Book excerpt: The Defense Science Board (DSB) Task Force on Tactics and Technology for 21st Century Military Superiority was formed by the Office of the Secretary of Defense to explore new concepts for making a relatively small and rapidly deployable force capable for accomplishing missions that would otherwise require a large, massed force. As part of the concept development phase of the study, the DSB identified two different means of achieving a capable small dispersed force. The first concept represents an evolutionary change from current small forces, such as the division ready brigade (DRB) of the 82nd Airborne. Here the force is envisioned to remain a small, mostly self-contained unit such as a DRB, but it is given the mission and capability of a larger unit such as a division. This may be accomplished by augmenting many of a DRB's current components with advanced RSTA, C2, and weapon systems, much as envisioned in the Rapid Force Projection Initiative (RFPI) and the U.S. Army's Force XXI concept. The DSB builds on these concepts by emphasizing joint nonorganic or 'external' RSTA and fire support system technologies. The second DSB concept is more revolutionary, removing the notion of an area control by ground forces almost entirely. Here, long-range fires are called by small, virtually independent dismounted teams moving around the region. This concept is close to that espoused in the USMC Sea Dragon proposal. The DSB concept builds on Sea Dragon by extending it to include a larger range of external RSTA and weapons and possibly giving it a more substantial level of team mobility. While our simulation effort focuses on the first concept, the two have many aspects in common, and some merging of ideas is expected. Book excerpt: This report from the Defense Science Board, issued in January 2014 and widely reported in the media, discusses the difficulty of detecting secret nuclear weapons activity and recommends improvements of nuclear monitoring and verification technologies. A relatively straightforward, albeit technically rich, charge was given to this Task Force to assess technologies in support of future arms control and nonproliferation treaties and agreements. The Task Force, however, quickly realized that addressing this charge alone would be of limited value without considering a broader context for nuclear proliferation into the foreseeable future. That realization resulted from a number of factors which included: * Accounts of rogue state actions and their potential cascading effects; * The impact of advancing technologies relevant to nuclear weapons development; * The growing evidence of networks of cooperation among countries that would otherwise have little reason to do so; * The implications of U.S. policy statements to reduce the importance of nuclear weapons in international affairs, accompanied by further reductions in numbers, which are leading some longtime allies and partners to entertain development of their own arsenals; * The wide range of motivations, capabilities, and approaches that each potential proliferator introduces. In such a context, the technical approach for monitoring cannot continue to derive only from treaty and agreement dictates for "point" compliance to the numbers and types formally agreed upon and geographically bounded. Proliferation in this future context is a continuous process for which persistent surveillance tailored to the environment of concern is needed. This leads to the need for a paradigm shift in which the boundaries are blurred between monitoring for compliance and monitoring for proliferation, between cooperative and unilateral measures. Monitoring will need to be continuous, adaptive, and continuously tested for its effectiveness against an array of differing, creative and adaptive proliferators. The Task Force therefore took a step back to create a comprehensive monitoring framework and to propose both improvements to existing tools and capabilities, as well as new approaches and dimensions to traditional monitoring means. Actions are recommended not only for DoD, but also for agencies in the larger national security community, that co-sponsored the study and for which DoD serves both supporting and supported roles.

This DSB Task Force was charged to make recommendations for implementing an information architecture that would enhance combat operations by providing commanders and forces at all levels with required information display for assimilation. The Task Force was instructed to focus on information support to the theater or joint task force commander in preparation for and during combat operations. The global security environment provided the background for understanding the information needs of warfighting commanders in scenarios likely to occur in the coming decade. Based upon this environment, the Task Force assessed four aspects of information architecture for the battlefield: the use of information in warfare; the use of information warfare, both offensive and defensive; the business practices of the Department of Defense (DoD) in acquiring and using battlefield information systems; and the underlying technology required to deveop and implement these systems. This report provides detailed analysis and supporting rationale for the finding and recommendations of the Task Force. Some of the finding include that: the warfighter must be an informed customer, with an integral role in the determination of the operational output (specification of requirements), acquisition, and implementation of information systems; warfighters require flexible information systems that can be readily and rapidly adapted and/or altered to accomplish different missions; DoD information systems are highly vulnerable to information warfare, but so are those of potential adversaries; and the DoD can greatly leverage limited DoD resources by exploiting available commercial practices and technology plus “buying into” commercial practices.
