His first election to Congress was in 1854 and he served in the House three successive terms. After being chosen for the fourth time, before Congress met he was elected to the United States Senate. While in the House he was, during the heated contest in 1859, the Republican candi date for Speaker. He was associated with Thaddeus Stevens in framing the reconstruction measures of 1866-7. Ree'lected to the Senate in1866, and again in 1872, he served with remarkable efficiency, being much of the time Chair man of the Committee on Finance. Thus fitted for promotion, President Hayes in 1877 chose him to be Secretary of the Treasury of the Nation. Through his financial skill and sagacity specie paylm ent was resumed by the Nation on the first of January, 1879 - the happiest event to the Country since the close of t e war. The bonds of the Nation, now redeemable, have been paid With the proceeds of bonds of a lower rate of interest.
