Available in PDF, EPUB and Kindle. Book excerpt: Where did the idea for nonpartisan constituency redistributions come from? What were the principal reasons that Canada turned to arm's-length commissions to design its electoral districts? In Commissioned Ridings John Courtney addresses these questions by examining and assessing the readjustment process in Canada's electoral boundaries. Defining electoral districts as "representational building blocks," Courtney compares federal and provincial electoral readjustments in the last half of the twentieth century, showing how parliamentarians and legislators, boundary commissions, courts, and interested members of the general public debated representational principles to define the purposes of electoral redistricting in an increasingly urban, ethnically mixed federal state such as Canada.

Available in PDF, EPUB and Kindle. Book excerpt: The four Boundary Commissions, one each for England, Northern Ireland, Scotland and Wales, were established in the mid-1940s and have now been responsible for creating five new maps of Parliamentary constituencies. Despite their importance in British political life, very little has been written about the Commissions and how they work, and much that has been written focuses on the short-term issues of the electoral impact of a new set of constituencies. This volume is a study of the Commissions, involving in-depth interviews with all major interest groups and individuals alongside scrutiny of all relevant documents and statistical analyses of the outcomes.

Book Synopsis Democratic Reform in New Brunswick by : William Paul Cross
Download or read book Democratic Reform in New Brunswick written by William Paul Cross and published by Canadian Scholars’ Press. This book was released on 2007 with total page 304 pages. Available in PDF, EPUB and Kindle. Book excerpt: Democratic Reform in New Brunswick is a comprehensive collection of research papers written initially for the New Brunswick Commission on Electoral Democracy. The essays provide detailed consideration of the many issues relating to democratic and electoral reform currently on the public policy agenda in Canada. Topics covered include: electoral system change, gender and representational issues, questions relating to party democracy, the role of legislators, concerns around drawing electoral boundaries, fixed election dates, direct democracy, and political disengagement among young voters. All of the essays examine the implications of various reform proposals in these areas and most draw upon the experiences of other jurisdictions in addressing how they might play out in the Canadian context. Many chapters also draw specifically upon the New Brunswick experience in considering how democratic reform might impact upon the province's politics. New Brunswick is Canada's only bilingual province with two vibrant linguistic communities and is in many ways a microcosm of the Canadian state. These readings provide insight into how issues related to democratic and electoral reform may play out on the national stage.

Book Synopsis Parliamentary Voting System and Constituencies Bill by : Great Britain: Parliament: House of Commons: Political and Constitutional Reform Committee

This book was released on 2010-10-20 with total page 218 pages. Available in PDF, EPUB and Kindle. Book excerpt: A cross-party committee of MPs warns that the rushed timetable of one of the government's flagship bills could risk restoring the public's faith in Parliament while significantly limiting scrutiny of the bill's impact. The 3rd report from the Political and Constitutional Reform Committee (HCP 437, ISBN 9780215554895) of the 2010-11 session says that for primarily political reasons, the Parliamentary Voting System and Constituencies Bill links two provisions which could have been considered separately. Of particular concern to the committee is that if either House substantially amends the rules for holding the referendum on the alternative vote, the government may have to reconsider the date of the vote or run the risk of serious administrative difficulties which could undermine the outcome. The committee stresses that voters must understand what they are voting for and that recommendations by the Electoral Commission on the intelligibility of the referendum question should be implemented. The Committee also states that the government's failure to attempt to reach cross-party consensus on its boundary reform proposals adds fuel to the fire for those claiming the bill is being brought forward for partisan motives and may embolden future governments to do the same. The committee also questions why the public is not being offered a referendum on constituency boundary reform, which significantly affects how voters are represented in Parliament. Also, while the committee agrees that there may be a case for reducing the number of MPs, it says the Government has singularly failed to make it. The impact of boundary reforms on local politics appears to have been given little or no consideration and the committee expresses concern about the potential impact of the current proposals on the ability of MPs to fulfil their responsibilities to their constituents.

Book Synopsis From Votes To Seats by : Ron Johnston
Download or read book From Votes To Seats written by Ron Johnston and published by Manchester University Press. This book was released on 2001 with total page 268 pages. Available in PDF, EPUB and Kindle. Book excerpt: From Votes to Seats is a study of the 14 general elections held between 1950 and 1997 in Britain. Arguing that the British electoral system treats political parties disproportionately, the authors show that the amount of bias in those elections results substantially increased over the period, benefiting Labour at the expense of the Conservatives. With the use of imaginative diagrams, this book examines the electoral process in detail, illustrating how it operates, while stressing the important role of tactical voting in the production of recent election results.

Book Synopsis Electoral Management: Institutions and Practices in an Established Democracy by : Fiona Buckley
Download or read book Electoral Management: Institutions and Practices in an Established Democracy written by Fiona Buckley and published by Routledge. This book was released on 2018-02-02 with total page 218 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the last three decades, electoral reform has moved centre stage in both new and established democracies. In Europe, the post 1989 democratisation wave brought important debates about electoral system choice and free and fair elections. But electoral reform also emerged on the agenda in a number of established democracies. Declining political participation, corruption scandals and party finance irregularities put the management of the democratic process on the political agenda. Election administration problems such as those in the Gore Bush election of 2000 thrust electoral integrity into the global political spotlight. In this edited collection, we are primarily concerned with the mechanics of how elections are run. Elections are complex administrative tasks and as International IDEA points out, they are also usually administered against a politically charged backdrop. This book brings together specialists to consider the election management process using diverse theoretical approaches and, addressing both emerging and perennial election debates such as the role of voter advice applications, election management bodies, districting, ballot design and media practices in the coverage of elections. The volume includes a number of comparative chapters which utilise data from large international datasets (VDem and CSES), several Irish case studies and an important Dutch study of voter advice applications with pioneering data. Collectively, the chapters provide insights into election administration in Ireland and many other established democracies. This book was previously published as a special issue of Irish Political Studies.
