Book excerpt: On April 3, 2008, the Sec. of Commerce announced significant changes to how the Census Bureau would conduct non-response follow-up, in which census workers interview households that do not return census forms for the 2010 decennial census, and to its Field Data Collection Automation (FDCA) contract. The Bureau has since issued a redesigned plan to conduct a paper-based follow-up operation, a 2010 Census project schedule, and is working on revising the FDCA contract. These are major changes late in the decennial census cycle. This testimony discusses: (1) the Bureau¿s plans for conducting a paper-based non-response follow-up operation; (2) mgmt. of the FDCA contract and its latest cost estimate; and (3) the status of the 2010 project schedule.

Book excerpt: On April 3, 2008, the Secretary of Commerce announced significant changes to how the Census Bureau (Bureau) would conduct nonresponse follow-up, its largest field operation, in which census workers interview households that do not return initial census forms for the 2010 decennial census, and to its Field Data Collection Automation (FDCA) contract. The Bureau has since issued a redesigned plan to conduct a paper-based follow-up operation, an integrated 2010 Census project schedule, and is working on revising the FDCA contract. Book excerpt: The Census Bureau has insufficient policies and procedures and inadequately trained staff for conducting high-quality cost estimation for the decennial census. Lacking plans for the development of both non-response follow-up and the management system, the Bureau faces the risk of not having them developed and fully tested in time for the 2010 Census. The Bureau faces long-standing challenges with the nation's linguistic diversity and privacy concerns, which can contribute to the under-counting of some groups. With just over a year remaining until Census Day, uncertainties surround the Bureau's overall readiness for 2010. Illustrations.

Book excerpt: The fed. gov¿t. is the world's largest and most complex entity, with about $3 trillion in outlays in FY 2008. Reports on high-risk areas bring focus to areas needing attention due to their greater vulnerabilities to fraud, waste, abuse, and mismanagement. These reports also identify areas needing transformation to address major economy, efficiency, or effectiveness challenges. This 2009 update presents the status of high-risk areas listed in 2007 and identifies new high-risk areas. Solutions to high-risk problems offer the potential to save billions of dollars, dramatically improve service to the public, strengthen confidence and trust in the performance and accountability of the U.S. gov¿t., and ensure the ability of gov¿t. to deliver on its promises. Book excerpt: An accurate decennial census relies on finding and counting people-- only once--in their usual place of residence, and collecting complete and correct information on them. This is a daunting task as the nation's population is growing steadily larger, more diverse, and according to the U.S. Census Bureau (Bureau), increasingly difficult to find and reluctant to participate in the census. Historically, undercounts have plagued the census and the differential impact on various subpopulations such as minorities and children is particularly problematic. GAO was asked to describe (1) key activities the Bureau plans to use to help reduce the differential undercount and improve participation, (2) the various challenges and opportunities that might affect the Bureau's ability to improve coverage in 2010, and (3) how different population estimates can impact the allocation of federal grant funds. This testimony is based primarily on GAO's issued work in which it evaluated the performance of various Census Bureau operations. The Bureau's strategy for reducing the undercount and improving participation in the 2010 enumeration appears to be comprehensive, integrated, and shaped by the Bureau's experience in the 2000 Census. If implemented as planned, the various activities the Bureau is developing should position the agency to address the undercount. Key operations include building a complete and accurate address list, implementing an Integrated Communications Campaign to increase awareness and encourage participation, and fielding special enumeration programs targeted toward historically undercounted populations. For example, the Bureau develops its address list and maps over the course of a decade using a series of operations that sometimes overlap to ensure all housing units are included. Among other activities, temporary census workers go door to door across the country in an operation called address canvassing to verify addresses. To help find hidden housing units, the Bureau's workers look for clues such as two mailboxes or utility meters that could indicate additional households. Likewise, the Bureau's communications campaign includes paid media, public relations, and partnerships with national and grassroots organizations, among other efforts, some of which will be targeted toward hard-to-count groups. Despite the Bureau's ambitious plans, a number of challenges and uncertainties remain. For example, the performance of the handheld computers that is critical to address canvassing has technical shortcomings, while the communications campaign faces the historical challenge of converting awareness of the census to an actual response. Further, success will depend in large part on the extent to which the various operations (1) start and finish on schedule, (2) are implemented in the proper sequence, (3) are adequately tested and refined, and (4) receive appropriate staffing and funding. It will also be important for the Bureau to have a real-time monitoring capability to track the progress of the enumeration, target its resources to where they are most needed, and to quickly respond to various contingencies that could jeopardize the accuracy or cost of the count. Our past work indicates that the accuracy of state and local population estimates may have an effect, though modest, on the allocation of grant funds among the states. Many of the formulas used to allocate grant funds rely upon measures of the population, often in combination with other factors. For example, we analyzed the sensitivity of Social Services Block Grants (SSBG) to alternative population estimates, rather than the actual census. We selected SSBG for our analysis because the formula, which was based solely on population, and the resulting funding allocations were particularly sensitive to alternative population estimates. Based on our simulation of the funding formula, 27 states and the District of Columbia would have gained $4.2 million and 23 states would have lost $4.2 million of the $1.7 billion in 2004 SSBG funding.

