Poor quality fertilizer – whether perceived or real – is often cited as a reason for low adoption rates. In Ghana, for example, there are widespread but often unsubstantiated claims of substandard fertilizers. This is a concern for farmers with limited purchasing power and without the means to independently substantiate the quality of agricultural inputs. This paper describes the agricultural input sector in Ghana, compares farmers’ perception of fertilizer quality with those of input dealers, and analyses chemical tests of fertilizers performed in a laboratory. The fertilizers were sampled from selected districts participating in the Planting for Food and Jobs initiative, a large-scale farm input subsidy program. We find that input dealers and farmers are somewhat suspicious of the quality of commercially supplied and government subsidized fertilizers. However, the true quality measures based on laboratory testing of fertilizers sold in agricultural input shops were found to largely meet the labeled chemical composition.

Although this paper relies on the most recent and spatially disaggregated data (which is a major improvement with respect to agricultural statistics of the country), the proposed typologies cannot uncover all bottlenecks hindering the development of agricultural value chains in the region.

It extends and updates the initial results of modeling undertaken by the International Food Policy Research Institute to assess the short-run impacts of COVID-19 control measures on the Malawian economy. We also consider the short-run effects of external shocks associated with disruptions in trade and tourism, investment, and remittance flows on the Malawian economy, as well as two medium-term paths assuming either faster or slower recovery during the remainder of 2020 and 2021. Using a Social Accounting Matrix multiplier model, we estimate GDP declines by around 16.5 percent during April/May 2020 due to social distancing measures. This leads to around 1.6 million people, mainly in rural areas, temporarily falling into poverty, although urban households suffer the largest income losses. We also model the impact of a faster and a slower lifting of restrictions and external shocks during the remainder of 2020 and 2021. With faster easing of restrictions, cumulative GDP gains turn positive by the third quarter of 2021 under the fast recovery scenario and exceed their pre-COVID-19 levels by US$178 million before the end of 2021. However, under the slow recovery scenario, Malawi’s GDP continues to decline until the end of 2020 before recovering during quarters 1 and 4 of 2021. However, this is not sufficient to wipe out the losses in quarters 2 to 4 of 2020, resulting in cumulative losses under the slow recovery scenario of US$332 million over the two years. Relative to the without COVID-19 scenario, US$937 million of GDP is lost under the fast recovery scenario and US$1,447 million under the slow recovery one. As both the development of the COVID-19 pandemic and the economic situation in Malawi are highly uncertain at the present time, the results reported in this paper should be regarded as interim estimates, which are subject to revision as the underlying health and economic data change.

Book excerpt: It is widely recognized that periods of crisis affect men and women differently, mediated by their access to resources and information, as well as social and institutional structures that may systematically disadvantage women from being able to access relief, institutional support, and rehabilitation. To capture the gendered impacts of the COVID-19 pandemic and lockdowns, we conducted phone surveys in seven countries spread across Asia and Africa. The study was designed as a longitudinal panel study with five rounds of data collection in Ghana, Nepal, Nigeria, and Senegal, and three rounds of data collection in Kenya, Niger, and Uganda. Both men and women were administered the same survey, with some modifications made across countries to adapt to local contexts. This report gives an overview of our findings covering several topics including income loss, coping strategies, labor and time use, food and water insecurity and child education outcomes. We find widespread reports of income loss, which declined over time, but increased again as countries experienced a resurgence in COVID-19 cases and fatality. We find that households first depleted savings when faced with income loss and over time, use of savings reduced while other measures began to be adopted. Women reported greater food and water insecurity compared to men, including worrying about insufficient food and eating less than usual. This is particularly worrying since a large proportion of women also did not have adequately diverse diets. Moderate to severe water insecurity was reported in many of the countries, and as with food insecurity, women were more likely to report issues with accessing water for drinking and other household activities. In some countries, additional modules were added to capture country specific issues of policy relevance, such agriculture extension, mental health, and child marriage. The results make it clear that proactive investments will be needed, including social safety nets, favorable credit policies, nutrition and water investments, to ensure that the crisis does not further widen the gender gap in resources and achievements in rural areas of low- and middle-income countries.
