Prior to 1940, this immigrant community was predominantly male, but between 1940 and 1965 it was transformed into a family-centered American ethnic community. Zhao pays special attention to forces both inside and outside of the country in order to explain these changing demographics. She scrutinizes the repealed exclusion laws and the immigration laws enacted after 1940. Careful attention is also paid to evolving gender roles, since women constituted the majority of newcomers, significantly changing the sex ratio of the Chinese American population. As members of a minority sharing a common cultural heritage as well as pressures from the larger society, Chinese Americans networked and struggled to gain equal rights during the cold war period. In defining the political circumstances that brought the Chinese together as a cohesive political body, Zhao also delves into the complexities they faced when questioning their personal national allegiances. Nor was this change confined to military installations. By the time it was over, the armed forces had redefined their traditional obligation for the welfare of their members to include a promise of equal treatment for black servicemen wherever they might be. In the name of equality of treatment and opportunity, the Department of Defense began to challenge racial injustices deeply rooted in American society. For all its sweeping implications, equality in the armed forces obviously had its pragmatic aspects. In one sense it was a practical answer to pressing political problems that had plagued several national administrations. In another, it was the services' expression of those liberalizing tendencies that were permeating American society during the era of civil rights activism. But to a considerable extent the policy of racial equality that evolved in this quarter century was also a response to the need for military efficiency. So easy did it become to demonstrate the connection between inefficiency and discrimination that, even when other reasons existed, military efficiency was the one most often evoked by defense officials to justify a change in racial policy."_x000D_ Morris J. MacGregor, Jr., received the A.B. and M.A. degrees in history from the Catholic University of America. He continued his graduate studies at the Johns Hopkins University and the University of Paris on a Fulbright grant. Book excerpt: Diverging from the studies of southern African migrant labor that focus on particular workplaces and points of origin, Bound for Work looks at the multitude of forms and locales of migrant labor that individuals—under more or less coercive circumstances—engaged in over the course of their lives. Tracing Mozambican workers as they moved between different types of labor across Mozambique, Rhodesia, and South Africa, Zachary Kagan Guthrie places the multiple venues of labor in a single historical frame, expanding the regional historiography beyond the long shadow cast by the apartheid state while simultaneously exploring the continuities and fractures between South Africa, southern Africa, and sub-Saharan Africa. Kagan Guthrie’s holistic approach to migrant labor yields several important conclusions. First, he highlights the importance of workers’ choices, explaining not just why people moved but why they moved in the ways they did: how they calculated the benefits of one destination over another, and how they decided when circumstances made it necessary to move again. Second, his attention to mobility gives a much clearer view of the mechanisms of power available to colonial authorities, as well as the limits to their effectiveness. Finally, Kagan Guthrie suggests a new explanation for the divergent trajectories of southern and sub-Saharan Africa in the aftermath of World War II.
