Available in PDF, EPUB and Kindle. Book excerpt: Poverty reduction in South Asia is a precondition for sustaining any form of reforms in governance. The new public management reforms which started in South Asia from Sri Lanka taking the initiative in 1977–78 have been a decisive break from the previously practised State driven protectionist system. Investment in the region has been rising and even per capita income has shown some increase, yet the state has not been able to lead these reforms appropriately and efficiently. Thus poverty has not been reduced, ordinary people continue to languish under government programmes and the socially excluded remain outside the mainstream decision making bodies. Governance in South Asia faces the single most important challenge of poverty reduction which continues to blunt and disfigure capacity, self esteem and service delivery system to the poor. This book attempts to bring out microlevel studies from many regions in South Asia to address issues of entrepreneurship, knowledge and professionalism. As an initiator of the idea on developing a critique to the straightjacketed ‘best practice’ research, this book questions the standard practice in evaluating administrative reforms as not being the true base for knowledge. Administrators need to balance capacity and control in every implementation programme. Confining to the knowledge of ‘best practices’ may conceal enormous amount of information from the ‘less than best’ practices which may be necessary to sustain good initiatives of public managers. This book highlights areas of active networking, partnerships and collaborations amongst state and non-state bodies, NGOs and specialist Science and Technical Organizations. The true nature of governance is explained and demonstrated through the processes which otherwise pass off undetected in macro-understanding of governance.

Book excerpt: Asian economic development and environmental consequences are not only crucial for the wellbeing of the people, but are of great relevance for the global economy. The ongoing intense debate on carbon emission mitigating strategies for reducing the impact of environmental consequences has undermined the principle of equity and put a question mark on the sustainability of the development process of the most dynamic Asian economies. This volume explores fresh perspectives on the issues of wellbeing, Asian economic development and environmental concerns. The book is organised along six themes: issues in sustainability of Asian agriculture; ecological concerns in theory and practice; core themes in economic development; resource management and policy alternatives; discrimination and socio-economic equity in development; and peasant distress and sustainability of cotton economy. The articles are based on unique quantitative data and a rigorous analytical framework for examining policies for an equitable economic and environmental international regime.

Book excerpt: Based on 30 years of research and analysis, this definitive book is a profound, multi-layered, and historical analysis of the nature and role of the Pakistan army in the country's polity as well as its turbulent relationship with the United States. Shuja Nawaz examines the army and Pakistan in both peace and war. Using many hitherto unpublished materials from the archives of the United States, the United Kingdom, and the General Headquarters of the Pakistan Army, as well as interviews with key military and political figures in Pakistan and the United States, he sheds light not only on the Pakistan Army and its US connections but also on Pakistan as a key Muslim country in one of the world's toughest neighborhoods. In doing so, he lays bare key facts about Pakistan's numerous wars with India and its many rounds of political musical chairs, as well as the Kargil conflict of 1999. He then draws lessons from this history that may help Pakistan end its wars within and create a stabler political entity. Visit http://www.shujanawaz.com for more information about Shuja Nawaz.

Book excerpt: This volume uses cutting-edge theory and empirical analysis of channels of international interaction to build new knowledge about strategies of entrepreneurs, domestic and multinational firms, governments, and international organizations facing increasing globalization. The ongoing process of globalization implies the continuing expansion and intensification of economic, political, social, cultural and judicial relations across borders. It is furthered by reductions in transportation and communication costs, the rise of new information technologies, such as the internet, and liberalizations in the markets for goods, services, labor, capital, and technology. Globalization presents new opportunities to some, but risks and threats to others. The volume presents new research and findings by leading scholars on international trade, labor markets, financial markets, economic integration, political science, law, management, the humanities, developing countries, and international relations.

Book excerpt: The China Pakistan Economic Corridor (CPEC) is a flagship program of China’s ‘One Belt One Road’ initiative, created to boost economic cooperation between China and Pakistan with significant political and economic implications in the region. This book looks at critical issues when developing capabilities of cross-cultural management, adaptation and adjustment through cross-cultural understanding and network building from the CPEC case study. The book highlights the importance of acculturation experience, cross-cultural networking, networking behaviour (guanxi vs. hawala), and factors influencing cross-cultural adjustment, which would enhance the overall performance of ‘One Belt One Road’ projects in general. It looks at how the Chinese and Pakistani employees' national cultures affect their behaviour while working on the CPEC projects. The book offers insights into what cross-cultural adjustments are effective in creating improved individual and organizational performance. In an increasingly globalized world in which the practice of working with people from multiple cultural background is more of a norm, this book will be a useful reference for those who are interested to achieve success in multi-cultural settings.

It is free to read at Oxford Scholarship Online and offered as a free PDF download from OUP and selected open access locations. Detailed analyses of poverty and wellbeing in developing countries, based on household surveys, have been ongoing for more than three decades. The large majority of developing countries now regularly conduct a variety of household surveys, and the information base in developing countries with respect to poverty and wellbeing has improved dramatically. Nevertheless, appropriate measurement of poverty remains complex and controversial. This is particularly true in developing countries where (i) the stakes with respect to poverty reduction are high; (ii) the determinants of living standards are often volatile; and (iii) related information bases, while much improved, are often characterized by significant non-sample error. It also remains, to a surprisingly high degree, an activity undertaken by technical assistance personnel and consultants based in developed countries. This book seeks to enhance the transparency, replicability, and comparability of existing practice. In so doing, it also aims to significantly lower the barriers to entry to the conduct of rigorous poverty measurement and increase the participation of analysts from developing countries in their own poverty assessments. The book focuses on two domains: the measurement of absolute consumption poverty and a first order dominance approach to multidimensional welfare analysis. In each domain, it provides a series of flexible computer codes designed to facilitate analysis by allowing the analyst to start from a flexible and known base. The book volume covers the theoretical grounding for the code streams provided, a chapter on 'estimation in practice', a series of 11 case studies where the code streams are operationalized, as well as a synthesis, an extension to inequality, and a look forward.

This book deals with three questions: What have been the trends of inequality in Asia and the Pacific? What are the key drivers of rising inequality in the region? How should Asian countries respond to the rising inequality? Technological change, globalization, and market-oriented reform have been the key drivers of Asia’s remarkable growth and poverty reduction, but they have also had significant distribution consequences. These three drivers of growth cannot be hindered because they are the sources of productivity improvement and betterment of quality of life. This book will be useful to those interested in policy options that could be deployed by Asian countries in confronting rising inequality.

Available in PDF, EPUB and Kindle. Book excerpt: World Bank Technical Paper 244. This report on the experiences of several Pacific island nations indicates that in remote villages, solar photovoltaic (PV) technologies are supplying reliable power at costs lower than those of the more commonly used diesel systems. Although the supply of electricity to households is limited, PV does provide isolated peoples with access to light and to information through television and VCRs. The study shows that the success of these programs depends not only on the technology itself but on personnel training, good fee collection systems, and careful financial management. Where managerial and technical expertise was lacking, maintenance by local, cooperatively owned utilites proved to be the best option. The authors present a case study from Tuvalu, where the solar PV system exemplifies the program's effectiveness in serving remote areas. The successful Tuvalu Solar Electric Cooperative Society (TSECS), formed in 1984, has been maintained by a well-trained technical staff with local and visiting technicians. It has also benefited from fee collection through an outside agency that prevents diversion of funds to other projects, local user committees to communicate with the utility, and an exclusive focus on PV systems. Environmentally attractive at both the global and local levels, PV solar technology appears highly promising for small-scale applications in developing countries.
