The country exploded in a popular revolution against the long-time rule of Ali Abdallah Saleh. While the country appeared to slip toward civil war, Yemeni political elite rallied with international backers to put together a transitional government with a plan to revise the country’s constitution. The transitional government began with a cautious sense of optimism and the prospect of substantial change for the better, but ended in collapse because of a failure to govern. The politics of the street overran an ineffective transitional government that could not address the urgent concerns of Yemeni citizens for security and jobs. Instead, populist leaders exploited people’s dissatisfactions and threw the country into civil war. The Houthi organization covertly allied with its former enemy, Ali Abdallah Saleh, to overthrow the transitional government and declare war on the rest of the country. Saleh seems unable to conceive of life outside of the Presidential Palace and his Houthi allies appear to believe they are destined to rule. Unfortunately, those opposed to Saleh and the Houthi also seem unable to provide effective rule in spite of massive backing from the Gulf States. The incompetence, infighting, and incoherence of the Hadi government bode equally ill for the future of the country. The one hope may be that a new generation of Yemeni leaders emerges to displace the dismal failures of this one. Yemen is mostly rural, with over half the population below age 15, and more than one-fifth of its 22 million people are malnourished. One of the poorest Arab countries, Yemen's birth and population growth rates are also among the world's highest. With an annual growth rate of 3.4 %, the population could double by 2030. The country's current fertility rate is 6.2. This reflects a high birthrate, 39.2 per 1,000 population, and a declining mortality rate, 11 per 1,000 population. Yemen's infant mortality rate, however, still ranks as one of the highest in the world. This includes a mortality rate of 102 per 1,000 live births for children under 5 years old in 2003. From the late 1980s through the late 1990s, Yemen experienced a high maternal mortality ratio of 351 maternal deaths per 100,000 live births. Maternal deaths account for about 42% of all deaths among Yemeni women between the ages of fifteen and forty-nine. Since the unification of Yemen in 1990, several structural reforms and policy changes have been introduced to control its population growth. Although the government recognizes population growth as a major challenge to development, little progress has been made in implementing population policy and societal consensus remains elusive. Thus, the structural context of reproduction in Yemen exposes women to a large number of risks. The disadvantages of poverty and poor health among women are passed on from one generation to the next. Even during the course of reproduction, poor women face several threats to their physical and mental well being. While these disadvantages have been well chronicled in most societies, not much is known about reproductive health in many poor Arab countries. But for a few rich Arab countries such as Saudi Arabia, the state of reproductive health among women in poor Arab states has been hardly investigated. Although, more recently, several studies have attempted to document poor reproductive health conditions in this part of the world, a few countries go unnoticed mostly due to the lack of access to national level data. The Republic of Yemen, one of the poorest countries in the Middle East, has for several reasons failed to draw the attention of social science researchers. The authors began a number of studies to learn more about Yemeni women's reproductive health under the conditions of dire social and economic disadvantages caused by extreme poverty. This book is a compilation of the authors' studies on Yemen and attempts to draw conclusions which would not have been possible with a single study. The book examines the reproductive health of women in Yemen. Women's reproductive health has emerged as an area of concern among development agencies and international agencies such as the United Nations. However, theoretical models for examining reproductive health appear to lag behind the massive amount of reproductive health rhetoric in the recent years. Even though there is no uniform definition of reproductive health, we characterize reproductive health by focusing on the three components of fertility: intercourse, conception and gestation. This method directs attention to the context of reproduction in developing countries. In addition, the book reveals the previously underappreciated role of abortion in contributing to the first stages of fertility decline. The study finds that higher economic levels and improved social conditions for women do help bring about real improvements in many dimensions of reproductive health. Women's Reproductive Health in Yemen is an important book for scholars in demography and population health.

Book excerpt: The concept of governance has gained greater attention from scholars and international organizations as a foundation for growth, particularly to lift developing countries from dire situations and bring more prosperity to the developed world. However, according to the World Bank, Yemen is considered one of the most poorly governed countries in the world. This poor evaluation motivated this study into the challenges to good governance in Yemen and the author’s desire to demonstrate the importance of governance in addressing Yemen’s current critical situation. Despite the extensive literature published on governance, works on Yemen are rare, and there is barely any academic work on governance challenges. This relatively small body of literature encouraged me to examine in depth the obstacles to governance in Yemen. This study builds a theoretical framework to examine the difficulties of establishing good governance in Yemen by exploring the critical social and institutional challenges vital for good governance. This dissertation poses the following question: What are the challenges to good governance in Yemen, and why and how do they hamper good governance in Yemen? To address this research question, I adopted a qualitative interpretive approach. This analysis is based on information gathered from a variety of sources, including mainly semi-structured formal and informal interviews, observations, governance and government materials, such as international reports, governance manuals, websites, social media posts, and related videos, among others. The findings expose nine dimensions and 21 constructed themes, which scrutinize how and why governance is hampered in Yemen. Overall, this study introduces numbers of contributions to the governance literature by identifying social and institutional challenges and showing how they influence good governance and state-building in the Yemen context. More specifically, this Ph.D. contributes to identifying and discussing the issues that have been ignored in governance literature, such as religion, tribes, supremacy, and the Qat phenomenon, all of which applying the case of Yemen. Finally, the study makes some recommendations for stakeholders to consider, particularly for post-conflict time to aid in post-war reconstruction. This moment is an opportunity to build a state by addressing the current governance challenges, and some suggestions include a transitional phase, the introduction of constitutional and legal reforms, with youth and local community engagement.
