From the earliest days of the war in 1950 through the harrowing battles of 1951 and on into the so-called stalemate period of the hill battles of 1952 and 1953, into the final climactic battles before the cease fire, the Forward Observer, or FO, was there. Korea was and is known as the Artillery War because more rounds were fired in Korea than in all of WWII, and it was the job of the FO to direct these rounds onto their targets. FOs are the eyes of the artillery, and the importance of their job in Korea has been largely overlooked until now. Serving as infantrymen, but not being considered one, Forward Observers lived, ate and slept on the front lines, ever ready to respond to an attack, or defend friendly troops and positions, and sometimes losing their lives doing it. In the early republic, the ideal of a citizen-solider, capable of taking the field with little or no training, predominated. The realities of modern combat slowly made it clear that a more professional force was required, but policy changes failed to keep up with that changing necessity. The nation struggled to provide adequate training and equipment to the reserve component throughout the Cold War until the idea of a Total Force, which integrated regular and reserve components, emerged and was achieved. It wasn't until the defense buildup of the 1980s that the ideal of a combat-ready reserve became reality. The core of this book focuses on what came next, from 1990 to 2011, with particular emphasis on the decade after 9/11. The Persian Gulf War demonstrated both the effectiveness of the reserve and the challenges it continued to face. The post-Cold War drawdown during the 1990s made the smaller active component more dependent on the reserves than it had been since the nation's founding. The reserve component proved itself yet again in the wars following 9/11, but also became strained as it became clear just how much the nation depended on its Guard and reserve. Finally, the authors detail the policy changes made midstream in an attempt to address issues with the overextended force, such as balancing training and deployment with civilian lives and careers, providing health care to reservists, and integrating the active and reserve components. Book excerpt: In commemoration of the fiftieth anniversary of the Korean War, the official history offices of the U.S. Army, Navy, Marine Corps, and Air Force and their respective historical associations collaborated to sponsor as comprehensive a symposium as possible, including as participants some of the coalition partners who contributed forces and weapons to the war. The intent of this symposium, titled Coalition Air Warfare during the Korean War, 1950 -1953, was to focus not only on the contributions made by the armed forces of the United States, but also on those of America's allies. The diverse group of panelists and speakers included not only scholars with subject matter expertise, but also veteran soldiers, sailors, and airmen who had served in that conflict. It was hoped that the melding of these diverse perspectives would provide interesting, if sometimes conflicting, views about the Korean War. The symposium organizers designated an agenda of six specific panels for investigation, including Planning and Operations; Air Superiority, Air Support of Ground Forces; Air Interdiction and Bombardment, Air Reconnaissance and Intelligence, and Logistical Support of Air Operations. Each session began with commentary by the panel chairman, which was followed by formal papers, and in some instances included a lively question and answer session. The papers and most of the proceedings found their way into print and are recorded here in an effort to permanently capture the activities, challenges, contributions, and heroics of the coalition air forces and the airmen who fought during the Korean conflict.
