Book excerpt: Since the 1991 Maastricht Treaty, the European Union countries have been trying to form a common security and defense identity as one facet of the European Union unification process. The efforts to create "separable but not separate" European forces within NATO have accelerated in the last three years and changed direction toward creating an autonomous "European Security and Defense Policy (ESDP)" within the framework of the EU. This policy concerns some non-EU European NATO allies, such as Turkey, and Norway, as well as non-European NATO allies, such as the United States and Canada. The developments in the European security structure in the aftermath of the French-British St. Malo Declaration (1991) have profoundly changed the discussion of an all-European force. The ESDP is an evolving process. The impact of the latest developments on Turkey's position in the European security system and Turkey's security policies is significant. Turkish national security interests compel it to be part of a new European security system and of security arrangements in the post- Cold War era. Turkey should have some institutional links to European Security and Defense Policy that would enable it to influence the decisions of its European counterparts on the matters that could affect Turkey's interests. European security cannot be provided without Turkey. How Turkey will fit into the new European security system will depend on its European membership process, its unique geostrategic position and its special relationship with the United States.

Available in PDF, EPUB and Kindle. Book excerpt: Security perceptions in Europe have changed drastically in the last decade due to the effects of globalisation. As a result, the EU's relations with Turkey and the security policies of the EU and Turkey have become increasingly important. In light of recent developments - not least the controversial issue of Turkey's EU candidacy - this book attempts to answer two main questions: 'Is there a gap between EU and Turkish security cultures?' and 'To what extent is Turkey an advantage for Europe?'. Cigdem Ustun here examines Turkey's crucial role with NATO and details its relations and priorities in the Mediterranean, the Middle East and the Black Sea regions, comparing these with EU relations and priorities. This comparison illustrates the advantages and disadvantages of including Turkey in European security policies and will be essential reading for all those involved in security studies and policy.

Book excerpt: The changes in the European security architecture are the direct result of the changes in the threat since the 1989 fall of the Berlin Wall. The disintegration of the Soviet Union and the reduced threat to Europe required the re-evaluation of the security and defense needs of the continent. The emergence of the new threat requires security structures that are light, agile, self- sustaining, and highly mobile. This paper will examine the impact of these recent changes in the European security architecture on United States - European relations. It will focus on the European Security and Defense Identify, the European Security and Defense Policy, as well as the European Union's Rapid Reaction Force, NATO's Response Force and NATO's Defense Capabilities Initiative/Prague Capabilities Commitment. The paper also examines the evolving relationship between the North Atlantic Treaty Organization and the European Union.

Book excerpt: The emergence of the European Security and Defense Policy (ESDP) in the last two-thirds of the 1990s and continuing into the new century, has been a complex process intertwining politics, economics, national cultures, and numerous institutions. This book provides an essential background for understanding how security issues as between NATO and the European Union are being posed for the early part of the 21st century, including the new circumstances following the terrorist attacks in New York and Washington on September 11, 2001. This study should be of interest to those interested in the evolution of U.S.-European relations, especially in, but not limited to, the security field; the development of institutional relationships; and key choices that lie ahead in regard to these critical arrangements.

Book excerpt: "The relationship between the Islamic Republic of Iran and the Western World is fraught with challenges and tensions. In order to generate the capacity for greater engagement and dialogue, there is a need for the West to better understand the complex ideological developments that are central to Iran. Majid Mohammadi charts the central concepts and nuances of the ideological map of post-revolutionary Iran, and examines the rise and development of Shi'i Islamism. He recognizes that the Islamic Republic of Iran and Iranian political discourse are the outcome of contesting perspectives and ideologies: identity-oriented, socialist, nationalist, authoritarian, Shari'a, scripturalist, mystical, militarist and fascist. This is a comprehensive, comparative contribution to one of today's most important topics: that of the relationship between Political Islam and the West."--Bloomsbury publishing.

This report analyzes the processes leading to the ESDP by examining why and how this new European consensus came about. It touches upon the controversies and challenges that still lie ahead. Available in PDF, EPUB and Kindle. Book excerpt: Turkey is a longstanding ally of the United States and Europe. After the demise of the Soviet empire, Turkey's strategic importance has changed but not diminished. Today Turkey is facing a completely different foreign and security policy environment. However, Turkey is also undergoing extraordinary internal change. Many established political truths of the Republic's seventy-five-year-long tradition are increasingly questioned by a growing part of its people. Above all, there is the rise of political Islam and the ensuing clash of ideologies between "secularists" and "Islamists" as well as the debate about Turkey's "Kurdish reality." Turkey's allies will have to respond to this development by adapting their policies. Nothing less than a re-evaluation and, eventually, a re-orientation in relations with both the United States and Europe is required if Turkey is to remain anchored in the West. This book undertakes a comprehensive overview and analysis of Turkey's internal and external changes and provides elements of a new European and American policy toward a key strategic partner.

Available in PDF, EPUB and Kindle. Book excerpt: Turkey's relationships with the West, particularly its relationship with Western security institutions, are today more important than ever. As the United States fights two wars in the region and attempts to rebuild its reputation in Europe and the Middle East, Turkey is once again central to America's plans. Yet, this crucial ally is little understood by U.S. policy makers. Turkey has a long relationship with Euro-Atlantic security institutions, specifically NATO and the various European institutions, culminating in today's European Security and Defense Policy (ESDP). The following study poses the following questions of relevance to those interested in theory and policy. Why do the government and people of Turkey participate in these institutions? What long-term policy objectives do makers of policy in Turkey wish to advance through its participation in these institutions? What are the different ways that Turkey leverages its participation to advance its goals? Specifically, how does Turkey use its participation in European security institutions to advance its positions on issues such as European Union membership, defense modernization, and its ongoing internal and external areas of conflict? How does Turkey's Ottoman legacy affect these relationships and how has this historical background shaped today's events? This thesis also sets out to answer whether Turkey is successful in its participation; in other words, does its participation allow Turkey to advance its goals better? How do current trends in Europe affect Turkey's participation in these institutions?

Available in PDF, EPUB and Kindle. Book excerpt: In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.
