Despite wartime censorship, Leslie and Cecil wrote frank and forthright letters that show how the young men viewed the war, as well as what they observed both during training and from the trenches in some of the war’s bloodiest battles. The letters also deal with the war’s political context, including conscription and the Union government, as well as social issues such as the emerging role of women, the role of the growing middle class, nativism, and the use of liquor overseas. R.B. Fleming, the collection’s editor, contends that Leslie Frost’s military experiences and hospitalization affected his policies as premier of Ontario (1949–1961), especially those related to medicare and liquor control laws. Frost’s government was the first to pass laws providing penalties for racial, ethnic, and gender discrimination on private property, creating a movement that led to the Ontario Human Rights Code. The Wartime Letters of Leslie and Cecil Frost, 1915–1919 makes a significant contribution to military history and social history. Fleming places the letters in context and shows the value of their commentary. This book will be of interest to the general reader as well as scholars of military history and social history.

Book excerpt: This is the first book to offer a comprehensive analysis of the emergence, nature, and function of Serbian paramilitary units during the violent breakup of Yugoslavia. The book investigates the nature and functions of paramilitary units throughout the 1990s, and their ties to the state and President Slobodan Milošević. The work relies on the archives of the International Criminal Tribunal for the former Yugoslavia in The Hague, which conducted dozens of trials relating to paramilitary violence, and records from judicial proceedings in the region. It discusses how and why certain important paramilitary units emerged, how they functioned and transformed through the decade, what their relationships and entanglements were with the state, the Milošević regime, and organized crime. The study thus investigates the interrelated ideological, political, and social factors and processes, fueling paramilitary engagement, and assesses the impact of this engagement on victims of paramilitary violence and on the state and society for which the units purportedly fought. It argues that coordinated action by a number of state institutions gave rise to paramilitaries tasked with altering borders while maintaining plausible deniability for the sponsoring regime. The outsourcing of violence by the state to paramilitaries led to a significant weakening of the very state these units and their sponsors swore to protect. The book also analyzes differences between the units and how they attacked civilians, arguing that the different forms of violence stemmed not only from the function they fulfilled for the state but also the ways in which they were set up and operated. The final chapter brings the different strands of the argument together into a coherent whole, suggesting avenues for further research, in the former Yugoslavia and beyond. This book will be of much interest to students of ethnic conflict and civil war, war crimes, Balkan politics, and International Relations in general.

Roosevelt shattered a tradition that was as old as the American republic. The longstanding yet controversial two-term tradition reflected serious tensions in American political values. In Presidential Term Limits in American History, Michael J. Korzi recounts the history of the two-term tradition as well as the “perfect storm” that enabled Roosevelt to break with that tradition. He also shows that Roosevelt and his close supporters made critical errors of judgment in 1943-44, particularly in seeking a fourth term against long odds that the ill president would survive it. Korzi’s analysis offers a strong challenge to Roosevelt biographers who have generally whitewashed this aspect of his presidency and decision making. The case of Roosevelt points to both the drawbacks and the benefits of presidential term limits. Furthermore, Korzi’s extended consideration of the seldom-studied Twenty-second Amendment and its passage reveals not only vindictive and political motivations (it was unanimously supported by Republicans), but also a sincere distrust of executive power that dates back to America’s colonial and constitutional periods.
