Problem-Oriented Policing (POP) approach was one response to a crisis in policing that emerged in the 1970s and 1980s. Police were not being effective in preventing crime because they had become focused on the ¿means¿ of policing and had neglected the ¿goals¿ of preventing and controlling crime. The ¿problem¿ rather than calls or crime incidents should be the focus. This study conducted a review to examine the effectiveness of POP in reducing crime and disorder. Studies had to meet 3 criteria: (1) the SARA model was used; (2) a comparison group was included; (3) at least one crime or disorder outcome was reported. Only 10 studies that met the criteria; there was a modest but statistically significant impact of POP on crime.

Individuals representing the fingerprint, academic, and scientific communities met in Chicago, Illinois, for a day and a half to discuss the state of fingerprint identification with a view toward the challenges raised by Daubert issues. The meeting was a joint project between the International Association for Identification (IAI) and West Virginia University (WVU). One recommendation that came out of that meeting was a suggestion to create a sourcebook for friction ridge examiners, that is, a single source of researched information regarding the subject. This sourcebook would provide educational, training, and research information for the international scientific community.

The data for this research consist of a survey administered to approximately 2,100 male prison and jail inmates in three states--California, Michigan, and Texas. They also include information from official records for the prison inmates. Section II reviews prior research on criminal careers and then describes the survey data on which this study is based. Section III introduces and describes the concept of selective incapacitation. Section IV summarizes findings on the distribution of individual offenses and describes a predictive scale for identifying high-rate offenders. Section V estimates the potential impacts of selective incapacitation policies. The final section summarizes what the authors think they have learned about selective incapacitation and suggests the kind of research that remains to be done.
