This book was released on 2012-03-13 with total page 100 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is the thirty-fourth report on senior salaries with the remit of providing independent advice to the Prime Minister, the Lord Chancellor, the Secretary of State for Defence and the Secretary of State for Health on the remuneration of holders of judicial office; senior civil servants; senior officers of the armed forces; very senior managers in the NHS; and other such public appointments. However it covers the second year of the Government's pay freeze for public sector workers paid over £21,000 a year. Therefore, no recommendations for the relevant remit groups could be made. The Review Body report concentrates accordingly on any evidence about recruitment, retention or motiviation, and sets out its views on changes it would like to see in the pay and performance management systems for the remit groups, systems which are nearly all currently under review.

Book excerpt: This book is a critical account of the history, evolution and challenges of higher education in mainland China, Taiwan and Hong Kong, with important reflections on other systems, notably those in the US, UK, Korea and Japan. In addition to hardware and software, it introduces the concept of "Soulware" in global higher education and analyses its importance for internationalization and the pursuit of excellence. In an age where robots and artificial intelligence are impacting our jobs and our daily lives, its critical analysis and insightful reflections provide considerable value for a range of global stakeholders interested in higher education reform to nurture talent and promote innovation to prepare students for an unpredictable future. "Professor Kuo’s perspective provides considerable value for a range of global stakeholders both in the east and the west. As American universities awake to the realization that the demand for higher education is an increasingly global phenomena, his contribution could not be more timely." Mike Crow, PhD President, Arizona State University "Way Kuo advances a powerful historical argument for the means to achieve excellence in Asian universities. His recipe is bold leadership, combining excellence in teaching and research, and embracing the lessons of western university successes and failures. A superb combination of history and forward thinking." Michael Kotlikoff, VMD, PhD Provost, Cornell University "Way’s book is not just about the past or the present. Rather, it offers useful insights into the future. In an age where robots and artificial intelligence are impacting our jobs and our daily lives, he introduces the concept of “soulware” and analyzes its importance for higher education." G. P. “Bud” Peterson, PhD President, Georgia Institute of Technology "Differing from their Western counterparts, Chinese universities will demonstrate their own cultural characteristics. In this regard, Professor Kuo’s book offers us many valuable insights." Yong Qiu, PhD President, Tsinghua University, Beijing "Wisdom is the ultimate goal of higher education. It is the illumination of that wisdom among audiences, English-speaking or Chinese-speaking, to which Way Kuo’s book hopes to kindle a spark." Frank H. Shu, PhD President, 2002-06, National Tsing Hua University, Hsinchu, and University Professor Emeritus, University of California, Berkeley and San Diego

Available in PDF, EPUB and Kindle. Book excerpt: America's health care system has become too complex and costly to continue business as usual. Best Care at Lower Cost explains that inefficiencies, an overwhelming amount of data, and other economic and quality barriers hinder progress in improving health and threaten the nation's economic stability and global competitiveness. According to this report, the knowledge and tools exist to put the health system on the right course to achieve continuous improvement and better quality care at a lower cost. The costs of the system's current inefficiency underscore the urgent need for a systemwide transformation. About 30 percent of health spending in 2009-roughly $750 billion-was wasted on unnecessary services, excessive administrative costs, fraud, and other problems. Moreover, inefficiencies cause needless suffering. By one estimate, roughly 75,000 deaths might have been averted in 2005 if every state had delivered care at the quality level of the best performing state. This report states that the way health care providers currently train, practice, and learn new information cannot keep pace with the flood of research discoveries and technological advances. About 75 million Americans have more than one chronic condition, requiring coordination among multiple specialists and therapies, which can increase the potential for miscommunication, misdiagnosis, potentially conflicting interventions, and dangerous drug interactions. Best Care at Lower Cost emphasizes that a better use of data is a critical element of a continuously improving health system, such as mobile technologies and electronic health records that offer significant potential to capture and share health data better. In order for this to occur, the National Coordinator for Health Information Technology, IT developers, and standard-setting organizations should ensure that these systems are robust and interoperable. Clinicians and care organizations should fully adopt these technologies, and patients should be encouraged to use tools, such as personal health information portals, to actively engage in their care. This book is a call to action that will guide health care providers; administrators; caregivers; policy makers; health professionals; federal, state, and local government agencies; private and public health organizations; and educational institutions.

This book was released on 2011-03-21 with total page 96 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is the 33rd report on senior salaries from the Review Body on Senior Salaries. Following the Coalition Government's announcement to tackle the budget deficit, a two-year pay freeze for all public sector workers paid more than £21,000 was put in place. This Review therefore makes no general recommendations for pay increases for the remit groups normally covered by this review, which include senior civil service, military officers and certain senior managers in the NHS. The Review Body though was already engaged in a major review of the judicial pay structure, although implementation of these recommendations for the judiciary may be affected by the overall pay freeze. The Review has set out 10 recommendations, including: that for senior officers in the armed forces the Ministry of Defence should review the performance management and pay system to define the objectives of performance-related pay and whether the existing system can be improved. The other recommendations look at the judiciary. The publication is divided into five chapters, with nine appendices

Available in PDF, EPUB and Kindle. Book excerpt: How are professors paid? Can the "best and brightest" be attracted to the academic profession? With universities facing international competition, which countries compensate their academics best, and which ones lag behind? Paying the Professoriate examines these questions and provides key insights and recommendations into the current state of the academic profession worldwide. Paying the Professoriate is the first comparative analysis of global faculty salaries, remuneration, and terms of employment. Offering an in-depth international comparison of academic salaries in twenty-eight countries across public, private, research, and non-research universities, chapter authors shed light on the conditions and expectations that shape the modern academic profession. The top researchers on the academic profession worldwide analyze common themes, trends, and the impact of these matters on academic quality and research productivity. In a world where higher education capacity is a key driver of national innovation and prosperity, and nations seek to fast-track their economic growth through expansion of higher education systems, policy makers and administrators increasingly seek answers about what actions they should be taking. Paying the Professoriate provides a much needed resource, illuminating the key issues and offering recommendations.

Available in PDF, EPUB and Kindle. Book excerpt: The beauty of science may be pure and eternal, but the practice of science costs money. And scientists, being human, respond to incentives and costs, in money and glory. Choosing a research topic, deciding what papers to write and where to publish them, sticking with a familiar area or going into something new—the payoff may be tenure or a job at a highly ranked university or a prestigious award or a bump in salary. The risk may be not getting any of that. At a time when science is seen as an engine of economic growth, Paula Stephan brings a keen understanding of the ongoing cost-benefit calculations made by individuals and institutions as they compete for resources and reputation. She shows how universities offload risks by increasing the percentage of non-tenure-track faculty, requiring tenured faculty to pay salaries from outside grants, and staffing labs with foreign workers on temporary visas. With funding tight, investigators pursue safe projects rather than less fundable ones with uncertain but potentially path-breaking outcomes. Career prospects in science are increasingly dismal for the young because of ever-lengthening apprenticeships, scarcity of permanent academic positions, and the difficulty of getting funded. Vivid, thorough, and bold, How Economics Shapes Science highlights the growing gap between the haves and have-nots—especially the vast imbalance between the biomedical sciences and physics/engineering—and offers a persuasive vision of a more productive, more creative research system that would lead and benefit the world.
