PSIA has an important role in the elaboration and implementation of poverty reduction strategies in developing countries because it promotes evidence-based policy choices and fosters debate on policy reform options. 'Poverty and Social Impact Analysis of Reforms' presents a collection of case studies that illustrate the spectrum of sectors and policy reforms to which PSIA can be applied; it also elaborates on the broad range of analytical tools and techniques that can be used for PSIA. The case studies provide examples of the impact that PSIA can have on the design of policy reforms and draw operational lessons for PSIA implementation. The case studies deal largely with policy reforms in a single sector, such as agriculture (crop marketing boards in Malawi and Tanzania and cotton privatization in Tajikistan); energy (mining sector in Romania and oil subsidies in Ghana); utilities (power sector reform in Ghana, Rwanda, and transition economies, and water sector reform in Albania); social sectors (education reform in Mozambique and social welfare reform in Sri Lanka); taxation reform (Nicaragua); as well as macroeconomic modeling (Burkina Faso).

Harnessing fresh data from frontline surveys and economic simulations, it shows that pandemic-related job losses and deprivation worldwide are hitting already poor and vulnerable people hard, while also shifting the profile of global poverty to include millions of 'new poor.' Original analysis included in the report shows that the new poor are more urban, better educated, and less likely to work in agriculture than those living in extreme poverty before COVID-19. It also gives new estimates of the impact of conflict and climate change, and how they overlap. These results are important for targeting policies to safeguard lives and livelihoods. It shows how some countries are acting to reverse the crisis, protect those most vulnerable, and promote a resilient recovery. These findings call for urgent action. If the global response fails the world's poorest and most vulnerable people now, the losses they have experienced to date will be minimal compared with what lies ahead. Success over the long term will require much more than stopping COVID-19. As efforts to curb the disease and its economic fallout intensify, the interrupted development agenda in low- and middle-income countries must be put back on track. Recovering from today's reversals of fortune requires tackling the economic crisis unleashed by COVID-19 with a commitment proportional to the crisis itself. In doing so, countries can also plant the seeds for dealing with the long-term development challenges of promoting inclusive growth, capital accumulation, and risk prevention—particularly the risks of conflict and climate change.

Book excerpt: This report presents a comprehensive analysis of poverty and its main determinants using the most recent 2007 Living Standards Measurement Survey (LSMS) data. It provides an in-depth analysis of rural poverty, the linkages between labor markets and poverty, the importance of social transfers for poverty alleviation, and the progress made since 2003 in the health and education sectors, and also presents some findings on incomes trends based on the Household Budget Survey from 2003 to 2006. The report also simulates possible poverty impacts from the dual shocks of the August 2008 conflict and the current global financial crisis. Main messages in the document are: (1) the available data indicate that living standards in Georgia have improved in many dimensions since 2003; (2) poverty in Georgia continues to be deeply entrenched in rural areas, accounting for 60 percent of the poor; (3) the performance of the labor markets has so far not contributed much to poverty reduction; (4) social assistance became an increasingly important lifeline for Georgia's poor; (5) the double shocks of the August 2008 conflict and the global financial crisis risk undermining the poverty reduction effort; and (6) the poverty reduction strategy of the government of Georgia should focus on: extending the coverage of the Targeted Social Assistance to reach more of the poor; promoting investments in infrastructure and creating opportunities for off-farm employment in rural areas; and continuing reforms in the health and education sectors to improve human capital, which is the prerequisite for sustainable economic growth and poverty reduction. The main findings state that since 2003, Georgia has implemented an impressive array of reforms. Unfortunately, the absence of comparable household surveys over time precludes a proper analysis of the impact of these reforms on growth and poverty reduction.

Large disparities in extreme poverty, poverty, and in other measures of human development exist among its citizens. This chapter examines the trends in economic growth, inequality and poverty in Panama between 1997 and 2008 at both the national level and by region, ethnicity and gender. It presents characterization of the patterns of consumption growth across the consumption distribution (including whether the growth is 'pro-poor'). Next, it examines the role of internal migration flows in explaining shifts in poverty and extreme poverty between rural and urban areas. Lastly, the chapter begins to analyze the inequality of access to basic opportunities among children using the Human Opportunity Index (HOI). The Human Opportunity Index (HOI) is an operational measure of opportunities that takes into account both coverage and the distribution of access to basic goods and services by children, who cannot be held accountable for pre-determined circumstances at birth such as their race, gender, family income, parents' education level, or place of residence. The study is based on nationally-representative Living Standards Measurement Surveys (LSMS), which were conducted in 1997, 2003 and 2008. The LSMS household questionnaire includes quantitative data on various aspects of living conditions, including household structure, housing, infrastructure, health, nutrition, education and training, economic activity (labor), migration, spending and consumption, income, savings, credit, independent business activities, and agriculture. Since the latest available information is for 2008, the poverty numbers presented here reflect the Panamanian situation after the end of the period of high growth but before the impact of the 2008-09 global financial crises. With this latest dataset, there are now three comparable household surveys that allow for the study of the evolution of poverty in Panama between 1997, 2003, and 2008.

First is the eradication of chronic extreme poverty bringing the number of extremely poor people, defined as those living on less than 1.25 purchasing power parity (PPP)†“adjusted dollars a day, to less than 3 percent of the world’s population by 2030.The second is the boosting of shared prosperity, defined as promoting the growth of per capita real income of the poorest 40 percent of the population in each country. In 2015, United Nations member nations agreed in New York to a set of post-2015 Sustainable Development Goals (SDGs), the first and foremost of which is the eradication of extreme poverty everywhere, in all its forms. Both the language and the spirit of the SDG objective reflect the growing acceptance of the idea that poverty is a multidimensional concept that reflects multiple deprivations in various aspects of well-being. That said, there is much less agreement on the best ways in which those deprivations should be measured, and on whether or how information on them should be aggregated. Monitoring Global Poverty: Report of the Commission on Global Poverty advises the World Bank on the measurement and monitoring of global poverty in two areas: What should be the interpretation of the definition of extreme poverty, set in 2015 in PPP-adjusted dollars a day per person? What choices should the Bank make regarding complementary monetary and nonmonetary poverty measures to be tracked and made available to policy makers? The World Bank plays an important role in shaping the global debate on combating poverty, and the indicators and data that the Bank collates and makes available shape opinion and actual policies in client countries, and, to a certain extent, in all countries. How we answer the above questions can therefore have a major influence on the global economy.
