Aside from empty threats and diplomatic hand wringing, the West has done little to stop the ethnic cleansing, the sieges, and the brutality that has characterized the conflict in the former Yugoslavia. Contrary to common wisdom, the hyper-violent disintegration of the former Yugoslavia is not simply and exclusively the product of inherent and irrational ethnic animosities and centuries of strife. In this engaging book, journalist Christopher Bennett traces the turning point to the 1987 struggle within the Serbian Communist party which was between adherents of a Serb nationalist ideology -embodied by Slobodan Milosevic- and the other Yugoslavs who clung to the vision of a multinational state. As soon as Milosevic gained the upper hand, he ruthlessly purged his rivals and launched a massive campaign of media indoctrination to stir up Serb nationalism. This new nationalism, which has repelled the world since 1991, is primarily Milosevic's creation and not merely the result of historical enmity. As a student at two different Yugoslav universities in the 1980's, Bennett witnessed firsthand many if the critical events which contributed to Yugoslavia's destruction. He renders an incisive and accessible history, covering the period from Tito's dictatorship to the present day.

The book investigates the nature and functions of paramilitary units throughout the 1990s, and their ties to the state and President Slobodan Milošević. The work relies on the archives of the International Criminal Tribunal for the former Yugoslavia in The Hague, which conducted dozens of trials relating to paramilitary violence, and records from judicial proceedings in the region. It discusses how and why certain important paramilitary units emerged, how they functioned and transformed through the decade, what their relationships and entanglements were with the state, the Milošević regime, and organized crime. The study thus investigates the interrelated ideological, political, and social factors and processes, fueling paramilitary engagement, and assesses the impact of this engagement on victims of paramilitary violence and on the state and society for which the units purportedly fought. It argues that coordinated action by a number of state institutions gave rise to paramilitaries tasked with altering borders while maintaining plausible deniability for the sponsoring regime. The outsourcing of violence by the state to paramilitaries led to a significant weakening of the very state these units and their sponsors swore to protect. The book also analyzes differences between the units and how they attacked civilians, arguing that the different forms of violence stemmed not only from the function they fulfilled for the state but also the ways in which they were set up and operated. The final chapter brings the different strands of the argument together into a coherent whole, suggesting avenues for further research, in the former Yugoslavia and beyond. These thinkers abstracted from western European experiences to universal norms. In the wake of their transformative contributions, states that did not fit the model appeared to be underdeveloped or deviant. Labels such as "provisional" or "irregular" rendered them irrelevant to theorizing and, worse, political problems that needed to be solved. One early "anomaly," says historian Natasha Wheatley, was the Habsburg Empire. Layered as it was with imperial, national, and regional sovereignty, its trajectory was not one of progress toward a unitary state. Instead, it encompassed compound polities, or states bundled together under experimental constitutional orders. Wheatley's aim in this book is to theorize from Central Europe to see how sovereignty can be produced in a complex world. In reconstructing this political and legal history, Wheatley treats Austria-Hungary as a crucible for modern legal theory. The serial remaking and eventual unmaking of imperial sovereigny in Central Europe showed how old-world dynastic conceptions of sovereignty were translated into abstract categories of modern legal thought. In so doing, she uncovers the irresolvable tensions and strategic silences in modern political theory: the presumed unity and timelessness of states. Eschewing explanations of "failure," she instead uncovers how the Central European experience crystallized legal questions that would arise again in the era of global decolonization, connecting the story of the end of empire to the birth of new nations throughout the twentieth century.
