Available in PDF, EPUB and Kindle. Book excerpt: This book explores the potential of the Internet for enabling new and flexible political participation modes. It meticulously illustrates how the Internet is responsible for citizens' participation practices from being general, high-threshold, temporally constricted, and dependent on physical presence to being topic-centered, low-threshold, temporally discontinuous, and independent from physical presence. With its ethnographic focus on Icelandic and German online participation tools Betri Reykjavík and LiquidFriesland, the book offers plentiful advice for citizens, programmers, politicians, and administrations alike on how to get the most out of online participation formats.

Book excerpt: Are you constantly online? Or are you offline sometimes? Are you offline if you are not interacting with your connected devices? Or if no data about you is being collected? Do you check Instagram and Twitter during dinner? Do you turn off your smartphone at night? Do you check work emails on vacation? Do you feel you have to disconnect regularly – to relax, to concentrate, or to protect your privacy? Or do you feel more relaxed when constantly connected because your loved ones, a work emergency, or the news are always at your fingertips? Why are some people – even within networked societies – still completely offline given the tremendous opportunities of the Internet? And what does it even mean to be online or offline in the age of hyper-connectivity? In ON/OFF, Sarah Genner assesses the risks and rewards of the anytime-anywhere Internet, focusing on digital divides, social relationships, physical and mental health, and data privacy. She discusses implications for a variety of decision-makers in the world of work, in education, in families, and in politics. The author deconstructs the online/offline dichotomy and suggests the ON/OFF scale as a new theoretical framework for researchers and practitioners.

Available in PDF, EPUB and Kindle. Book excerpt: What are the underlying rationales for industrial policy? Does empirical evidence support the use of industrial policy for correcting market failures that plague the process of industrialization? To address these questions, the authors provide a critical survey of the analytical literature on industrial policy. They also review some recent industry successes and argue that only a limited role was played by public interventions. Moreover, the recent ascendance of international industrial networks, which dominate the sectors in which less developed countries have in the past had considerable success, implies a further limitation on the potential role of industrial policies as traditionally understood. Overall, there appears to be little empirical support for an activist government policy even though market failures exist that can, in principle, justify the use of industrial policy.

Book excerpt: America's premier folk detective is back on the case, sniffing out those zany but dubious stories that "really happened" to a friend of your sister's boyfriend's accountant's mechanic. Jan Harold Brunvand—''Mr. Urban Legend" [Smithsonian]—tracks the most fabulous tales making today's cocktail-party circuit and shows why those stories that sound too good to be true probably are too good to be true. The eponymous episode—"The Baby Train"—sheds light on certain predawn activities that have linked unusually high birth rates to the whim of train schedule makers. Other stories offer a revealing peek behind the story of "The Exploding Bra," expose the embarrassing source of "The Hairdresser's Error," resurrect a "Failed Suicide" Buster Keaton would have died for, and show why adults are better off not bringing their comic book fantasies out of the closet. From "Superhero Hijinx" to "The Shocking Videotape" to "The Accidental Cannibal," The Baby Train uncovers the mysteries behind some of the bawdiest, goriest, funniest, most pyrotechnic urban legends yet.

Book excerpt: In all parts of Asia, households devote considerable expenditures to private supplementary tutoring. This tutoring may contribute to students' achievement, but it also maintains and exacerbates social inequalities, diverts resources from other uses, and can contribute to inefficiencies in education systems. Such tutoring is widely called shadow education, because it mimics school systems. As the curriculum in the school system changes, so does the shadow. This study documents the scale and nature of shadow education in different parts of the region. Shadow education has been a major phenomenon in East Asia and it has far-reaching economic and social implications.

Book excerpt: An investigation into the use of information communication technologies by refugees during flight, displacement and in settlement, this book examines the impact of Australia’s official policy of mandatory detention on how asylum seekers and refugees maintain links to diasporas and networks of support. Given the restricted contact with the world outside of the immigration detention centre, the book juxtaposes forms and processes of technology-mediated communication between institutionalised detention, with those of displacement and settlement. It finds that while there are obstacles to communication in situations of conflict and dislocation, asylum seekers and refugees are able to ‘make do’ with the technology options available to them in ways which were less constrained than in detention settings. The book also outlines how communication practices during the settlement process focus on learning new technologies, and repairing the disconnections with family members resulting from separation and detention.

Book excerpt: Suzanne Keene's pioneering book shows how museums and other cultural organizations fit into the new world of information and electronic communications and, most importantly, how they can take advantage of what it has to offer. By using new technology museums can build knowledge bases around information about collections. A collection object can be the central link for information about past and present, places, people and concepts, technologies, ways of working and evidence of the natural world. 'Digital Collections' explains how this vision can be realized. Sound, video and animations can be digitized and developed as a central resource that can be drawn on for many varied access routes: via the World Wide Web; CD ROMs; through on-gallery screens, and other future products still in development. These technological capabilities raise many compelling issues that need to be understood in order to successfully develop information collections. In this book Suzanne Keene reviews these issues clearly and comprehensively. Her accompanying Click-Through Guide provides the latest news and links to Internet information. Suzanne Keene is a senior manager of museum collections and information at the Science Museum, London. She led the UK LASSI project to select a collections information system for UK museums. This, with her experience in directing information technology and multimedia projects, means that she is accustomed to translating the highly technical concepts of information technology into high level issues for senior and strategic management.
