Book excerpt: The EGOV Conference Series intends to assess the state of the art in e-Gove- ment and to provide guidance for research and development in this fast-moving ?eld. The annual conferences bring together leading research experts and p- fessionals from all over the globe. Thus, EGOV 2003 in Prague built on the achievements of the 1st EGOV Conference (Aix-en-Provence, 2002), which p- vided an illustrative overview of e-Government activities. This year the interest even increased: nearly 100 contributions, and authors coming from 34 countries. In this way EGOV Conference 2003 was a reunion for professionals from all over the globe. EGOV 2003 brought some changes in the outline and structure of the c- ference. In line with the broadening of the ?eld and a growing number of s- missions it became necessary to decentralize the reviewing process. So reviewing was done via stream chairs who deserve high praise for their dedicated work. In addition, a workshop part was included to cover some subjects of emerging signi?cance, such as dissemination, networking, and regional developments. F- ther, a subtitle of the conference was chosen that would mirror the expansion of e-Government to e-Governance. Consequently, in this year’s conference gov- nance, democratic deliberation and legal issues occupied a growing share. Last, but not least, GIS was incorporated as a topic due to the increasing importance of geographical information systems for planning and operations.

Book excerpt: In defining the state of the art of E-Government, EGOV 2002 was aimed at breaking new ground in the development of innovative solutions in this impor tant field of the emerging Information Society. To promote this aim, the EGOV conference brought together professionals from all over the globe. In order to obtain a rich picture of the state of the art, the subject matter was dealt with in various ways: drawing experiences from case studies, investigating the outcome from projects, and discussing frameworks and guidelines. The large number of contributions and their breadth testify to a particularly vivid discussion, in which many new and fascinating strands are only beginning to emerge. This begs the question where we are heading in the field of E-Government. It is the intention of the introduction provided by the editors to concentrate the wealth of expertise presented into some statements about the future development of E-Government.

JURIX is originally a Dutch/Belgian initiative. Nowadays, the conference papers are in majority from non-Dutch authors, and since 2002 JURIX is held outside the Netherlands and Belgium every other year. Most accepted papers can largely be fitted into either work on argumentation or work on ontology. Argumentation has been a JURIX-topic during all past years, and the interest in ontology has revived recently with Semantic Web initiatives. The topic.

Available in PDF, EPUB and Kindle. Book excerpt: From its very beginning, legal informatics was mostly limited to the study of legal databases, but very early on, the Institute of Legal Information Theory and Techniques (ITTIG) started being involved with the specific topic of the Jurix conference, namely knowledge-based systems. This book includes programmatic papers with precise accounts of applications and prototypes. In many domains the focus has changed. For instance, research in retrieval has moved from classical Boolean systems into the management of documents in the Web. It addresses in particular standards and methods for embedding machine readable information into such documents and search methods that deal with heterogeneous information. Similarly, with regard to legal concepts, the focus has moved from thesauri to ontologies or to techniques for the automatic extraction of concepts from natural language texts. In the domain of legal reasoning merely deductive inferences have been expanded with models of legal argumentation, dialogue and mediation. The conference Logica, informatica e diritto 1981 and Jurix 2008 share the connection between theoretical models and the development of applications and prototypes. However, while in 1981 one could mostly see a juxtaposition of papers in legal theory and papers in computer applications, in 2008 we can see how discussions of issues in legal theory are embedded within contributions to legal informatics. This shows how research in legal informatics is increasingly becoming an autonomous domain of scientific inquiry by creatively incorporating and developing knowledge and methods from the two disciplines from which it originates (legal theory and computer science), while preserving links with them.
