Book excerpt: This book addresses critical topics and unanswered questions on the contemporary state of Qatar. Drawing together a unique combination of authors that have researched the Gulf Cooperation Council (GCC) in general, and the state of Qatar specifically, each author provides an in-depth empirical analysis of Qatar’s current social, political, and economic landscape against a historically informed backdrop. Cognizant of its rapid state of flux, the contributors collectively provide a comprehensive overview of the intersection of these respective areas, delving into the historical creation of Qatar as a state, its politics and systems of governance, its economic strata and reliance on natural resources, its society and national identity, its new and thriving sports culture, and, most topically, matters of diplomacy, the 2017 blockade, and its armed forces. Owing to the contributors’ invaluable firsthand experience and knowledge of Qatar, this book provides valuable insights into this nation, at once old and new, and its intertwined trajectories in its socio-political and economic positionality within the region. This book is an invaluable resource for students and scholars researching the Middle East generally, and the Gulf, specifically, with interests in topics such as politics and international relations, political economy and foreign policy, development, sources of social change, societal activism, popular culture, and the various elements of identity.

Book excerpt: This PEFA assessment provides a snapshot of the country’s PFM system performance in order to support the government in defining PFM reform priorities. The previous assessment was conducted in 2015, therefore the current assessment follows after the recommended time period between the two assessments. Furthermore, the scope and objectives of the reforms initiated and implemented in the intervening period makes tracking the change in the PFM system needed and meaningful. The assessment was conducted by the International Monetary Fund and the World Bank, with the Ministry of Finance and other relevant country institutions being the primary beneficiaries of the assessment.

Available in PDF, EPUB and Kindle. Book excerpt: Urban planning as a discipline is deeply integral to implementing a low-carbon future. This book fosters an understanding for how the rules-in-use that govern urban planning influence the ability to implement low-carbon development patterns. Drawing on the theoretical foundations of the climate governance and urban planning literatures, the book provides a context to understand plan implementation challenges and obstacles in metropolitan areas. As metropolitan regions across the globe seek to reduce emissions from transportation, many levels of governments have developed ambitious climate action plans that make land use and transportation recommendations in order to reduce vehicle miles traveled. Many have recommended low-carbon development patterns which are characterized by intensified and diversified uses around rapid transit stations. However, the implementation of these recommendations is done within the context of different "rules-in-use" unique to the planning systems in each metropolitan region. The book examines the rules-in-use in three metropolitan regions of similar demographic size: the Metro Vancouver, Puget Sound, and the Stuttgart regions. By examining the implementation of low-carbon development patterns, the book focuses on growth management related questions about how to coordinate transit investments with land use decisions in metropolitan regions. The book finds that state legislation that deals with metropolitan planning and regional growth strategies can greatly aid in creating accountability among actors as well as provide a road map to navigate conflicts when implementing low-carbon development patterns. By focusing on the rules-in-use, the book is of interest to policy-makers, planners, advocates, and researchers who wish to assess and improve the odds of implementing low-carbon development patterns in a metropolitan region.

Book excerpt: Post-Rational Planning confronts today’s threats to truth, particularly after recent news events that present alternative facts and media smear campaigns, often described as post-truth politics. At the same time, it appreciates critical tensions: between rationality (prized by planners and other policy professionals) and desires for positive, socially just outcomes. Rather than abandoning quests for truth, this book provides planners, policy professionals, and students with tools for better responding to debates over truth. Post-Rational Planning examines planners’ unease with emotion and politics, advocating for more scholarship and practice capable of unpacking uses of rhetoric and framing to support or counter key planning decisions impacting social justice. This includes learning from recent works engaging with rhetoric, narrative construction, and framing in planning, while introducing other valuable concepts from disciplines like psychology, including confirmation bias; identity-protective cognition; from marketing and adult education. Each chapter sheds new light on a specific topic requiring a response through post-rational practice. It starts with recent research findings, then demonstrates them with case examples, enabling their use in classroom and practice settings. Each chapter ends by summarizing key lessons in "Take-aways for Practice," better enabling readers of all levels to synthesize and use key ideas.

Book excerpt: After the Floods tells the dramatic story of a small town grappling with environmental risk in the aftermath of two devastating "thousand-year floods." When the waters had receded, Ellicott City found itself facing difficult questions: What can we know about future risks to our communities? What is the meaning of place and history when preservation goals come into conflict with flood protection? What should we protect? Who gets to speak for the community? In Ellicott City's search for answers, we can find important lessons for other small communities that must begin preparing for future climate risks.

This book was released on 2020-11-11 with total page 388 pages. Available in PDF, EPUB and Kindle. Book excerpt: TERI Energy & Environment Data Diary and Yearbook (TEDDY) is an annual publication brought out by TERI since 1986. It is the only comprehensive energy and environment yearbook in India that provides updated information on the energy supply sectors (coal and lignite, petroleum and natural gas, power, and renewable energy sources), energy demand sectors (agriculture, industry, transport, household, buildings), and environment (local and global). Additionally, the publication reviews government policies and analyses latest policy discourses that have implications on India’s energy and environment sector. TEDDY 2018/19 gives an account of India’s commercial energy balances, extensively covering energy flows within different sectors of the economy and how they have been changing over time. These energy balances and conversion factors are a valuable reference for researchers, scholars, and organizations engaged in energy and related sectors. After the introductory chapter, TEDDY 2018/19 is divided into three sections—Energy Supply, Energy Demand, and Local and Global Environment. One of the main highlights of TEDDY 2018/19 is the addition of a new chapter—Buildings—under Energy Demand section. This chapter gives an in-depth analysis of India’s energy consumption by the buildings sector, and highlights the role of energy efficiency in buildings from the perspectives of both economy and environment. The thirty-fourth edition of TEDDY continues to remain less prose intensive with inclusion of more data, represented with the help of infographics, thus making the publication an authentic and interesting read. TEDDY 2018/19 also features a section on interlinkages of SDGs with energy and environment. Key Features: • Provides a review of government policies, programmes and initiatives that have implications for the petroleum and natural gas sector and the Indian economy • New chapters on Air Pollution, Solid Waste Management, Water Resource Management, and Land and Forest Resource Management • Exhaustive data from energy supply, energy demand, and local and global environment sectors Contents: Energy and environment: an overview Energy supply: Coal and lignite • Petroleum and natural gas • Power • Renewable energy Energy demand: Agriculture • Industry • Transport • Household energy • Buildings Local and global environment: Air quality and pollution • Solid waste management • Water resource management • Land and forest resource management • Climate change

Book excerpt: This book draws on a wide range of conceptual and empirical materials to identify and examine planning and policy approaches that move beyond the imperative of perpetual economic growth. It sketches out a path towards planning theories and practices that can break the cyclical process of urban expansion, crises, and recovery that negatively affect ecosystems and human lives. To reduce the dramatic social and environmental impact of urbanization, this book offers both a critique of growth-led urban development and a prefiguration of ecologically regenerative and socially just ways of organizing cities and regions. It uncovers emerging possibilities for post-growth planning in the fields of collective housing, mobility, urban commoning, ecological land-use, urban–rural symbiosis, and alternative planning worldviews. It provides a toolkit of concepts and real-life examples for urban scholars, urbanists, activists, architects, and designers seeking to make cities prosper within planetary boundaries. This book speaks to both experts and beginners in post-growth thinking. It concludes with a manifesto and glossary of key terms for urban scholars, students, and practitioners.
