The study of criminal gangs is both timely and of the utmost importance to policy and security in the region. In many countries across the Caribbean, criminal gangs are increasing in number and prominence, and official crime data indicate that they are responsible for an increasing proportion of violent crimes. The Caribbean region experienced a dramatic increase in murder rates from 14.3 murders per 100,000 inhabitants in 2000 to 28.1 murders per 100,000 inhabitants in 2010. In some of the countries with comparatively high murder rates, such as Jamaica and Trinidad and Tobago, the proportion of gang-related murders has reached alarming levels. In the case of Trinidad and Tobago, for example, for the period 2001 to 2012, 29.5% of all murders which occurred were classified as gang-related, with fully 38% being so classified in 2012. The Caribbean represents a diverse region with very different cultures and security issues. Foreign experiences and research on gangs may not generalize to the region, nor may foreign policy be entirely relevant. The present volume represents an attempt to come to terms with the phenomenon of gangs in the Caribbean, and presents a wealth of empirical data, as well as an analysis of the varying issues from a number of disciplinary perspectives. Much of what is currently known about gangs in the Caribbean is brought together in this volume, with the primary aims of understanding the varying issues and examining relevant strategies for dealing with the proliferation of criminal gangs.

The reasons for and the appropriate methods of dealing with this relatively new phenomenon in the Trinidad context, have abounded and are discussed in various public fora.

A recurring theme in the book is the need for greater regional coordination in finding solutions to address the Caribbean’s shared and intertwined macroeconomic and structural challenges. The analysis suggests that strengthening regional and global market integration of Caribbean economies would provide an impetus to sustained growth in incomes and jobs. Greater regional and global economic integration would also facilitate structural transformation and a shift toward new economic activities, resulting in more diversified and less vulnerable economies. A central challenge for the Caribbean is thus to come together as a region, overcome the limitations posed by size, and garner the benefits of globalization. Efforts should build on existing regional arrangements; accelerating progress in implementing these agreements would stimulate trade. Policymakers could also promote deeper integration with Latin America and the rest of the world by pursuing new trade agreements, leveraging current agreements more effectively, or deepening them to include areas beyond traditional trade issues, and developing port and transport infrastructure.

It begins with an overview of crime in the region, separately considering conventional and organized crime. Two subsequent chapters examine risk factors and the costs of crime for the region as a whole. Next, a series of chapters presents case studies designed to highlight particular issues in specific countries. These case studies were chosen in order to provide a detailed analysis of the most pressing issues that are amenable to policy making at the regional and national levels. The specific issues were chosen in consultation with stakeholders in the region to ensure that the report was responding to their demands and needs. The report ends with a chapter on public policy responses to crime in the region. The report states that through multiple channels, crime and violence threaten the welfare of Caribbean citizens. Beyond the direct effect on victims, crime and violence inflict widespread costs, generating a climate of fear for all citizens and diminishing economic growth. Crime and violence present one of the paramount challenges to development in the Caribbean. Moreover, the study believes that several factors which cut across the diverse countries of the region heighten their vulnerability to crime and violence. Primary among these is the region's vulnerability to drug trafficking. Wedged between the world's source of cocaine to the south and its primary consumer markets to the north, the Caribbean is the transit point for a torrent of narcotics, with a street value that exceeds the value of the entire legal economy. Compounding their difficulties, Caribbean countries have large coastlines and territorial waters and many have weak criminal justice systems that are easily overwhelmed. The study stress that the Governments of the Caribbean countries recognize the seriousness of the problem and are exploring innovative policy responses at both the national and regional levels. Civil society organizations are doing their part as well by designing and implementing violence prevention programs targeting youth violence, violence against women, and other important forms of violence. The report concludes that much, however, remains to be done.

Book excerpt: The Latin America and Caribbean (LAC) region has one of the highest levels of crime and violence in the world. While the average world homicide rate is 11 homicides per 100,000 residents, the rate in the LAC region is 36 per 100,000 (WHO, 2003). Crime and violence are now recognized as serious economic and social problems with very high economic and social costs, especially in poor urban areas. By some estimates, the region loses up to 14 percent of its gross domestic product (GDP) to violence. Particularly worrisome is the fact that youth in the region (typically defined as 15-24 year-olds) and young men in particular are disproportionately involved in violence, as both victims and perpetrators. As a case in point, the LAC region has the world's highest homicide rate of men between the ages of 15 and 29 (69 per 100,000), with perpetrators of violent crimes most often being young men between the ages of 16 and 25. This note provides an overview of three sustainable tourism initiatives in the region that seek to link tourism related activities with social programs that by focusing on the most common types of risk factors help prevent youth from becoming engaged in at-risk behavior, including crime and violence. All three of these initiatives were highlighted at the 'learning event on sustainable and responsible tourism in LAC.' Although the initiatives described in this note have not yet undergone impact evaluations, they do provide promising ideas for future Bank operations that seek to link sustainable tourism and at-risk youth programs.

Book excerpt: The Latin America and Caribbean (LAC) region has the undesirable distinction of being the world's most violent region, with 24.7 homicides per 100,000 inhabitants. The magnitude of the problem is staggering and persistent. Of the top 50 most violent cities in the world, 42 are in LAC. In 2010 alone, 142,302 people in LAC fell victim to homicide, representing 390 homicides per day and 4.06 homicides every 15 minutes. Crime disproportionately affects young men aged 20 to 24, whose homicide rate of 92 per 100,000 nearly quadruples that of the region. The focus of Crime Prevention in Latin America and the Caribben is to identify policy interventions that, whether by design or indirect effect, have been shown to affect antisocial behavior early in life and patterns of criminal offending in youth and adults. Particular attention is devoted to recent studies that rigorously establish a causal link between the interventions in question and outcomes. This publication adopts a lifecycle perspective and argues that as individuals progress through different stages of the lifecycle, not only do different sets of risk factors arise and take more prominence, but their interactions and interdependencies shape human behavior. These interactions and the relative importance of different sets of risk factors identify relevant margins that can effectively be targeted by prevention policies, not only early in life, but throughout the lifecycle. Indeed prevention can never start too early, nor start too late, nor be too comprehensive.
