These public documents were announced throughout England, informing men and arguing the Queen's positions, commanding local officials to perform specific actions, and on occasion creating new but temporary law that was designed to meet crisis situation when no delay could be tolerated. The theoretical relationship between this prerogative power and the existing statutory law has been the subject of much debate. This study adds an element previously neglected, the investigation of the Queens' actual use of the proclamations, showing that they did innovate with vigour and legislate in them, but only to supplement and not supplant the law, and within the limits slowly being formulated in the sixteenth century. Professor Youngs demonstrates how the proclamations affected domestic security and foreign affairs, social and economic matters, and religion.

Book excerpt: The English revolution is one of the most intensely-debated events in history; parallel events in Scotland have never attracted the same degree of interest. Rethinking the Scottish Revolution argues for a new interpretation of the seventeenth-century Scottish revolution that goes beyond questions about its radicalism, and reconsiders its place within an overarching 'British' narrative. In this volume, Laura Stewart analyses how interactions between print and manuscript polemic, crowds, and political performances enabled protestors against a Prayer Book to destroy Charles I's Scottish government. Particular attention is given to the way in which debate in Scotland was affected by the emergence of London as a major publishing centre. The subscription of the 1638 National Covenant occurred within this context and further politicized subordinate social groups that included women. Unlike in England, however, public debate was contained. A remodelled constitution revivified the institutions of civil and ecclesiastical governance, enabling Covenanted Scotland to pursue interventionist policies in Ireland and England - albeit at terrible cost to the Scottish people. War transformed the nature of state power in Scotland, but this achievement was contentious and fragile. A key weakness lay in the separation of ecclesiastical and civil authority, which justified for some a strictly conditional understanding of obedience to temporal authority. Rethinking the Scottish Revolution explores challenges to legitimacy of the Covenanted constitution, but qualifies the idea that Scotland was set on a course to destruction as a result. Covenanted government was overthrown by the new model army in 1651, but its ideals persisted. In Scotland as well as England, the language of liberty, true religion, and the public interest had justified resistance to Charles I. The Scottish revolution embedded a distinctive and durable political culture that ultimately proved resistant to assimilation into the nascent British state.

Large numbers of statutes resulted, with most concerning economic activity. Julian Hoppit here provides the first comprehensive account of these acts, revealing how government affected economic life in this critical period prior to the Industrial Revolution, and how economic interests across Britain used legislative authority for their own benefit. Through a series of case studies, he shows how ideas, interests, and information influenced statutory action in practice. Existing frameworks such as 'mercantilism' and the 'fiscal-military state' fail to capture the full richness and structural limitations of how political power influenced Britain's precocious economic development in the period. Dr. Keith Feiling's study of the Tory party. while touching upon the civil war years. is naturally primarily concerned with the period after 1660. 2 A need exists. therefore. for a fresh examination of the history of the royalists. based not only on their own accounts of their hardships. but on other material as well. Such an inquiry should elucidate the development of the royalists as a party and the history of the various revolutionary governments of the times. It should furnish as well an essential introduction to the history of the restoration settlement and to the later history of parties. To supply such an investigation is the purpose of this study. Emphasis throughout has been on the economic and social conditions of the royalists. as the story of their military contributions to the king and of their plots against the revolution ary governments has been adequately treated in the standard historical accounts. No attempt has been made to discuss the royalists' place in the intellectual history of the age.

Book excerpt: While there is overwhelming evidence that nationalism reached its peak in the later nineteenth century, views about when precisely national thinking and sentiment became strong enough to override all other forms of collective unity differ considerably. When one looks for the historical moment when the concept of the nation became a serious – and subsequently victorious – competitor to the monarchic dynasty as the most effective principle of collective unity, one must, at least for England, go back as far as the sixteenth century. The decisive change occurred when a split between the dynastic ruler and “England” could be widely conceived of and intensely felt, a split that established the nation as an autonomous – and more precious – body. Whereas such a differentiation between king and country was still imperceptible under Henry VIII, it was already an historical reality during the reign of Queen Mary. That the most important factors in this radical change were the Reformation and the printing press is by now well known. The particular aim of this volume is to demonstrate the pivotal role of pamphleteering – and the growing importance of public opinion in a steadily widening sense – within the process of the historical emergence of the concept of the nation as a culturally and politically guiding force. When it came to the voicing of dissident opinions, above all under Queen Mary and later during the reign of King James and Charles I, the printed pamphlet proved to be a far superior form of communication. This does not mean that books played no role in the early development and dissemination of the concept of an English nation. Especially the compendious new English histories written at the time did much to support the growth of cultural identity.
