Clients are experts in their own recovery from SUDs. Counselors should engage them in collaborative partnerships. Ambivalence about change is normal. Resistance to change is an expression of ambivalence about change, not a client trait or characteristic. Confrontational approaches increase client resistance and discord in the counseling relationship. Motivational approaches explore ambivalence in a nonjudgmental and compassionate way.

Act, it is important to evaluate the effectiveness of these programs. TH has been an important element of HUD¿s efforts to respond to the housing needs of homeless families and individuals through a continuum of care. This study examines whether TH makes a difference in the lives of the families it serves and whether it is more effective for some homeless people than others. This study follows 179 families in 36 TH programs within five communities for one year after leaving the program. TH programs, and certain characteristics of the programs, were found to be associated with positive outcomes. Illustrations.
