Zimbabwe: Mired in Transition reviews the experience of recent years assesses the progress that has been made. What is the public mood, and how has it changed? What steps have been taken to reform the media? How important is a new constitution. Although the economy has stabilised to some extent with the adoption of a multi-currency regime, industrial and agricultural production are depressed, and investment inflows are limited; what spaces exist for fiscal reform? Are local authority structures and the state bureaucracy equipped to handle the tasks that will ne asked of them? In terms of two important areas, the book extends its analysis further back than 2009. First, is the issue of emigration. Its focus is on a very problematic political culture that is proving very hard to transcend. At the center of this culture is an unstable but resilient ‘nationalist-military’ alliance crafted during the anti-colonial liberation struggle in the 1970s. Inevitably, violence, misogyny and masculinity are constitutive of the political culture. Economically speaking, the culture is that of a bureaucratic, parasitic, primitive accumulation and corruption, which include invasion and emptying of state coffers by a self-styled ‘Chimurenga aristocracy.’ However, this Chimurenga aristocracy is not cohesive, as the politics that led to Robert Mugabe’s ousting from power was preceded by dirty and protracted internal factionalism. At the center of the factional politics was the ‘first family’:Robert Mugabe and his wife, Grace Mugabe. This book offers a multidisciplinary examination of the complex contemporary politics in Zimbabwe, taking seriously such issues as gender, misogyny, militarism, violence, media, identity, modes of accumulation, the ethnicization of politics, attempts to open lines of credit and FDI, national healing, and the national question as key variables not only of a complete political culture but also of difficult transitional politics.

Book excerpt: The world’s attention has remained focused on critical national events in Zimbabwe as the country has moved from the turmoil of 2008 to the establishment of the current Inclusive Government. In the process, the country’s 90 newly elected local governments have been largely ignored. This brief summarizes our effort to close that informational gap. It provides the results of our extensive research on local governance in Zimbabwe from May to June 2009. Through survey interviews with more than 250 local officials in 15 local authorities, we examined four areas. First, we found that local administration officials are much better educated and more experienced than local elected officials, which has significant ramifications for local governance. Second, we discovered that local officials believe that public participation in local government is strong. However, we found that citizen involvement is actually quite weak. Third, local authorities are doing their best to operate with minimal resources. Financial transfers from the central government dried up long ago, and because of the economic situation, revenue generation is poor. Finally, our research captures the poor state of public services, especially health care and basic infrastructure. We include some ideas for reform and recovery in the conclusion.

Until the end of the 1990s Zimbabwe was considered as "the breadbasket of southern Africa" (Tarisayi 2009: 11). Zimbabwe was one of Africa's role models in terms of educational system, a free press, independent judiciary and consolidated economy by then long time governed by Robert Mugabe. The Zimbabwean dilemma started when the military intervened in a costly conflict in the DR Congo in 1998 and started to ruin its own economy. Two years later Mugabe encouraged occupations of white commercial farms. By intentionally weakening one of the most vibrant economic sectors Zimbabwe soon faced high inflation rates, food shortages and growing unemployment. By 2008, the year of elections Zimbabwe according to IMF formed the fastest shrinking economy in the world with four million people in desperate need of food (Tarisayi 2009: 11- 13). After the formation of a power-sharing arrangement in 2008 the crucial question was if such a construction would work for Zimbabwe. In addition to the enormous challenges within the country there are many reservations concerning power-sharing arrangements in general as the concept already failed in many African countries before (Roeder and Rothchild 2005: 41). There were many actors involved such as SADC, AU and South Africa who were playing a vital role in negotiating the Global Political Agreement (GPA) which makes it necessary to have a closer look on their role in this process (EISA 2008: 78). Book excerpt: Political transition and democratisation challenges have been noted in African countries including Angola, Burkina Faso, Kenya, Mali, and the Democratic Republic of the Congo, resulting in the African Union (AU) intervening on behalf of citizens, using tried-and-tested mechanisms of imposing a power-sharing agreement to preside over a transitional period, during which there are key changes to the constitution and the political conduct of the incumbency, and partisan institutions are weaned from seeking to perpetuate the status quo. This book focuses on Zimbabwe's military and its perceived veto power in the transition to democratisation from 2008 until 2013. The objective was to analyse, monitor and comment on the unique democratic transformational challenges faced by Zimbabwe's Government of National Unity. One of the book's key findings is that every time partisan forces carry out an operation in the name of a political party, there is a direct correlation in which the same loses its national character. This is the context of the challenge facing Zimbabwean forces when used for partisan gain and why the Southern African Development Community (SADC), in its last communique in Maputo on 15 June 2013, sought to compel a written undertaking from the generals that they would desist from playing a direct role in the politics of the country. The AU had earlier expressed its deep regret when faced with the results of serious human rights abuses that were committed with impunity.
