required to govern an empire populated by a growing number of culturally different people? Using files, pens, and paper, the British defined the information order of the modern state as they debated answers to this question. In tracing the rise and deployment of archives in early modern British imperial rule, Asheesh Kapur Siddique uncovers the origins of our data-driven present.

Available in PDF, EPUB and Kindle. Book excerpt: Many people assume that a French-English cleavage has always existed and historians have been uncertain as to just how it unfolded. This book provides the answer. Greenwood re-creates a Quebec in which trust between French and English Canadians was an early casualty of the execution of Louis XVI and the descent of the French Revolution through terror into war. Fearing invasion, the English community, through the law officers of the crown, drafted draconian legislation and established an efficient counter-intelligence service. Lower Canada in these years was a hotbed of spies and counter-intelligence, highlighted by the trial for high treason of an American undercover agent for revolutionary France. Placing the legal history of Quebec in the foreground of these dangerous and dramatic events, Greenwood reveals this period as a turning point that altered not only French-English relations but Canada's legal and constitutional inheritance. While the focus is on legal and political history, the narrative also details intellectual, military, social, and economic developments. The author pursues many dynamic themes of the period including the riots among working people in the 1790s; the differences in judicial behaviour when security matters were at stake; the setting up of the first formal counter-intelligence service, and issues related to the suspension of habeas corpus. Murray Greenwood is one of Canada's finest legal historians. In this work his wide perspective, supported by extensive documentation, brings new evidence and insight to a formative and somewhat neglected period in Canada's history.

Available in PDF, EPUB and Kindle. Book excerpt: A wide-ranging history of the algorithm. Bringing together the histories of mathematics, computer science, and linguistic thought, Language and the Rise of the Algorithm reveals how recent developments in artificial intelligence are reopening an issue that troubled mathematicians well before the computer age: How do you draw the line between computational rules and the complexities of making systems comprehensible to people? By attending to this question, we come to see that the modern idea of the algorithm is implicated in a long history of attempts to maintain a disciplinary boundary separating technical knowledge from the languages people speak day to day. Here Jeffrey M. Binder offers a compelling tour of four visions of universal computation that addressed this issue in very different ways: G. W. Leibniz’s calculus ratiocinator; a universal algebra scheme Nicolas de Condorcet designed during the French Revolution; George Boole’s nineteenth-century logic system; and the early programming language ALGOL, short for algorithmic language. These episodes show that symbolic computation has repeatedly become entangled in debates about the nature of communication. Machine learning, in its increasing dependence on words, erodes the line between technical and everyday language, revealing the urgent stakes underlying this boundary. The idea of the algorithm is a levee holding back the social complexity of language, and it is about to break. This book is about the flood that inspired its construction.

Book excerpt: "The United States Code is the official codification of the general and permanent laws of the United States of America. The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel. Grateful acknowledgment is made of the contributions by all who helped in this work, particularly the staffs of the Office of the Law Revision Counsel and the Government Printing Office"--Preface.

Book excerpt: The Oxford Handbook of the Canadian Constitution provides an ideal first stop for Canadians and non-Canadians seeking a clear, concise, and authoritative account of Canadian constitutional law. The Handbook is divided into six parts: Constitutional History, Institutions and Constitutional Change, Aboriginal Peoples and the Canadian Constitution, Federalism, Rights and Freedoms, and Constitutional Theory. Readers of this Handbook will discover some of the distinctive features of the Canadian constitution: for example, the importance of Indigenous peoples and legal systems, the long-standing presence of a French-speaking population, French civil law and Quebec, the British constitutional heritage, the choice of federalism, as well as the newer features, most notably the Canadian Charter of Rights and Freedoms, Section Thirty-Five regarding Aboriginal rights and treaties, and the procedures for constitutional amendment. The Handbook provides a remarkable resource for comparativists at a time when the Canadian constitution is a frequent topic of constitutional commentary. The Handbook offers a vital account of constitutional challenges and opportunities at the time of the 150th anniversary of Confederation.
