Book excerpt: This book provides a historical economic analysis of two key issues relating to township and village enterprise (TVE) development in China. Firstly, the nature of the evolving relationship between TVEs and local government; in particular how TVE entrepreneurs have used institutionalized power to secure the political influence needed to defend their financial independence. Secondly, the relationship between TVEs and state-owned enterprises (SOEs), and the role of SOEs in China’s economic transition. This study highlights the importance of the role of SOEs in the “dual-track pricing system” and its impact on other parts of the economy. Township and village enterprises were key to China's success in the late twentieth century, but have more or less disappeared as an entity over the past decade or so. By measuring the structural difference of the SOE sector before and after 1998–2003 SOE reform, Jin explains their fast catch-up in productivity since the mid-1990s, as well as the relative decline of TVE productivity.

This book presents a detailed case study of rural migrant workers experiences in a small town in a north China county. The author explores the processes and institutions that enable or preclude the social inclusion of rural workers into the town’s socio-economic system. Inclusion and exclusion are assessed through an examination of rural workers’ immersion into the urban labour market, their access to welfare benefits and to social services, such as housing, education and health. The book proposes that outside the larger cities there are alternative accounts of urban social change and of the integration of rural migrant workers. It stresses the fact that the particular socio-economic structure of towns, where the state-owned share of the economy has been smaller and where consequently social and private forces have been more active, allowed for a more open inclusion of rural workers. Though shortcomings are still observed, the book suggests that China's transformation may not necessarily result in dysfunctional and socially polarized urban environments. This book will be of interest to students and scholars of China’s rural migrant workers, bottom-up urbanization and small town development, social policy, and more broadly on contemporary social change in China.

Book excerpt: Industrial Reform in China is the first major attempt to explore the success of China's economic reform using studies of specific industries: the clothing, machine tool, and iron and steel industries, supplemented by analysis of official statistics. Particular emphasis is placed on thecomparison of management and production efficiency between township-village enterprises (TVEs) and state-owned enterprises (SOEs). The authors discover that the efficiency of TVEs has been enhanced by the transfer of technology, know-how, and marketing capacity from SOEs. In contrast, reform ofstate enterprises was found to have had limited impact. Given the enormous differences in efficiency between private and public ownership, it is clear that TVEs will continue to overwhelm SOEs, a process which will in time transform the Chinese economy into a true market-based system.
