Book excerpt: With the White Paper on the Future of Europe, the European Commission had launched a debate on fundamental reforms of the Union structures in 2017. A total of five reform scenarios ranged from a reduction and focusing of the Union’s competences to increased integration in the sense of a United States of Europe. However, the White Paper did not have any consequences; none of the reform scenarios presented was implemented. However, current global challenges in the areas of health, climate change and energy resources as well as the shift in the global balance of power and related security issues demonstrate the increasing importance of a strong and united Europe. The idea of an “ever closer union”, as laid down in the preamble of the 1992 EU Treaty, could experience a renaissance. Against this background, the 13th Network Europe Conference addressed the importance of the integration project in times of global crises and the challenges in various policy areas, as well as the EU’s relations with its eastern and southern neighbors and its role vis-à-vis global actors such as China and Russia. This publication contains the conference contributions.

Available in PDF, EPUB and Kindle. Book excerpt: “Blockchains will matter crucially; this book, beautifully and clearly written for a wide audience, powerfully demonstrates how.” —Lawrence Lessig “Attempts to do for blockchain what the likes of Lawrence Lessig and Tim Wu did for the Internet and cyberspace—explain how a new technology will upend the current legal and social order... Blockchain and the Law is not just a theoretical guide. It’s also a moral one.” —Fortune Bitcoin has been hailed as an Internet marvel and decried as the preferred transaction vehicle for criminals. It has left nearly everyone without a computer science degree confused: how do you “mine” money from ones and zeros? The answer lies in a technology called blockchain. A general-purpose tool for creating secure, decentralized, peer-to-peer applications, blockchain technology has been compared to the Internet in both form and impact. Blockchains are being used to create “smart contracts,” to expedite payments, to make financial instruments, to organize the exchange of data and information, and to facilitate interactions between humans and machines. But by cutting out the middlemen, they run the risk of undermining governmental authorities’ ability to supervise activities in banking, commerce, and the law. As this essential book makes clear, the technology cannot be harnessed productively without new rules and new approaches to legal thinking. “If you...don’t ‘get’ crypto, this is the book-length treatment for you.” —Tyler Cowen, Marginal Revolution “De Filippi and Wright stress that because blockchain is essentially autonomous, it is inflexible, which leaves it vulnerable, once it has been set in motion, to the sort of unforeseen consequences that laws and regulations are best able to address.” —James Ryerson, New York Times Book Review

Book excerpt: This book employs a variety of economic and philosophical methodologies in order to discover the philosophical implications of creative destruction, competition regulation, and the role that businesses or market agents play. Instead of discussing these relations in a purely abstract manner, Schneider uses Uber to illuminate important matters in economic and philosophical thought. Schneider tells the following story: While creative destruction and disruptive innovation change the entrepreneurial landscape, regulation--especially the regulation of sectorial markets and competition regulation— delay this change or even bring it to a halt. Uber, as an agent in the market, is not just an object moved by these two opposing forces. Rather, it plays an active role, first as an agent of creative destruction and then in championing regulations on its own terms.

Book excerpt: Sleep is a fundamental physiological feature experienced by all known mammalian, and most non-mammalian, species. Underscoring its importance is the wide array of neural and cellular processes that have evolved to govern when and how it occurs, its duration, sequence of phases, and the influence it exerts on numerous other brain functions. This book takes up the growing prevalence of sleep disorders affecting these processes and the panorama of pharmaceutical tools that have evolved for their medical care. Its wide-ranging discussion promises not only recent updates on their clinical management but a contemporary window into sleep’s cross-cutting relevance for the many neurological dysfunctions now known to associate with sleep disturbances.

Book excerpt: A simple, powerful idea that's reinventing the way smart, adaptive companies do business. Most businesses follow the same basic formula: create a product or service, sell it, and collect money. What Lisa Gansky calls "Mesh" businesses throw this model out the window. Instead, these companies use social media, wireless networks, and data crunched from every available source to provide people with goods and services at the exact moment they need them, without the burden and expense of owning them outright. The Mesh gives companies a better understanding of what customers really want. Already, hundreds of successful Mesh companies are redefining how we interact with the people, goods, and services in our lives. These businesses are easier to start and spreading like wildfire, from bike sharing and home exchanges to peer-to-peer lending, energy cooperatives, and open source design. Consider: • ZipCar profits from streamlined car sharing • Kickstarter connects artists with funding from enthusiastic supporters • Music Gym makes finding a recording studio as easy as joining a gym The Mesh reveals the next wave of information-enabled commerce, showing readers how to plug in and profit.

It avoids the isolated manner of analyzing evidence and proof within each Common Law and Civil Law tradition. Instead, it features contributions from leading authors in the evidentiary field from a variety of jurisdictions and offers an overview of essential topics that are of both theoretical and practical interest. The collection examines evidence not only as a transnational field, but in a cross-disciplinary context. Each chapter engages with the interdisciplinary themes cutting through the issues discussed, benefiting from the expertise and experience of their diverse authors.

Retaining its interdisciplinary focus which combines theory with practice, this new edition illustrates the contribution of One Health collaborations to real-world issues such as sanitation, economics, food security and vaccination programmes. It includes more non-infectious disease issues and climate change discussion alongside revised case studies and expanded methodology chapters to draw out implications for practice. Promoting an action-based, solutions-oriented approach, One Health: The Theory and Practice of Integrated Health Approaches highlights the lessons learned for both human and animal health professionals and students.

Book excerpt: While copyright law is ordinarily thought to consist primarily of exclusive rights, the regime's various exemptions and immunities from liability for copyright infringement form an integral part of its functioning, and serve to balance copyright's grant of a private benefit to authors/creators with the broader public interest. With contributors from all over the world, this handbook offers a systematic, thorough study of copyright limitations and exceptions adopted in major jurisdictions, including the United States, the European Union, and China. In addition to providing justifications for these limitations, the chapters compare differences and similarities that exist in major jurisdictions and offer suggestions about how to improve the enforcement of copyright limitations domestically and globally. This work should appeal to scholars, policymakers, attorneys, teachers, judges, and students with an interest in the theories, policies, and doctrines of copyright law.

Available in PDF, EPUB and Kindle. Book excerpt: Most coding theory experts date the origin of the subject with the 1948 publication of A Mathematical Theory of Communication by Claude Shannon. Since then, coding theory has grown into a discipline with many practical applications (antennas, networks, memories), requiring various mathematical techniques, from commutative algebra, to semi-definite programming, to algebraic geometry. Most topics covered in the Concise Encyclopedia of Coding Theory are presented in short sections at an introductory level and progress from basic to advanced level, with definitions, examples, and many references. The book is divided into three parts: Part I fundamentals: cyclic codes, skew cyclic codes, quasi-cyclic codes, self-dual codes, codes and designs, codes over rings, convolutional codes, performance bounds Part II families: AG codes, group algebra codes, few-weight codes, Boolean function codes, codes over graphs Part III applications: alternative metrics, algorithmic techniques, interpolation decoding, pseudo-random sequences, lattices, quantum coding, space-time codes, network coding, distributed storage, secret-sharing, and code-based-cryptography. Features Suitable for students and researchers in a wide range of mathematical disciplines Contains many examples and references Most topics take the reader to the frontiers of research