Book excerpt: Although the U.S. Census Bureau generally completed the field data collection phase of the 2010 Census consistent with its operational plans, at $13 billion, 2010 was the costliest census in the nation's history. Moving forward, it will be important to both refine existing operations as well as to address long-standing issues such as securing participation and escalating costs. This report reviews: (1) the conduct of non-response follow-up, where enumerators collect data from households that did not return their census forms; (2) the implementation of other field operations critical to a complete count; and (3) potential re-examination areas that could help produce a more cost-effective 2020 Census. Book excerpt: "In March 2008, GAO designated the 2010 Census a high-risk area in part because of information technology (IT) shortcomings and uncertainty over the ultimate cost of the census, now estimated at around $15 billion. The U.S. Census Bureau (Bureau) has since made improvements to various IT systems and taken other steps to mitigate the risks to a successful census. However, last year, GAO noted that a number of challenges and uncertainties remained, and much work remained to be completed under very tight time frames. As requested, this testimony provides an update on the Bureau's readiness for an effective headcount, covering (1) the reliability of key IT systems; (2) a broad range of activities critical to an effective headcount, some of which were problematic in either earlier 2010 operations or in the 2000 Census, and (3) the quality of the Bureau's cost estimates. The testimony is based on previously issued and ongoing GAO work."

Book excerpt: At the request of the U.S. Census Bureau, the National Research Council's Committee on National Statistics established the Panel on Research on Future Census Methods to review the early planning process for the 2010 census. This new report documents the panel's strong support for the major aims of the Census Bureau's emerging plan for 2010. At the same time, it notes the considerable challenges that must be overcome if the bureau's innovations are to be successful. The panel agrees with the Census Bureau that implementation of the American Community Survey and, with it, the separation of the long form from the census process are excellent concepts. Moreover, it concurs that the critically important Master Address File and TIGER geographic systems are in dire need of comprehensive updating and that new technologies have the potential to improve the accuracy of the count. The report identifies the risks and rewards of these and other components of the Census Bureau's plan. The report emphasizes the need for the bureau to link its research and evaluation efforts much more closely to operational planning and the importance of funding for a comprehensive and rigorous testing program before 2010.

Book excerpt: In 2007, the U.S. Census Bureau estimated the 2010 Census would cost $11.5 billion, including $3 billion on automation and technology. At a March hearing, the Dept. of Commerce stated that the Field Data Collection Automation program was likely to incur significant cost overruns and announced a redesign effort. At that time, the 2010 Decennial Census was designated as high risk, citing long-standing concerns in managing information technology (IT) investments and uncertain costs and operations. This testimony describes the implications of redesign for: (1) dress rehearsal and decennial operations; (2) IT acquisitions management; and (3) Decennial Census costs. Includes recommendations. Charts and graphs.
