These substances reduce quality of life and increase the health care and law enforcement costs, productivity losses, etc. Consequently, the social and economic impact of substances on society is substantial. The SOCOST study estimates for the first time social costs for alcohol, tobacco, illegal drugs and psychoactive medication in Belgium for the year 2012. This cost-of-illness study presents the direct costs, the indirect cost as well as the intangible costs related to substance (mis)use. This research was commissioned by the Belgian Federal Science Policy Office (BELSPO) in the framework of the Federal Research Programme Drugs. Two universities cooperated: Ghent University, Institute for International Research on Criminal Policy (IRCP) and the Vrije Universiteit Brussel, Interuniversity Centre for Health Economics Research (I-CHER). The research was conducted under supervision of prof. dr. Freya Vander Laenen, prof. dr. Koen Putman, prof. dr. Lieven Pauwels, prof. dr. Wim Hardyns and prof. dr. Lieven Annemans.

Emphasizing a spatialized conception of deviance, one that clarifies the continuities between crime in the traditional, physical context and developing spaces of interaction such as a 'cyberspace', this book analyzes criminal behaviours in terms of the destructions, degradations or incursions to a hierarchy of regions that define our social world. Each chapter outlines violations to the boundaries of each of these spaces - from those defined by our bodies or our property, to the more subtle borders of the local and global spaces we inhabit. By treating cybercrime as but one instance of various possible criminal virtualities, the book develops a general theoretical framework, as equally applicable to the, as yet unrealized, technologies of criminal behaviour of the next century, as it is to those which relate to contemporary computer networks. Cybercrime is thereby conceptualized as one of a variety of geometries of harm, merely the latest of many that have extended opportunities for illicit gain in the physical world. Hypercrime offers a radical critique of the narrow conceptions of cybercrime offered by current justice systems and challenges the governing presumptions about the nature of the threat posed by it. In theory, the victim is a core participant in restorative justice and the restoration of the harm is a first concern. In practice, questions arise as to whether the victim is actively involved in the process, what restoration may entail, whether there is a risk of secondary victimisation and whether the victim is truly at the heart of the restorative response, or whether the offender remains the focal point of attention. Using a combination of victimological literature and empirical data from a European research project, this book considers the role and the position of the victim in restorative justice practices, focusing on legislative, organisational and institutional frameworks of victim-offender mediation and conferencing programmes at a national and local level, as well as the victims’ personal needs and experiences.
