Environment and health perspective dates back to Hippocrates treatise written 400 B.C.E. In his book On Airs, Waters and Places, Hippocrates described diseases as associated with environmental conditions, “Whoever wishes to investigate medicine properly, should proceed thus: in the first place to consider the seasons of the year, and what effects each of them produces for they are not at all alike, but differ much from themselves in regard to their changes. Then the winds, the hot and the cold, especially such as are common to all countries, and then such as are peculiar to each locality. We must also consider the qualities of the waters, for as they differ from one another in taste and weight, so also do they differ much in their qualities. In the same manner, when one comes into a city to which he is a stranger, he ought to consider its situation, how it lies as to the winds and the rising of the sun; for its influence is not the same whether it lies to the north or the south, to the rising or to the setting sun”. There has been a greater emphasis in the last four decades on understanding environmental factors which affect human health, after United Nations established Intergovernmental Panel on Climate Change (IPCC) in 1988 aimed at to evaluate research on changing environmental condition, particularly climate change and its impacts on human wellbeing, including human health, as consequences of extreme heat waves conditions, sea level rise, forced migration, air pollution, droughts, and wildfires. From these studies, risk levels of vulnerable populations and regions can be assessed and level of resilience of healthcare infrastructure that may be used in environmental health policy and equity of these countries.

The National Autonomous University of Mexico’s (UNAM) Climate Change Research Program (PINCC), funded the research coordinated by Armelle Gouritin. The research aims to answer the following questions: Does the Mexican legal framework and public policies address forced internal climate mobility? If not, what could be the elements of a legal framework and public policies to address the phenomenon? As the phenomenon was approached it was clear that it was extremely complex and consisted of numerous tensions that would lead to other questions throughout the research process. Climate forced internal displacement is projected as a huge-scale phenomenon in Mexico. Against this background, the book provides the first critical diagnosis of the current politico-legal Mexican framework and finds it to be lagging behind in terms of prevention and attention. The book analyses the three-level Mexican governance (federal, state and local levels), and identifies serious loopholes according to a rights-based approach that particularly focuses on women, indigenous peoples, and persons and communities with scarce economic resources. The results provide information on up-coming legislative and political processes and provide benchmarks that can be applied in other case-studies, including other national frameworks’ critical analysis.

When the pandemic led to lockdowns, mountains became an attractive option for travellers looking for less crowded destinations and open-air experiences. Now, as international travel returns, we have an opportunity to rethink mountain tourism, its impact on natural resources and livelihoods, and how to manage it better. In this regard, measuring the volume of visitors to mountains is the first vital step we must take. With the right data, we can better control the dispersal of visitor flows, support adequate planning, improve knowledge on visitor patterns, build sustainable products in line with consumer needs, and create suitable policies which will foster sustainable development and make sure tourism activities benefit local communities. This study, jointly developed by the Mountain Partnership Secretariat of the Food and Agriculture Organization of the United Nations (FAO) and the World Tourism Organization (UNWTO), addresses the current lack of relevant data and so improves our understanding of mountain tourism. The study also identifies trends and provides a set of recommendations to advance the measurement of mountain tourism, including the enhancement of official tourism statistics through the use of big data and new technologies. The United Nations proclaimed 2022 as the International Year of Sustainable Mountain Development to increase awareness of its importance and to contribute to the achievement of the Sustainable Development Goals (SDGs). That same year also marked the 20th anniversary from the first International Year ever devoted to mountains as well as the 20th anniversary of the Mountain Partnership. UNWTO and the Mountain Partnership have been long collaborating to advance the contribution the tourism sector can make to the achievement of the 2030 Agenda and the 17 SDGs. This study is a follow-up to the 2021 joint UNWTO/FAO publication Mountain Tourism – Towards a More Sustainable Path. It will enhance our understanding of tourism in mountains and the need to improve not only how we measure its volume, but also its full economic, social and environmental impacts, to ensure a more sustainable, resilient, accessible and inclusive development of mountain tourism that leaves no one behind.
