Book excerpt: The Modernization and Associated Restructuring (MAR) of the National Weather Service (NWS) was a large and complex re-engineering of a federal agency. The process lasted a decade and cost an estimated $4.5 billion. The result was greater integration of science into weather service activities and improved outreach and coordination with users of weather information. The MAR created a new, modernized NWS, and, significantly, it created a framework that will allow the NWS to keep up with technological changes in a more evolutionary manner. The MAR was both necessary and generally well executed. However, it required revolutionary, often difficult, changes. The procurement of large, complex technical systems presented challenges in and of itself. The MAR also affected the career paths and personal lives of a large portion of the field office workforce. The MAR created a new, modernized NWS, and, significantly, it created a framework that will allow the NWS to keep up with technological changes in a more evolutionary manner. The National Weather Service Modernization and Associated Restructuring presents the first comprehensive assessment of the execution of the MAR and its impact on the provision of weather services in the United States. This report provides an assessment that addresses the past modernization as well as lessons learned to support future improvements to NWS capabilities.

However, only two of the wind systems have so far been considered in the design of buildings and structures, i.e., synoptic winds resulting from macroscale weather systems spanning thousands of kilometers, e.g., extratropical storms, and mesoscale tropical storms spanning hundreds of kilometers and traveling fast, e.g., hurricanes/typhoons/cyclones. During the last two decades, enough evidence has surfaced to support that a third type of very localized wind storms, the non-synoptic winds, are the most damaging in some regions of the world. Thus far there are no design provisions established for the codification of these wind storms. Their characterization in terms of climatology, wind field and intensity, frequency and occurrence, as well as their impact on the built environment, is slowly developing. This handbook presents the state-of-the-art of knowledge related to all these features including their risk, insurance issues, and economics. The research in this area is on the one hand more arduous given the reduced scale, the three-dimensionality, and nonstationary aspects of these non-synoptic winds while, at the same time, its understanding and modeling are being aided by the emergence of novel modeling and simulation techniques which are addressed in this handbook. The history behind this book started in 1989 when we were asked by Dr. Vidar Wespestad (previously: Alaska Fisheries Science Center, Seattle, USA) to prepare and convene a session at the 1992 World Fishery Congress in Athens, Greece on computer applications in fisheries. We agreed that the idea was a good one and the computer session in 1992 turned out to be very successful.
