È complessa la disciplina dell’AdS, girando oggi per webinar e seminari se ne sentono un po’ di tutti i colorì; perfino nei decreti giudiziali qualche imprecisione non manca a volte: c’è da sperare che il presente volume varrà a migliorare, in generale, il tasso di familiarità col diritto delle persone fragili. Può anche essere uno spunto, la lettura, per il tratteggio delle vie che andranno percorse, onde migliorare gli attuali strumenti a disposizione. Le cose da fare sono in effetti più d’una. Occorre abrogare l’interdizione, che l‘Europa migliore ormai disdegna come figura, e che costituisce di per sé una risposta avvilente, poco amichevole verso chi sta peggio. Il giudice tutelare e l’AdS non possono essere lasciati soli a reggere il peso dell’intera fragilità civilistica, nel paese, ci vuole in parallelo un bastione amministrativistico, ossia una rete organizzata di servizi, a supporto della protezione legale da apprestare. Serve in Italia il ‘’Profilo esistenziale di vita’’, si richiede un salto di qualità negli orizzonti dell’‘’Empowerment negoziale’’, c’è bisogno del ‘’Patto di rifioritura’’ a soccorso di chi rischia di finire sempre più giù. Sapere com’è andata negli ultimi vent’anni – tornando al libro – è un punto di partenza per immaginare cosa dovrebbe succedere nei prossimi 20.

But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.

Especially in times of economic crisis, social innovation is regarded as one of the crucial elements needed to move forward. Our knowledge of its dynamics has significantly progressed, thanks to an abundance of studies on social innovation both general and sector-specific. However, despite the valuable research conducted over the past years, the systematic analysis of social innovation is still contested and incomplete. The questions asked in the book will be the following: 1. What is the nature of social innovations? 2.What patterns can be identified in social innovations emerging at the local level? 3.How is the emergence and spread of social innovations related to urban governance? More precisely, which conditions and arrangements facilitate and hinders social innovation? We explore these questions using different types of data and methods, and studying different contexts. In particular, we focus on innovations that aim at solving problems of the young unemployed, single parents and migrants. This analysis is based on original research carried out in the period 2010-2013 in the framework of a European project with a specific empirical research strategy. Research was carried out in 20 cities in 10 different European countries.
