Book excerpt: From the running of boys' clubs and catching truants to supervising troublesome kids and giving them a 'clip round the ear', the role of the police has been a recurrent theme in the debate about juvenile delinquency. Set against the context of wider developments in youth justice in Britain, this book examines the origins, key features and outcomes of police work with young people, the realities of multi-agency decision-making, and the impact on young people and their families.

Available in PDF, EPUB and Kindle. Book excerpt: Police cautioning is now the predominant means of dealing with young offenders outside the formal court system in England and Wales. How does it work? Does it work? What are the processes and dynamics of pre-court decision-making and multi-agency negotiations? This book discusses the theoretical concerns about "alternatives to court" schemes and examines the historical, political, legislative and ideological context of the development of police cautioning. By drawing together research findings concerning the policy and practical implementation of cautioning schemes, the book seeks to assess their current relevance and provide an insight into the limits and possibilities of cautioning as part of a progressive strategy to deal with the youth crime problem.

Available in PDF, EPUB and Kindle. Book excerpt: Juvenile courts were established in the early twentieth century with the ideal of saving young offenders from "delinquency." Many kids, however, never made it to juvenile court. Their cases were decided by a different agency--the police. Cops and Kids analyzes how police regulated juvenile behavior in turn-of-the-century America. Focusing on Los Angeles, Chicago, and Detroit, it examines how police saw their mission, how they dealt with public demands, and how they coped daily with kids. Whereas most scholarship in the field of delinquency has focused on progressive-era reformers who created a separate juvenile justice system, David B. Wolcott's study looks instead at the complicated, sometimes coercive, relationship between police officers and young offenders. Indeed, Wolcott argues, police officers used their authority in a variety of ways to influence boys' and girls' behavior. Prior to the creation of juvenile courts, police officers often disciplined kids by warning and releasing them, keeping them out of courts. Establishing separate juvenile courts, however, encouraged the police to cast a wider net, pulling more young offenders into the new system. While some departments embraced "child-friendly" approaches to policing, others clung to rough-and-tumble methods. By the 1920s and 1930s, many police departments developed new strategies that combined progressive initiatives with tougher law enforcement targeted specifically at growing minority populations. Cops and Kids illuminates conflicts between reformers and police over the practice of juvenile justice and sheds new light on the origins of lasting tensions between America's police and urban communities.

Available in PDF, EPUB and Kindle. Book excerpt: The relationship between the police and young people in Australia is a topic of growing concern in Australian society. While people are concerned about juvenile crime, worries have also been expressed about police harassment and violence directed at young people. This book, first published in 1994, provides a sustained analysis of police-youth relations, offering new insights into how young people are policed. Some specific areas addressed include: the legal framework of police-youth interaction in Australia; the rights of young people; the policing of Aboriginal youth; the relationship between the police and young women; and ethnic and community policing, and likely future directions in policy. Written by a team of the leading people in the field this book makes an important contribution to debate on a critical issue. The Police and Young People in Australia shows the implications that contemporary police methods and practices have on the exercise of basic legal rights in Australian society.

Book excerpt: The massive uprising following the police killing of George Floyd in the summer of 2020--by some estimates the largest protests in US history--thrust the argument to defund the police to the forefront of international politics. It also made The End of Policing a bestseller and Alex Vitale, its author, a leading figure in the urgent public discussion over police and racial justice. As the writer Rachel Kushner put it in an article called "Things I Can't Live Without", this book explains that "unfortunately, no increased diversity on police forces, nor body cameras, nor better training, has made any seeming difference" in reducing police killings and abuse. "We need to restructure our society and put resources into communities themselves, an argument Alex Vitale makes very persuasively." The problem, Vitale demonstrates, is policing itself-the dramatic expansion of the police role over the last forty years. Drawing on first-hand research from across the globe, The End of Policing describes how the implementation of alternatives to policing, like drug legalization, regulation, and harm reduction instead of the policing of drugs, has led to reductions in crime, spending, and injustice. This edition includes a new introduction that takes stock of the renewed movement to challenge police impunity and shows how we move forward, evaluating protest, policy, and the political situation.

Available in PDF, EPUB and Kindle. Book excerpt: Starting in the 1930s, urban police forces from New York City to Montreal to Vancouver established youth squads and crime prevention programs, dramatically changing the nature of contact between cops and kids. Gone was the beat officer who scared children and threatened youth. Instead, a new breed of officer emerged whose intentions were explicit: befriend the rising generation. Good intentions, however, produced paradoxical results. In Youth Squad Tamara Gene Myers chronicles the development of youth consciousness among North American police departments. Myers shows that a new comprehensive strategy for crime prevention was predicated on the idea that criminals are not born but made by their cultural environments. Pinpointing the origin of this paradigmatic shift to a period of optimism about the ability of police to protect children, she explains how, by the middle of the twentieth century, police forces had intensified their presence in children's lives through juvenile curfew laws, police athletic leagues, traffic safety and anti-corruption campaigns, and school programs. The book describes the ways that seemingly altruistic efforts to integrate working-class youth into society evolved into pervasive supervision and surveillance, normalizing the police presence in children's lives. At the intersection of juvenile justice, policing, and childhood history, Youth Squad reveals how the overpolicing of young people today is rooted in well-meaning but misguided schemes of the mid-twentieth century.

Available in PDF, EPUB and Kindle. Book excerpt: Originally published in1988, Introducing Policework offered a new and concise overview of the controversial subject of policework at the time. The authors provide critical evaluations of the contributions made by psychologists, social psychologists, historians, sociologists, and political scientists, and an assessment of how these fit within an overall understanding of policework. Among the issues considered are: the process of socialization that lead to a ‘cop culture’; the historical evolution of police working practices and their current impact upon the social divisions of age, gender, race and class; problems with the present system of accountability; the prospects for success of recent (post-Scarman) initiatives, such as community consultation. The achievement of this book is that it provides lively and consistent discussion of key issues in the consideration of policework: race and crime, the question of gender, victimization and the ‘new realism’, police monitoring, Neighbourhood Watch, and police training initiatives. Today it will provide an interesting look back at a critical evaluation of policework in the 1980s.
