The study reports public opinion on issues of major importance concerning public schools and K-12 education policy. The Benchmark Survey was conducted in November 2003 and reflects the responses from 1,001 telephone interviews conducted from a random sample of Indiana households. As was the case with the previous two surveys, the Year 3 Survey was conducted in late fall 2005. Results of the Year 3 Survey, the second follow-up survey to the Benchmark Survey, consist of the opinions of 605 completed telephone interviews of a random sample of Indiana households. Book excerpt: The 2006 Public Opinion Survey on Education in Indiana gauged the attitudes and perceptions of a representative sample of Hoosiers on such key educational issues as kindergarten and pre-kindergarten programs, No Child Left Behind and P.L. 221, school funding and taxes, teacher quality, school choice and charter schools, and the achievement gap in the state. This is the fourth consecutive year that the Center for Evaluation & Education Policy (CEEP) at Indiana University Bloomington has conducted the Public Opinion Survey on Education in Indiana. The responses came from a representative survey sample of 612 adult residents including both parents and non-parents. The survey found that, as a whole, Hoosiers continue to hold positive attitudes about public K-12 schools, but non-whites were more likely than whites to give unfavorable ratings. Furthermore, citizens from southern Indiana held the most favorable opinion of the overall quality of schools in Indiana. School funding was an issue for many respondents, but a new question containing information on per-pupil expenditures resulted in lower numbers of residents indicating that funding levels were too low. A total of 82% of respondents in 2006 stated that they would support state funding for voluntary pre-school for at-risk children, compared to 78% in 2005. Concerning kindergarten issues, 75% of citizens supported mandatory kindergarten attendance for students, down from 83% in 2005. Closing the achievement gap is a priority for Hoosiers: 94 percent of respondents indicated that this issue has at least some importance, surpassing the national Gallup / Phi Delta Kappa Poll result of 88 percent. For those 32% expressing positive comments about the direction of public education in their community during the past five years the most frequently cited reasons were better curriculum, more programs, increased competition and more emphasis on results, new or improved facilities and equipment, computers in schools, and teachers doing a better job in the classroom. Those who indicated that schools had declined over the last five years (15 percent) cited an insufficient emphasis on education and students not learning enough, fewer teachers and larger classes, poor discipline and classroom management, inadequate teacher performance and a decline in teacher commitment, and reduced funding for schools. Book excerpt: The purpose of the "Indiana K-12 & School Choice Survey" is to measure public opinion on, and in some cases awareness or knowledge of, a range of K-12 education topics and school choice reforms. The Friedman Foundation for Educational Choice developed this project in partnership with Braun Research, Inc., who conducted the live phone call interviews, collected the survey data, and provided data quality control. This report describes and compares response levels, margins, and intensities for the statewide sample and observed demographic groups. A total of 1,845 telephone interviews were completed from November 11 to December 1, 2015, by means of both landline and cell phone. A randomly selected and statistically representative statewide sample of registered voters in Indiana responded to more than 30 substantive items in live phone interviews. Statistical results have been weighted to correct for known demographic discrepancies. The margin of sampling error for the statewide sample is ł 3.1 percentage points. During field work, an initial statewide sample that included 1,002 interviews with registered voters was established. Researchers then continued phone interviews by oversampling five regions to achieve at least 300 completed interviews for regional subgroups: (1) Indianapolis Metro (n = 400); (2) Northeast (n = 403); (3) Northwest (n = 301); (4) Southeast (n = 300); and (5) Southwest (n = 300). The Friedman Foundation conducted a shorter survey in Indiana five years ago. Comparing results between 2010 and 2015, and saw remarkably similar findings on five common questions. Average voter mood about K-12 education remains negative. Researchers detect some decreased support for general definitions of public charter schools and school vouchers. However, the fundamental message remains the same: Hoosiers in late 2015 were still roughly "twice as likely to be favorable toward these reform concepts rather than opposed". The organization of this paper has two sections. The first section describes key findings and presents charts for additional context. The second section details the survey's methodology, summarizes response statistics, and provides additional technical information on call dispositions for landline and cell phone interviews and weighting.

Yet states and localities have retained a central role in education policy, leading to a growing struggle for control over the direction of the nation's schools. In An Education in Politics, Jesse H. Rhodes explains the uneven development of federal involvement in education. While supporters of expanded federal involvement enjoyed some success in bringing new ideas to the federal policy agenda, Rhodes argues, they also encountered stiff resistance from proponents of local control. Built atop existing decentralized policies, new federal reforms raised difficult questions about which level of government bore ultimate responsibility for improving schools. Rhodes's argument focuses on the role played by civil rights activists, business leaders, and education experts in promoting the reforms that would be enacted with federal policies such as NCLB. It also underscores the constraints on federal involvement imposed by existing education policies, hostile interest groups, and, above all, the nation's federal system. Indeed, the federal system, which left specific policy formation and implementation to the states and localities, repeatedly frustrated efforts to effect changes: national reforms lost their force as policies passed through iterations at the state, county, and municipal levels. Ironically, state and local resistance only encouraged civil rights activists, business leaders, and their political allies to advocate even more stringent reforms that imposed heavier burdens on state and local governments. Through it all, the nation's education system made only incremental steps toward the goal of providing a quality education for every child.

The Center is located at Indiana University in Bloomington, Indiana. It is associated with the IU School of Education. CEEP took its present organizational form as the result of a January 2004 merger of the Indiana Center for Evaluation and the Indiana Education Policy Center. It represents over 40 years of research and service to the university and the greater community. CEEP is an integral partner in the research, teaching, and service missions of the university. The program evaluation and education policy research projects undertaken by the Center have immediate, practical application for decision makers. Project teams are organized to include supervised students in ways that are productive and instructional. Virtually all Center projects are conducted for external clients, or are initiated by CEEP to meet a need in the community. The Center for Evaluation & Education Policy is a dynamic organization, structured and managed to assure flexibility in its support of needs and pursuit of emerging opportunities in the community. This report presents the progress and work of the Center for Evaluation & Education Policy since it emerged in early 2004, through June 2006. This year's report focuses on four representative projects or sets of projects: The Annual Public Opinion Survey, Technical Assistance to U.S. Department of Education Grantees, The Equity Project, and the High School Survey of Student Engagement. All four have had a considerable impact on state and national educational issues, and all have great potential for continued growth and impact. Other federal and national projects are highlighted. The report presents a list of CEEP Education Policy Briefs and special reports that were published during the past two years. CEEP activities in the community are described. Data is presented on income from external projects, externally-funded projects, indirect rate, faculty, and students.
